VILLAGE OF BRUCE
BOARD MEETING MINUTES
February 1, 2016

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, February 1, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore.  Clerk Terry Hegeholz attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Fillion, seconded by Trott to dispense of the reading and approve the minutes of the January 4, 2016 Regular Board Meeting and the January 13, 2016 Caucus, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the new plow truck needs a new radiator and Frank Weinert is doing the work.  Municipal Well & Pump are working on a quote for the Well #3 Rehab.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

John Behling-Weld Riley:  Attorney John Behling attended the meeting and introduced himself to the Board.  He will be representing the Village as legal counsel in the future.  The Village’s attorney, Bill Theil, retired at the end of 2015.

PUBLIC COMMENTS: None.
APPLICATIONS:

Building Permits:
Motion by Zimmer, seconded by Fillion to approve a building permit for Samuel Price to remodel the interior of his commercial building and finish the siding at 709 W. Arthur Avenue, carried.

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop: Motion by Fillion, seconded by Trott to table the “Potential New Village Shop” issue until the March, 2016 Regular Board Meeting, carried.

Public Welfare:

Drainage Ditch at Village Park: Wundrow reported Steve Golat is submitting an estimate for the work that needs to be done at the drainage ditch at the Village Park.  Motion by Zimmer, seconded by Fillion to approve tabling the “Drainage Ditch at Village Park” issue until the March, 2016 Regular Board Meeting, carried.

Advertise for Bids for Tree & Stump Removal:  An ad will run the Ladysmith News, Rusk County Shopper and the Rice Lake Chronotype Newspaper seeking bids for tree and stump removal and restoration of the area at the Village Park. Applications are available at the Village Hall or Village Shop.  Deadline to submit bids is 5:00 p.m. on February 22, 2016.

Special Board Meeting February 22, 2016 at 5:00 p.m.-Bid Opening: A Special Board Meeting will be held on February 22, 2016 at 5:00 p.m. to open bids submitted for the tree and stump removal and restoration of the area.

Administration:

Approve Election Board Members through 2017:  Motion by Zimmer, seconded by Fillion to approve the appointment of Jane Wester to the Election Board through 2017, carried.

Finance:

North Main Street Project & Water Tower Rehab Loan Renewals: Both the North Main Street Project & the Water Tower Rehab loans are due for renewal in mid-March.  Motion by Zimmer, seconded by Fillion to combine the two loans and take out a new loan at Dairyland State Bank at a rate of 3.99% for five years for the North Main Street Project & the Water Tower Rehab Project, carried.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Motion by Fillion, seconded by Trott to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the March, 2016 Regular Board Meeting, carried.

Main Street Beautification Project Update: Newman reported the marquee at the Bruce Theatre is not being lighted now.  Motion by Fillion, seconded by Trott to approve tabling the “Main Street Beautification Project” issue until the March, 2016 Regular Board Meeting, carried.

Update Ordinances: Newman reported that he is reviewing sections of the Ordinance book.  Motion by Zimmer, seconded by Fillion to approve tabling the “Update Ordinances” issue until the March, 2016 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $152,581.35, carried.

ANNOUNCEMENTS:

Spring Primary Election-February 16, 2016.  Village of Bruce Polls will be open from 7:00 a.m. to 8:00 p.m.  Justice of Supreme Court Candidates are on the ballot.

ADJOURNMENT:  Motion by Zimmer, seconded by Fillion to adjourn, carried.  Adjournment was at 7:20 p.m.
