VILLAGE OF BRUCE
BOARD MEETING MINUTES
January 6, 2020

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, January 6, 2020.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Gayanne Skogen, Mark Zimmer, Galen Brainerd, Avery Newman & Larry Cabak. Jessica Hegeholz attended also.

Motion by Skogen, seconded by Zimmer to approve the Agenda, carried.

Motion by Cabak, seconded by Skogen to approve the December 2, 2019 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Brainerd to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that the plow truck had been in to Frank’s Restoration to fix some needed repairs. In the meantime, they have been using the old plow truck. She stated that both plow trucks we currently own are deteriorating very rapidly and will not last much longer. She asked if the Board would consider the purchase of a new plow truck. The Board decided to set up a committee meeting at a later date to discuss the issue further. Wundrow also reported the workers have been busy dealing with a water line freeze up that occurred on Coleman Street and a water line that needed to be dug up and repaired on South Main Street.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: Dan Solberg from the Bruce Kiwanis attended the meeting to ask the Board for approval of doing some updates to the large pavilion in the Bruce Park. He said the Kiwanis is looking for a project to set for a goal in fundraising this coming Summer and next. Motion by Brainerd, seconded by Zimmer to approve the Bruce Kiwanis to move forward with setting this project as a fundraising goal this summer and to set up a committee meeting at a later date with the Kiwanis to discuss different ideas of what specific updates they have in mind, carried.
Bob Lorkowski of L’Cars in Bruce also attended the meeting to discuss his plans of replacing the sewer line that runs North & South down the alley in front of his property that he owns on Main Street and also replacing the parking lot. He stated that Superior Choice Credit Union, Chippewa Valley Bank, Mirr’s Gateway Motel and Bruce Telephone are all interested in replacing their parking lots too at the same time he would be doing his. Lorkowski had attended the October, 2019 Regular Monthly Board Meeting and had presented the Board with a proposal from A-1 Excavating and Monarch Paving who would do the work. Motion by Brainerd, seconded by Cabak to refer this issue to committee to discuss further, carried.


COMMITTEE REPORTS:
Public Works:
New Village Shop Update: Larry Gotham of Morgan & Parmley, Ltd. did not attend the meeting this month. The Board discussed that there are a few items from the punch list that are still being completed. There is a water leak on the farthest east door that needs immediate attention as well as some concrete breaking up at the front garage door. Most items left on the list will be completed in the spring. Motion by Zimmer, seconded by Newman to table the “New Village Shop Update” issue until the February, 2020 Regular Monthly Board Meeting, carried.

North Main Street Reconstruction Project:
Morgan & Parmley, Ltd. – Invoice Payment Approval: Motion by Zimmer, seconded by Brainerd to pay an invoice in the amount of $8,730.00 from Morgan & Parmley, Ltd. for soil bearings that were taken for the North Main Street Reconstruction Project, carried.

Public Welfare:
Potential Skate Park in Village: Nothing new to report this month. Motion by Cabak, seconded by Newman to table the “Potential Skate Park in Village” issue until the February, 2020 Regular Monthly Board Meeting, carried.
Pursue Legal Action on N. Wester Street Property: Motion by Newman, seconded by Brainerd to deem the fence located at 814 N. Wester Street in the Village of Bruce as a nuisance and to pursue legal action on the property, carried. Legal counsel will assist with the proper notifications and court filings.

Administration:
Update Ordinances: Nothing new to report this month. Motion by Cabak, seconded by Newman to table the “Update Ordinances” issued until the February, 2020 Regular Monthly Board Meeting, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Zimmer to pay vouchers and electronic payments totaling $77,716.71, carried.

ANNOUNCEMENTS: The 2020 Village of Bruce Caucus will be held January 7, 2020 at 6:00 p.m. at the Village Hall, 100 W. River Avenue, Bruce, WI 54819.

ADJOURNMENT:  Motion by Zimmer, seconded by Brainerd to adjourn, carried.  Adjournment was at 7:50 p.m.
