BOARD MEETING MINUTES

March 7th, 2022

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, March 7th, 2022.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:07 p.m. Board members present were Mark Zimmer, Kim Grasley, Loren Beebe and Galen Brainerd. Jessica Hayes attended also. Jim Johnson was absent.

– PLEDGE OF ALLEGIANCE –

DISCLOSURE OF CONFLICT OF INTEREST:
Trott asked the Board if there were any members that would potentially benefit from the project pertaining to the CDBG portion of the well rehab and water filtration project. There were no conflicts of interest disclosed.

APPROVAL OF MINUTES:
Motion by Beebe, seconded by Grasley to approve the February 8th, 2022 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Zimmer, seconded by Grasley to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Water Line Repair on E. Arthur Ave. & 4th Street: Casey Gudis reported that he obtained a quote for $4,000.00 from Kramer Service Group to repair the water line on E. Arthur Avenue & 4th Street. Motion by Zimmer, seconded by Brainerd to approve Kramer Service Group to do the work in the spring, carried. Gudis also reported that he obtained two quotes for the installation of the RPZ valve on well #3 that was approved by the Board at the February, 2022 Regular Monthly Board Meeting. One quote received from Brant Schmidt for $3,550.00 and one submitted from Murray Plumbing and Heating for $1,975.00. Gudis decided to go with Murray Plumbing and Heating. The RPZ valve has already been installed and the next step would be to get the two pilot plant studies installed from Culligan & Water Surplus. 

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Paragon Systems Building Use Permit Request:
A building use permit was submitted from Mark Charron of Paragon Systems for a partial rezoning request for the property at 709 W. Arthur Avenue that he is purchasing. Motion by Grasley, seconded by Beebe to approve the building use permit for Mark Charron, carried. Charron mentioned his interest in hooking up to the Village’s water and sewer to the property, it currently is not.
Community Citizens of Bruce – Easter Event Donation Request: Lisa Jandrt & Donna Zuedtke attended the meeting to ask the Board if they would be willing to donation $500.00 for the annual Easter Egg Hunt Event held at the Bruce Village Park. Motion by Zimmer, seconded by Grasley to donate $250.00 towards the event, carried.
Republic Services – Municipal Manager, Jim Whittinghill: Jim Whittinghill from Republic Services attended the meeting to introduce himself as the new municipal manager for the region and to thank the Board for their business.  

APPLICATIONS:
Building Permit:
Motion by Zimmer, seconded by Grasley to approve a building permit for Scott Daniels to do interior remodeling on his house at 1019 E. Devine Avenue, carried.
Operator’s Licenses:
Motion by Brainerd , seconded by Grasley to approve an operator’s license for Ayan P. Smith, carried..

COMMITTEE REPORTS:

Utility:

Discussion and Action Regarding Corrective Work on Village Wells: Nothing new to report at this time. Motion by Zimmer, seconded by Beebe to table the ‘Discussion and Action Regarding Corrective Work on Village Wells’ issue until the April, 2022 Regular Monthly Board Meeting, carried.
Resolution #22-01 to Adopt a Citizen Participation Plan: Motion by Zimmer, seconded by Grasley to approve Resolution #22-01, a resolution adopting a citizen participation plan, carried.
Resolution #22-02 to Submit a CDBG Application:
Motion by Zimmer, seconded by Grasley to approve Resolution #22-02, a resolution to submit a CDBG application for the well filtration project, carried.
Authorizing Resolution #22-03 to Commit Matching Funds for the CDBG Grant:
Motion by Brainerd, seconded by Grasley to approve Resolution #22-03, a resolution committing matching funds for the CDBG grant, carried.
Resolution #22-04 Declaring Official Intent to Reimburse Expenditures:
Motion by Zimmer, seconded by Grasley to approve Resolution #22-04, a resolution declaring official intent to reimburse expenditures through the CDBG grant, carried.
Resolution #22-05 Authorizing Official Representation to File DNR Application:
Motion by Zimmer, seconded by Beebe to approve Resolution #22-05, a resolution authorizing Village President Shane Trott to file an application with the DNR, carried.
Sewer Rate Increase:
Nothing new to report this month. Motion by Zimmer, seconded by Beebe to table the “Sewer Rate Increase’ issue until the April, 2022 Regular Monthly Board Meeting, carried.
Morgan & Parmley Invoice Payment Approval: Motion by Zimmer, seconded by Brainerd to approve an invoice in the amount of $1,040.00 for engineering services on the Corrective Work on Village Wells, carried.

Public Works:

Veteran’s Memorial Park Site: Shane reported that the Village has received about a dozen applications so far for the murals for the Veteran’s Memorial Park Site. Some discussion was had on ideas of where to place the murals. Motion by Brainerd, seconded by Grasley to table the ‘Veteran’s Memorial Park Site’ issue until the April, 2022 Regular Monthly Board Meeting, carried. A committee meeting will be set later in the month to discuss the issue further.
Resolution #22-06 – Resolution Prohibiting Parking on US Highway 8 in the Bruce Village Limits: With the upcoming State Highway 8 project, there would be costs involved for the Village to replace/repair a portion of the blacktop, unless a resolution were to be passed by the Village prohibiting parking on Highway 8 in the Village Limits. Motion by Zimmer, seconded by Beebe to approve Resolution #22-06, prohibiting parking on US Highway 8 in the Bruce Village limits, carried.

North Main Street Reconstruction Project:

Nothing new to report at this time. Motion by Zimmer, seconded by Beebe to table the ‘North Main Street Reconstruction Project Discussion’ item until the April, 2022 Regular Monthly Board Meetings, carried.
Finance:
Rusk County Sheriff’s Department Contract Discussion & Action:
Nothing new to report at this time. Motion by Zimmer, seconded by Brainerd to table the ‘Rusk County Sheriff’s Department Contract Discussion & Action’ item until the April, 2022 Regular Monthly Board Meeting, carried.
Committee Meeting February 15th, 2022 Report: Trott reported that a committee meeting was held on February 15th, 2022 to discuss the ambulance garage expenses with Tom Hall. Hall provided the committee with percentages of surrounding townships that the ambulance services.
Ambulance Garage Building Discussion & Action:
Nothing new to report at this time. An additional meeting will be scheduled in the month to discuss further. Motion by Brainerd, seconded by Grasley to table the ‘Ambulance Garage Building Discussion & Action’ item until the April, 2022 Regular Monthly Board Meeting, carried.
Plow Truck Purchase Discussion & Action:
Nothing new to report at this time.Motion by Zimmer, seconded by Grasley to table the ‘Plow Truck Purchase Discussion & Action’ item until the April, 2022 Regular Monthly Board Meeting, carried.

APPROVAL OF BILLS: Motion by Grasley, seconded by Brainerd to pay vouchers and electronic payments totaling $302,023.62, carried.

ANNOUNCEMENTS:
Spring Election-April 5th, 2022: Poll hours are from 7:00 a.m. to 8:00 p.m. Village residents may vote at the Village Hall, 100 W. River Avenue, Bruce, WI  54819.

Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 6:00 p.m. to 8:30 p.m. May 17th, June 21st, July 19th & August 16th.
