VILLAGE OF BRUCE
BOARD MEETING MINUTES
April 4, 2016

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, April 4, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott,

Bobbi Jo Fillion, Gayanne Skogen and Jim Moore.  Both Clerks attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the March 7, 2016 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that Municipal Well & Pump will begin rehab of Well #3 on April 16th.  Motion by Fillion, seconded by Skogen to approve hiring Don’s Sweeper Service and spending up to $1,000.00 to sweep streets in the Village, carried.  Motion by Fillion, seconded by Trott to hire R & R Waste Systems Cleaning, spending $4,000.00, to televise sewer lines and repair a sewer pipe by the trailer court that has cracks in it, carried.  Motion by Zimmer, seconded by Fillion to hire Peggy Weinert for two and three hours a day for ten dollars an hour as a part time summer worker for the Village, carried.  Wundrow also reported Spring Clean Up has been scheduled for May 13th & 14th.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Jeff Wallace-Request to Use Baseball Field During Blue Hills Festival: Jeff Wallace attended the meeting on behalf of the Bruce Blue Hills Lions Club and asked the Board to consider the use of the baseball field at the Village Park to run a sixteen team softball tournament.  Discussion was held regarding the request.  Larry Villiard attended the meeting also and spoke about concerns of how much it would cost to repair the baseball field if the Board allowed the Lions Club to use it for softball  games. The Board also discussed the possibility of extending the current softball field’s fencing to accommodate games on that field.  No decision was made by the Board.

PUBLIC COMMENTS: Bob Engel attended the meeting and spoke to the Board about expanding ATV use in the Village to include the area around Round Lake.  The Board will consider his request at a later meeting.

APPLICATIONS:
Operator’s Licenses: 
Motion by Fillion, seconded by Trott to approve a regular operator’s license for Danika J. Fuller, carried.

Building Permits: Motion by Zimmer, seconded by Trott to approve a building permit for Tim & Jaclyn Dolan to remodel the second floor of their home, carried.

Direct Seller’s Permit: Motion by Zimmer, seconded by Fillion to approve a Direct Seller’s Permit for Mary Lavaliere of the Bruce Community Farmers Market for ten dollars for the season, carried.  The Farmers Market will be located at the greenspace by the Bruce Telephone Company beginning June 3rd through October 28th from 2 p.m. to 6 p.m.

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop: Newman reported the Village’s legal counsel is doing research to obtain a clear title for the property where the current Village Shop is located.   Motion by Fillion, seconded by Trott to table the “Potential New Village Shop” issue until the May, 2016 Regular Board Meeting, carried.

Cemetery Fees-Schedule Committee Meeting: Motion by Fillion, seconded by Trott to refer the “Cemetery Fees” issue to the Public Works Committee and schedule a meeting to review the current fees and regulations, carried.

Public Welfare:

Drainage Ditch at Village Park: Wundrow reported she will contact H & S Excavating to meet and discuss the drainage ditch problem at the Village Park, carried..   Motion by Fillion, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the May, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Newman reported that work is continuing with the removal of seventy pine trees in the Village Park.  Tree stumps are being removed and some may have to be ground.  The work should be completed by the end of April.  Motion by Fillion, seconded by Trott to table the “Pine Trees in Village Park” issue until the May, 2016 Regular Board Meeting, carried.

Administration:

Experience Works Contribution Request:  Motion by Zimmer, seconded by Fillion to approve an annual contribution of $400.00 to Experience Works, carried.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Motion by Zimmer, seconded by Fillion to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the May, 2016 Regular Board Meeting, carried.

Update Ordinances: Newman reported that Jim Doke has also been reviewing sections and a meeting will be scheduled in the upcoming months to discuss changes to be made.  Motion by Zimmer, seconded by Fillion to approve tabling the “Update Ordinances” issue until the May, 2016 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $93,971.87, carried.

CORRESPONDENCE:

The Village has received the following Ambulance Garage Contributions for 2015 expenses; Town of Stubbs $500, Town of Atlanta $300, Village of Weyerhaeuser $250.

ANNOUNCEMENTS:

Spring Election-will be held on April 5, 2016.  Poll Hours are from 7:00 a.m. to 8:00 p.m.  Village residents may vote at the Village Hall, 100 W. River Avenue, WI  54819.

Spring Clean Up-May 13th & 14th, 2016.  The Village collection site will be open from 8:00 a.m. to 2:00 p.m.  Curbside Pick-Up will be on Monday May 16th, 2016.  For those who can’t haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, May 13th, 2016, to arrange for pick-up.
