BOARD MEETING MINUTES

April 4th, 2022

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, April 4th, 2022.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:07 p.m. Board members present were Mark Zimmer, Kim Grasley, Loren Beebe, Jim Johnson and Galen Brainerd. Jessica Hayes attended also.

– PLEDGE OF ALLEGIANCE –

APPROVAL OF MINUTES:
Motion by Beebe, seconded by Grasley to approve the March 7th, 2022 Public Hearing Minutes, carried.
Motion by Brainerd, seconded by Grasley to approve the March 7th, 2022 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Zimmer, seconded by Johnson to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Casey Gudis reported that the pilot test plant has been set up and completed for Well #1. One for Water Surplus and one for Culligan. Both results from the test were about the same outcome. The test plant will be disassembled and installed on Well #3 to test that water as well.
Sewer Televising and Cleaning: Gudis also asked the Board for approval to get some of Village’s sewer lines televised and cleaned. This is done every year but was not able to be completed last year due to the North Main Street Project. R & R Televising from Whitehall will do the work for approximately $4,000.00. Motion by Zimmer, seconded by Johnson to have R & R Televising clean and televise the necessary sewer lines in the Village for approximately $4,000.00, carried. 

Gudis reported that he will notify residents this week that they can discontinue running water to avoid freeze up .

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: Kathy Stempf from the Bruce Area Library expressed her concerns with the Board on several items that are not up to code for handicap accessibility in the Library. The board asked her to come back to the May Regular Monthly meeting with a list.

PUBLIC COMMENTS:
Phil Arts came to the meeting to express to the Board his concerns on the new water rate increase for the residents.

COMMITTEE REPORTS:

Utility:

Discussion and Action Regarding Corrective Work on Village Wells: Both pilot test plants have been set up and completed for Well #1. One for Water Surplus and one for Culligan. Both results from the test were about the same outcome. The test plant will be disassembled and installed on Well #3 to test that water as well.
Larry Gotham from Morgan & Parmley, Ltd. attended the meeting to discuss the addition that would need to be built on to the Village Shop to house the new filtration system. Costs for the addition to the building will cost less than the work it would take for a remodel to the inside of the building to make room for the system. Motion by Zimmer, seconded by Grasley to table the ‘Discussion and Action Regarding Corrective Work on Village Wells’ issue until the May, 2022 Regular Monthly Board Meeting, carried.
Sewer Rate Increase:
Nothing new to report this month. Motion by Zimmer, seconded by Grasley to table the “Sewer Rate Increase’ issue until the May, 2022 Regular Monthly Board Meeting, carried.

Public Works:
Committee Meeting March 14th, 2022 Report:
A committee meeting was held on March 14th, 2022 to discuss the Veteran’s Mural project. The committee recommended the following:
1) Start looking in to purchasing the right of way on Highway 40/Highway 8 intersection back from the DOT. It is an approximate 2 year long process
2)  Work on finding a site for the memorial murals. Contact Bruce Telephone about the lot on Highway 8 and Alvey Street
3) Determine the approximate property lines East of town
4) Look at possible additional sight in the parking lot across from the historical society on E. River Avenue
5) Look at the lot West of the Village Hall, W. Railroad Property. Is it available to purchase from railroad?
Motion by Beebe, seconded by Johnson to proceed with the committee’s recommendations, carried.
Veteran’s Memorial Park Site: Nothing new to report at this time. Motion by Zimmer, seconded by Brainerd to table the ‘Veteran’s Memorial Park Site’ issue until the May, 2022 Regular Monthly Board Meeting, carried.

North Main Street Reconstruction Project:
        -DISCUSSION-
Nothing new to report at this time. Motion by Zimmer, seconded by Grasley to table the ‘North Main Street Reconstruction Project Discussion’ item until the May, 2022 Regular Monthly Board Meetings, carried.
Haas Sons – Invoice Payment Approval: Motion by Zimmer, seconded by Grasley to approve an invoice for Haas Sons in the amount of $131,765.67 for contracted work from October 31st, 2022 thru March 28th, 2022 for the North Main Street Reconstruction Project, carried.

Finance:
Rusk County Sheriff’s Department Contract Discussion & Action:
Nothing new to report at this time. Motion by Zimmer, seconded by Johnson to table the ‘Rusk County Sheriff’s Department Contract Discussion & Action’ item until the May, 2022 Regular Monthly Board Meeting, carried. A committee meeting will be set later in the month to discuss further.
Committee Meeting March 15th, 2022 Report: A committee meeting was held on March 15th, 2022 to discuss the costs the Village incurs from the use of the ambulance garage building. Tom Hall, Rusk County Ambulance Director provided the Village with 2021 figures as well as a list of townships that are served from the ambulance. The committee recommends billing all townships their portion of the costs based off of those percentages.
Ambulance Garage Building Discussion & Action:
All issues on the matter have been resolved. Area townships will be billed for their percentage of what the ambulance services. Motion by Brainerd, seconded by Johnson to table the ‘Ambulance Garage Building Discussion & Action’ item until the May, 2022 Regular Monthly Board Meeting, carried.
Plow Truck Purchase Discussion & Action:
Nothing new to report at this time.Motion by Zimmer, seconded by Grasley to table the ‘Plow Truck Purchase Discussion & Action’ item until the May, 2022 Regular Monthly Board Meeting, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Grasley to pay vouchers and electronic payments totaling $48,049.17, carried.

ANNOUNCEMENTS:
Spring Election-April 5th, 2022:
Poll hours are from 7:00 a.m. to 8:00 p.m. Village residents may vote at the Village Hall, 100 W. River Avenue, Bruce, WI  54819.
Community Citizens of Bruce – Easter Egg Hunt – April 9th, 2022 – 10:00 a.m. to 3:00 p.m.
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 6:00 p.m. to 8:30 p.m. May 17th, June 21st, July 19th & August 16th.
