                                             BOARD MEETING MINUTES
                                                   September 6, 2016

 Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, September 6, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Jim Doke, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Terry Hegeholz attended also.

Motion by Doke, seconded by Fillion to approve the Agenda, carried.

Motion by Trott, seconded by Doke to dispense of the reading and approve the minutes of the August 1, 2016 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the blacktopping has been completed on Chippewa Avenue. Shouldering should be completed in the next couple of weeks.  Water lines at the Catholic Church on Second Street will be replaced as well as a property on North Fourth Street this month.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Bruce Blue Hills Lions Club-Softball Field Improvements: Whitney Trott spoke to the Board on behalf of Bruce Blue Hills Lions Club asking for permission to seek bids on costs to extend the current fencing on the softball field at the Village Park. The Lions Club would like to hold a twelve team softball tournament during the Blue Hills Festival and changes would have to be made to the fencing to accommodate the regulations for the distance the fence would be. The current scoreboard would have to be relocated to accommodate the temporary fencing.  The Lions Club is willing to contribute substantially to the cost of the project.  The Board also discussed replacing the culvert that is currently just south of the field.  Motion by Moore, seconded by Fillion to authorize the Bruce Lions Club to seek bids for the fencing and culvert replacement at the Village Park, carried.

American Legion Auxiliary-Halloween Party, October 29, 2016-Request to Block Part of Alley Behind Legion Hall: Gail and Dave Brainerd attended the Board Meeting representing the Bruce American Legion & Auxiliary to ask for permission to block off the alley behind the American Legion Hall on October 29, 2016. The Legion & Auxiliary is sponsoring a haunted house again this year on October 29th from 3 p.m. to 10 p.m.  Motion by Doke, seconded by Fillion to approve blocking off the alley behind the American Legion Hall on October 29, 2016.

APPLICATIONS: Operator’s Licenses:  Motion by Fillion, seconded by Trott to approve a regular operator’s license for Jamie K. Leija, carried. Motion by Fillion, seconded by Trott to approve a regular operator’s license for Patience V. Gavin, carried. Motion by Fillion, seconded by Trott to approve a regular operator’s license for Alice M. Folgate, carried.
Building Permits: Motion by Fillion, seconded by Trott to approve a building permit for Curt Auck to install a new garage door and a metal roof on his building at 635 N. 1st Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for Dorothy Hanson to replace the roof on her house with asphalt shingles at 504 E. Trails End Avenue, carried. Motion by Trott, seconded by Doke to approve a building permit for Kerry Miller to remodel the interior of his commercial building at 718 S. Main Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for Dan Robinson to replace windows and install a new roof at his house at 717 N. 3rd Street, carried. Motion by Trott, seconded by Doke to approve a continuation for Jim Wester for his building permit to build a 26 foot by 30 foot shed on his property at 587 E. Arthur Avenue, carried. Motion by Trott, seconded by Fillion to approve a building permit for Colleen Svoma to re-roof her house and garage at 919 N. 1st Street, carried. Motion by Doke, seconded by Moore to approve a building permit for Shane Trott to remodel the laundry room and porch at his home at 520 E. Trails End Avenue, carried. Motion by Trott, seconded by Fillion to approve a building permit for Candyce Sorensen of Oaks Management to build a lean to on a garage at rental property at 720 N. 3rd Street, carried.

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop:  Motion by Trott, seconded by Fillion to table the “Potential New Village Shop” issue until the October, 2016 Regular Board Meeting, carried.

Chippewa Avenue Blacktop Replacement-LRIP Funding Project: Blacktop replacement on Chippewa Avenue is completed and the shouldering will be done in the next few weeks by Monarch Paving. Motion by Fillion, seconded by Trott to approve tabling the “Chippewa Avenue Blacktop Replacement LRIP Funding Project” issue until the October, 2016, carried.

Public Welfare:

Drainage Ditch at Village Park: Darlene Wundrow reported the two bids she sought to do excavating work on the drainage ditch at the Village Park. The cheapest bid was from H & S Excavating for $2,650.00. That estimate includes work on the walking bridge over the drainage ditch. The cost of 320 feet of culvert is $2,135.00 and 3 loads of fill for approximately $400.00.  Adding in any miscellaneous costs would bring the total for the project to around $5,200.00. Newman added that no permits will be required by the DNR to complete the project.  Motion by Doke, seconded by Trott to accept the bid from H & S Excavating to do excavating work to replace the drainage ditch culvert at the Village Park, carried.  Motion by Doke, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the October, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Dave Bresina’s Nursery of Chippewa Falls is holding the trees that the Village purchased as part of the tree replacement project in the Village Park. She will have the Village workers transport them to the Park as soon as she has a date set with Don Kisinger to meet in mid-October to plant them.  The grant will be finalized by the end of 2016.  Motion by Fillion, seconded by Trott to table the “Pine Trees in Village Park” issue until the October, 2016 Regular Board Meeting, carried.

Wis DOT-MOA for ATV Routes: Newman reported that work is progressing on gaining access to use a portion of Highway 40 North to County Highway O for ATV use. Motion by Doke, seconded by Fillion to approve the WisDOT-Memorandum of Agreement to use a portion of State Highway 40 for all-terrain vehicle route between West Railroad Avenue and County Highway O, carried.  The purpose of the MOA is to establish a special use agreement between WisDOT and the Village of Bruce.  The agreement outlines the roles and responsibilities placed on the Village.

2017 Library Budget Approval: The Board reviewed the proposed 2017 budget of $41,029.76 for the Library. Motion by Fillion, seconded by Doke to approve the 2017 Library Budget of $41,029.76, carried.

Administration:

Employee Wage Negotiations: Employee wage negotiations are ongoing and a meeting will be scheduled in September to discuss employee requests. Motion by Fillion, seconded by Trott to table the “Employee Wage Negotiations” issue, carried.

Committee Meeting August 8, 2016 Report: The Administration Committee met on August 8th to discuss employee wage negotiations and review Ordinances that may need updating.

Adopt revised Ordinance 10-4-2, All Terrain Routes in Village: Newman read the revised Ordinance. Motion by Fillion, seconded by Trott to adopt revised Ordinance 10-4-2, All Terrain Routes in Village, carried.

Approve Election Board Members: Motion by Doke, seconded by Fillion to approve the appointment of Mary Arts and Bonnie Petrus to the Election Board for the Village, carried. Their terms will include elections through 2017.

UNFINISHED BUSINESS:

Update Ordinances: A Committee Meeting will be scheduled in September to review Ordinances.  Motion by Fillion, seconded by Trott to table the “Update Ordinances” issue until the October, 2016 Regular Board Meeting, carried.

NEW BUSINESS: An Industrial Site Committee Meeting will be scheduled in September to consider an offer from an individual to purchase 2 to 3 acres of Village property on the west end of the Industrial Site.

 APPROVAL OF BILLS: Motion by Trott, seconded by Zimmer to pay vouchers and electronic tax payments totaling $34,738.12, carried.
