BOARD MEETING MINUTES
April 3, 2017
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, April 3, 2017.
Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Mark Zimmer, Bobbi Jo Fillion and Jim Moore. Both Clerks attended also.
Motion by Fillion, seconded by Trott to approve the Agenda, carried.
Newman thanked Fillion and Moore for their service on the Board. The Spring Election will be held tomorrow, April 4th. Fillion will be on the ballot for re-election and Moore is not seeking re-election.
Motion by Zimmer, seconded by Trott to dispense of the reading and approve the minutes of the March 6, 2017 Regular Board Meeting, carried.
TREASURER’S REPORT: Motion by Zimmer, seconded by Fillion to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and asked permission from the Board to hire Don’s Sweeper Service again this year to sweep the Village streets. Motion by Trott, seconded by Zimmer to approve hiring Don’s Sweeper Service and spending up to $1,000.00 to sweep streets in the Village, carried. She also asked for permission to hire R & R Waste Systems Cleaning to televise sewer lines again this year. Motion by Zimmer, seconded by Trott to hire R & R Waste Systems Cleaning, spending $4,000.00, to televise sewer lines in the Village, carried. Wundrow reported Flushing Hydrants will be April 24th, 25th, 26th & 27th and Spring Clean Up has been scheduled for May 12th & 13th. Discussion was held on the condition of the plow truck and if it should be sandblasted and painted. Motion by Zimmer, seconded by Fillion to approve having the plow truck sandblasted and painted this summer, carried.
PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.
PUBLIC COMMENTS: Jim Wester attended the meeting and commented on how nice the updated store front looks on Bob Lorkowski’s property on Main Street.
APPLICATIONS: Operator’s License: Motion by Zimmer, seconded by Trott to approve a regular operator’s license for Karen A. Zebro, carried.
COMMITTEE REPORTS:
Public Works:
Potential New Village Shop: Newman reported that he contacted Larry Gotham and a meeting will be scheduled at a later date to discuss plans for a new shop building. Motion by Fillion, seconded by Trott to approve tabling the “Potential New Village Shop” issue until the May, 2017 Regular Board Meeting, carried.
Public Welfare:
Committee Meeting March 20, 2017 Report: Newman reported that three styles have been selected for proposed options for new playground equipment at the Village Park. We are still seeking grant options to help pay for the equipment. Motion by Zimmer, seconded by Fillion to table the “New Playground Equipment at the Village Park” until the May, 2017 Regular Board Meeting, carried.
Authorization to Direct Legal Counsel to Send Property Owner Letter Regarding Condition of Property: Motion by Fillion, seconded by Zimmer to authorize having the Village legal counsel send a letter to a property owner regarding the condition of their property, carried.
Administration:
Update Ordinances: A meeting was held on March 13, 2017 to review and make recommendations on updating the Ordinances. The Committee reviewed Chapter 10. Motion by Fillion, seconded by Trott to table the “Update Ordinances” issue until the April, 2017 Regular Board Meeting, carried.
Finance:
Municipal Property Insurance Company-Policy Renewal: The 2017 policy renewal with Municipal Property Insurance Company for property coverage in the Village of Bruce is $4,911.00. Motion by Zimmer, seconded by Trott to approve the renewal with Municipal Property Insurance Company in the amount of $4,911.00, carried. The policy effective date is March 1, 2017 through March 1, 2018.
Worker’s Comp., Liability & Crime Insurance-Policy Premiums: The annual premium for the Village Worker’s Comp., Liability & Crime policies is $16,099.00 this year. Motion by Zimmer, seconded by Trott to approve renewing the Worker’s Comp, Liability and Crime insurance policies in the amount of $16,099.00, carried. The policies will be delivered in April.
2017 Northwoods Escape-Annual 1/8 Page Advertisement: Motion by Fillion, seconded by Trott to approve payment of $125.00 for an 1/8 page advertisement in the 2017 “Northwoods Escape” publication, carried.
APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $73,411.03, carried.
ANNOUNCEMENTS:
Spring Election-will be held on April 4, 2017. Poll Hours are from 7:00 a.m. to 8:00 p.m. Village residents may vote at the Village Hall, 100 W. River Avenue, WI 54819.
Bruce Blue Hills Lions Club-Easter “Eggs”travaganza will be held Saturday, April 15, 2017 at the Bruce School Gym.
Flushing Hydrants-April 24th, 25th, 26th & 27th, 2017, from 7p.m. to 10 p.m. Please refrain from running water during this time.
Spring Clean Up-May 12th & 13th, 2017. The Village collection site will be open from 8:00 a.m. to 1:00 p.m. Curbside Pick-Up will be on Monday May 15th, 2017. For those who can’t haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, May 12th, 2017, to arrange for pick-up.
