BOARD MEETING MINUTES
December 7, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, December 7, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Both Clerks attended also.

Motion by Fillion, seconded by Doke to approve the Agenda, carried.

Motion by Trott, seconded by Fillion to dispense of the reading and approve the minutes of the November 2, 2015 Regular Board Meeting, November 5, 2015 Public Budget Hearing and the November 5, 2015 Special Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Skogen to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the mild weather is allowing the workers to complete projects around the Village. The plow truck is being serviced at the Rusk County Highway Department Shop. Some welding had to be done on the plow and the new sander is being installed to the truck. The workers have replaced a portion of the roof at the Village Shop with new asphalt shingles.

Operator’s Licenses: Motion by Fillion, seconded by Zimmer to approve an operator’s license for Emily A. Smith, carried.

COMMITTEE REPORTS:

Potential New Village Shop: Newman reported our legal counsel is working on securing a Quit Claim Deed for the property at the Village Shop. Motion by Zimmer, seconded by Fillion to table the “Potential New Village Shop” issue until the January, 2016 Regular Board Meeting, carried.

Committee Meeting November 10, 2015 Report: Newman reported the Committee met with Bob Parmley to discuss options for a possible new Village Shop building. They also discussed the Coleman Street lift station and costs to extend water and sewer to the Industrial Park. No recommendations were made on any of the issues.

2016 General Transportation Aids: The preliminary calculation for 2016 General Transportation Aids from the Department of Transportation is $18,190.19. Aid payments are disbursed to the Village in quarterly payments.

LRIP 5 Year Plan: Motion by Fillion, seconded by Trott to approve the Five Year Plan for Street Improvements for blacktopping; Year 2016-Trails End Street intersection from the stop sign to end of Chippewa Avenue (all of Chippewa Avenue). Year 2017-Walnut Avenue from Coleman Street east to the dead end. Year 2018-River Avenue from Main Street to First Street. Year 2019-Feller Avenue. Year 2020-Third Street approximately from 1132 N. 3rd Street to dead end to the north, carried.

Public Welfare:

Drainage Ditch at Village Park: Wundrow reported she is waiting for Steve Golat to come and take a look at the drainage ditch at the Village Park. Motion by Fillion, seconded by Skogen to approve tabling the “Drainage Ditch at Village Park” issue until the January, 2016 Regular Board Meeting, carried.

Administration:

Approve Election Board Members through 2017: Motion by Fillion seconded by Zimmer to approve Election Board members for 2016-2017; Chief Inspector Twyla Lund, Alternate Chief Inspector Bonnie Tatro, Becky Wester, Leah Newman, Wilma Waite, Chris Hamel, Darla Adams and Cherri Manosky, carried.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Motion by Fillion, seconded by Zimmer to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the January, 2016 Regular Board Meeting, carried.

Main Street Beautification Project Update: Newman reported the owners of the Bruce Theatre have “Happy Holidays” displayed on the marquee. Motion by Trott, seconded by Fillion to approve tabling the “Main Street Beautification Project” issue until the January, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Newman announced the Village has been awarded $5,000.00 from the Department of Natural Resources in a matching funds grant through the Urban Forestry Division. The Village is obligated to pay $5,000.00 towards the cost of the project. Work will begin in early 2016 to remove a select group of pine trees in the Village Park. Motion by Fillion, seconded by Trott to approve tabling the “Pine Trees in Village Park” issue until the January, 2016 Regular Board Meeting, carried.

Update Ordinances: Discussion was held regarding updating Ordinances in the future. Motion by Fillion, seconded by Skogen to approve tabling the “Update Ordinances” issue until the January, 2016 Regular Board Meeting, carried.

NEW BUSINESS:

Set 2016 Caucus Date: Motion by Fillion, seconded by Trott to approve setting the date for the 2016 Caucus for Wednesday, January 13, 2016, at 5:00 p.m. at the Village Hall, carried. The terms expiring in April, 2016 are Mark Zimmer, Shane Trott and Gayanne Skogen.

APPROVAL OF BILLS: Motion by Zimmer, seconded by Fillion to pay vouchers and electronic tax payments totaling $36,776.41, carried.

ANNOUNCEMENTS:

Christmas in Bruce-Saturday, December 12, 2015. The annual Christmas in Bruce celebration will be held on Saturday, December 12, 2015. Free soup and beverages will be served from 11:00 a.m. to 2:00 p.m. at the Village Hall and horse drawn wagon rides will be given. The Bruce Area Library will have children’s games, entertainment and a visit from Santa. The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform. The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.

ADJOURNMENT: Motion by Zimmer, seconded by Fillion to adjourn, carried. Adjournment was at 7:19 p.m.
