VILLAGE OF BRUCE
BOARD MEETING MINUTES
December 5, 2016
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, December 5, 2016.
Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Terry Hegeholz attended also.
Motion by Fillion, seconded by Doke to approve the Agenda, carried.
Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the November 7, 2016 Public Budget Hearing and the November 7, 2016 Regular Board Meeting, carried.
TREASURER’S REPORT: Motion by Zimmer, seconded by Fillion to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the plow truck box will be repaired this month so it is ready for the winter season. The workers repaired a water lateral recently on Feller Avenue.
PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.
PUBLIC COMMENTS: Stewart Towers attended the meeting and spoke to the Board about what is being done for possible growth in the Village. Discussion was held and Newman informed him of the activity that has been done in the past several years. Newman also said how many new businesses have opened in the Village this year.
APPLICATIONS: Operator’s License: Motion by Fillion, seconded by Zimmer to approve a regular operator’s license for Aaron M. Davis, carried.
Building Permit: Motion by Zimmer, seconded by Doke to approve a building permit for Avery Newman to install fascia on his house at 616 N. 3rd Street, carried.
COMMITTEE REPORTS:
Public Works:
Potential New Village Shop: Newman reported he talked to Bob Parmley recently and a meeting will be scheduled in December to discuss options for a new Village Shop. Motion by Doke, seconded by Moore to table the “Potential New Village Shop” issue until the January, 2017 Regular Board Meeting, carried.
Chippewa Avenue Blacktop Replacement-LRIP Funding Project: The Village received $29,500.00 from the Department of Transportation for the Chippewa Avenue Blacktop Replacement Project. Motion by Zimmer, seconded by Doke to approve removing the “Chippewa Avenue Blacktop Replacement LRIP Funding Project” issue from the Agenda, carried.
2017 General Transportation Aids: The preliminary calculation for 2017 General Transportation Aids from the Department of Transportation is $18,510.33. Aid payments are disbursed to the Village in quarterly payments.
Public Welfare:
Pine Trees in Village Park: Newman reported the Village is waiting for a reimbursement of $5,000.00 through the Urban Forestry Grant. The project is complete and payment should be received before the end of the year. Motion by Fillion, seconded by Zimmer to table the “Pine Trees in Village Park” issue until the January, 2017 Regular Board Meeting, carried.
Administration:
Committee Meeting December 1, 2016 Report: The Administration Committee met on December 1, 2016 to review the current Ordinances and to discuss options on changing the Ordinance regarding fireworks. More work will be done with them in 2017.
Industrial Site:
Potential Sale of Wetland in Industrial Park: Discussion was held on the potential sale of wetland in the Industrial Park. Several people from the public attended the meeting to comment on the issue. The land is on the west side of the Industrial Park. A map of the land was reviewed by the Board. An offer from Bob Hegeholz for $500.00 to purchase the land was presented by Newman. Jim & Brad Frisinger attended the meeting to offer their interest in the property. Motion by Doke, seconded by Moore to refer the “Potential Sale of Wetland in Industrial Park” issue to committee for further review, carried.
UNFINISHED BUSINESS:
Update Ordinances: Motion by Fillion, seconded by Zimmer to table the “Update Ordinances” issue until the January, 2017 Regular Board Meeting, carried.
NEW BUSINESS:
Set 2017 Caucus Date: Motion by Moore, seconded by Zimmer to approve setting the date for the 2017 Caucus for Monday, January 16, 2017 at 6:00 p.m., carried. The terms expiring in April, 2017 are Village President Michael Newman and Trustees James Moore, James Doke and Bobbi Jo Fillion. 2017 Joint Powers Agreement with Rusk County: Motion by Zimmer, seconded by Fillion to approve the 2017 Joint Powers Agreement with Rusk County, carried. The signed agreement will be forwarded to the Rusk County Clerk.
Schedule January 2017 Board Meeting-Holiday Conflict: Motion by Fillion, seconded by Doke to approve scheduling the January 2017 Board Meeting for Tuesday, January 3, 2017 at 7:00 p.m., carried.
APPROVAL OF BILLS: Motion by Fillion, seconded by Doke to pay vouchers and electronic tax payments totaling $42,520.28, carried.
ANNOUNCEMENTS:
Christmas in Bruce-Saturday, December 10, 2016. The annual Christmas in Bruce celebration will be held on Saturday, December 10, 2016. Free soup and beverages will be served at the Village Hall and horse drawn wagon rides will be given. The Bruce Area Library will have children’s games & entertainment with a visit from Santa. The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform. The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.
