BOARD MEETING MINUTES
June 3, 2019

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 3, 2019.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:07 p.m. Board members present were Gayanne Skogen, Galen Brainerd, Mark Zimmer, Avery Newman & Larry Cabak.  Terry Hegeholz attended also. 

Motion by Brainerd, seconded by Zimmer to approve the Agenda, carried.

Motion by Cabak, seconded by Brainerd to approve the May 6, 2019 CDBG-Public Facilities Citizen Participation Hearing, the May 6, 2019 Regular Board Meeting and the May 22, 2019 Board of Review minutes, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Skogen to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the CMAR (Compliance Maintenance Agreement Report) for the wastewater treatment facility will be filed this month with the DNR. A resolution regarding the report will be approved later in the meeting.  Wundrow also reported they have moved out of the shop.  The DNR rep will be here on Wednesday, June 5th for an inspection for the water system.  The workers have been busy mowing the grass in the Village.  The tractor mower broke and replacement parts costing roughly $1,900.00 were installed and it is back working.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Bruce Area Girl Scout Day Camp: Annual Donation:  Motion by Zimmer, seconded by Skogen to approve the annual donation of $100.00 to the Bruce Area Girl Scout Day Camp, carried.

PUBLIC COMMENTS: None

APPLICATIONS:
Building Permits:  Motion by Brainerd, seconded by Newman to approve a building permit for Express Mart to build an addition to the existing building for a laundromat and car wash at 533 S. Main Street, carried.
Motion by Zimmer, seconded by Cabak to approve a building permit for Alexander Samardzich  to remodel a bathroom in his home at 715 N. 4th  Street, carried.

Temporary Class “B”/Picnic License:  Motion by Brainerd, seconded by Newman to approve a Temporary Class “B”/Picnic Licenses for the Bruce Blue Hills Lions Club for July 12th, 13th & 14th, 2019 using it at the Village Park for the Blue Hills Festival and charging them $5.00, carried.

Liquor License Renewals:
“Class A” Liquor & Class “A” Beer:  Mootion by Zimmer, seconded by Brainerd to approve a “Class A” Liquor & Class “A” Beer license for Dolgencorp, LLC, d/b/a Dollar General, Debra Jopek, Agent, carried.
Class “A” Beer: Motion by Zimmer, seconded by Cabak to approvea Class “A” Beer License for J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, Agent, carried.
Class “B” Combo Liquor & Beer: Motion by Zimmer, seconded by Brainerd to approve a Class “B” combo Liquor & Beer License for Glory B’s Irish Saloon, LLC, d/b/a Glory B’s Irish Saloon, Jeff Schley, Agent, carried.
Motion by Zimmer, seconded by Newman to approve a Class “B” Combo Liquor & Beer License for Northern Spirits Enterprises, Ltd., d/b/a Hot Shots, John R. Hoiby, Jr., Agent, carried.
Motion by Zimmer, seconded by Brainerd to approve a Class “B” Combo Liquor & Beer License for The Pour House Tavern Inc., d/b/a the Pour House Tavern Inc., Kimberly Grasley, Agent, carried.

Cigarette Licenses:  Motion by Brainerd, seconded by Newman to approve Cigarette Licenses for Dollar General, Express Mart, The Pour House Tavern and Hot Shots, carried.

Coin Machine Licenses: Motion by Zimmer, seconded by Brainerd to approve Coin Machine Licenses for Glory B’s Irish Saloon, Northern Spirits Enterprises, Ltd.(Hot Shots), The Pour House Tavern Inc., DairiConcepts, Bruce American Legion and the Bruce Public School, carried.

2019-2020 Operator’s License Renewals:  Motion by Zimmer, seconded by Newman to approve the renewal of the 2019-2020 operator licenses for the following people: Brenda M. Gauthier, Shirley M. COMMITTEE REPORTS:

Utility:
CMAR Resolution # 19-07:  Motion byZimmer, seconded by Brainerd to approve the Compliance Maintenance Agreement Report (CMAR), Resolution #19-07, as completed, carried. The report is due to the Department of Natural Resources for the wastewater treatment operations and permits and will be submitted electronically by Darlene Wundrow.   
2018 Consumer Confidence Report (CCR) Submitted to DNR: The annual (CCR) Consumer Confidence Report, a water quality report, has been submitted to the Department of Natural Resource.  Publication and posting requirements have been met.  A copy of the annual report is available at the Village Hall and on the Village’s website.

Public Works:
New Village Shop Update: Larry Gotham attended the meeting and gave an update on the Village Shop/Well House Project.  He supplied a project construction schedule to the Board and discussed details for the timeline.  The telemetry system box will be relocated to the other well on Wednesday, June 5th.  Demolition will begin soon after that on the old building.  He explained the completion date is now October 3, 2019. 
Motion by Brainerd, seconded by Zimmer to approve a Change Order # 1; for a Forty-Two Day Extension to the Village Shop Project to October 3rd, 2019, carried.
PSC approval was received in May and the DNR sent a finance update report on May 31st. Gotham went over the budget for the project.
Motion by Brainerd, seconded by Newman to approve amending the Engineering Contract from $55,000.00 to an estimated $65,827.00, carried.
Motion by Zimmer, seconded by Brainerd to table the “New Village Shop Update” issue until the July, 2019 Regular Monthly Board meeting, carried.
Bond Counsel: A meeting will be scheduled in early June to meet requirements for issuing the bonds for the borrowed money for the Village Shop Project.  Motion by Brainerd, seconded by Cabak to approve tabling the “Bond Counsel” issue until the July, 2019 Regular Board Meeting, carried.
Cooper Engineering Invoice Payment Approval:  Motion byZimmer, secondedNewman to approve payment of an invoice in the amount of $890.35 from Cooper Engineering for administration fees for the Village Shop/Well House Project, carried.
Morgan & Parmley, Ltd.-Invoice Payment Approval:  Motion by Zimmer, seconded by Brainerd to approve payment of an invoice in the amount of $600.00 from Morgan & Parmley, Ltd. for professional services for the Village Shop/Well House Project, carried.

North Main Street Reconstruction Project:
Morgan & Parmley, Ltd.-Invoice Payment Approval:  Motion by Brainerd, seconded by Skogen to approve payment of an invoice in the amount of $6,200.00 from Morgan & Parmley, Ltd. for professional services for application for the North Main Street Reconstruction Project, carried.        

Public Welfare:
Flower Baskets on Main Street:  Motion by Brainerd, seconded by Zimmer to remove the “Flower Baskets on Main Street” issue from the Agenda, carried.

Administration:
Update Ordinances: Discussion was held on the speed limit for the ATV route in the Village. Motion by Brainerd, seconded by Newman to refer the speed limit issue to committee, carried. Motion by Zimmer, seconded by Brainerd to table the “Update Ordinances” issue until the July 2019 Regular Monthly Board Meeting, carried.

Finance:
Purchase Approval for Lawnmower:  Wundrow reported she hasn’t received any quotes from a local business for a new riding lawnmower so she will pursue the issue further and have a report for the July Meeting.  Motion by Brainerd, seconded by Cabak to approve tabling the “Purchase Approval for Lawnmower” issue until the July, 2019 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Zimmer, seconded by Brainerd to pay vouchers and electronic tax payments totaling $60,068.77, carried.

ANNOUNCEMENTS:
Village Wide Garage Sales-June 8, 2019. Maps will be available at the Village Hall and businesses in Bruce. Please contact the Village Hall for more details.
Rusk County Clean Sweep-Tuesday, June 18, 2019, from 4 pm to 8 pm, at the Rusk County Highway Department Shop.
