VILLAGE OF BRUCE
BOARD MEETING MINUTES
December 2, 2019

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, December 2, 2019.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Gayanne Skogen, Mark Zimmer, Galen Brainerd, Avery Newman & Larry Cabak. Jessica Hegeholz attended also.

Motion by Newman, seconded by Skogen to approve the Agenda, carried.

Motion by Skogen, seconded by Brainerd to approve the November 4, 2019 Public Budget Hearing Minutes, carried.

Motion by Brainerd, seconded by Cabak to approve the November 4, 2019 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT:  Motion by Cabak, seconded by Newman to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and requested approval to purchase 30 new water meters through Dakota Supply Group. The cost of the 30 meters is $5,655.00. Motion by Brainerd, seconded by Newman to approve the purchase of 30 new water meters at the cost of $5,655.00, carried. Wundrow also reported that the workers officially moved in to the new shop as of November 26, 2019 and that the maintenance workers are busy plowing snow and cleaning up the streets after the last big snow storm.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

APPLICATIONS:
Building Permits: Motion by Cabak, seconded by Newman to approve a building permit to Matt Hencinski to install a garage door on his building he owns at 339 S. Main Street, carried.
Motion by Brainerd, seconded by Newman to approve a building permit for Mike Moser to install a barrier wall on the North side of his property at 519 S. Alvey Street under the stipulation that if it causes any problems in the Spring that the Village will not be responsible, carried.

COMMITTEE REPORTS:
Public Safety:
Committee Meeting November 22, 2019 Report: A Public Safety Committee meeting was held on November 22, 2019 to discuss a discrepancy with a building permit.

Public Works:
New Village Shop Update: Larry Gotham of Morgan & Parmley, Ltd.attended the meetingto give an update of the New Village Shop. The Village workers are moved in but there are still a few items that need to be completed and finished up. A punch list was circulated via email with the Board members earlier in the month to review. Unfortunately with Winter upon us, some of the items on the list will not be able to be completed until the Spring. Gotham submitted a pay request from A-1 Excavating in the amount of $46,252.49 for contracted work completed for the project. Motion by Newman, seconded by Brainerd to approve the pay request to A-1 Excavating in the amount of $46,252.49 with Cabak opposed, carried. Gotham submitted two change orders to the Board. Change order #1 was for a time extension to June 15, 2020. To be able to receive DNR funding for the project, and to be able to complete site work needed on the project, the time extension change order is necessary. Motion by Brainerd, seconded by Cabak to approve change order #1 for a time extension to June 15, 2020, carried. Change order #2 was due to the additional cost at the beginning of construction due to the extra cost for the removal of an old in-ground concrete cistern that was located underneath the old shop at the time of demolition as well as work to abandon a dug well and casing pipe that was located. The additional cost identified in change order #2 is in the amount $6,500.00. Motion by Brainerd, seconded by Newman to approve change order #2 with the change to the contract price of $6,500.00, with Cabak opposed, carried. Motion by Newman, seconded by Zimmer to table the “New Village Shop Update” issue until the January, 2020 Regular Monthly Board Meeting, carried.
2020 General Transportation Aids: Trottreported the General Transportation Aids that the Village will be receiving for 2020 is $23,201.99.

North Main Street Reconstruction Project: Larry Gotham reported that the soil bearings will be done in the next few weeks. These are due at the time of the application submittal. Nothing more to report at this time. Motion by Zimmer, seconded by Cabak to table the “North Main Street Reconstruction Project” issue until the January, 2020 Regular Monthly Board Meeting, carried.

Public Welfare:
Potential Skate Park in Village: Nothing new to report this month. Motion by Zimmer, seconded by Cabak to table the “Potential Skate Park in Village” issue until the January, 2020 Regular Monthly Board Meeting, carried.

Administration:
Update Ordinances: Nothing new to report this month. Motion by Cabak, seconded by Newman to table the “Update Ordinances” issued until the January, 2020 Regular Monthly Board Meeting, carried.
Approve Election Board Members through 2021: Motion by Skogen, seconded by Zimmer to approve the following Election Board Members through 2021. Chief Election Inspector-Karen Hanson, Deputy Chief Election Inspector-Leah Newman, Election Poll Workers-Twyla Lund, Bonnie Tatro, Wilma Waite and Mary Arts, carried.

NEW BUSINESS:
Set 2020 Caucus Date:
Motion by Cabak, seconded by Zimmer to approve setting the 2020 Village of Bruce Caucus for January 7th, 2020 at 6:00 p.m., carried.

APPROVAL OF BILLS: Motion by Newman, seconded by Zimmer to pay vouchers and electronic payments totaling $56,460.00, carried.

ANNOUNCEMENTS:
Christmas in Bruce-Saturday, December 14, 2019. 
The annual Christmas in Bruce celebration will be held on Saturday, December 14, 2019.  Free soup and beverages will be served at the Village Hall.  The Bruce Area Library will have children’s games & entertainment and a visit from Santa.  The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform.  The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.
