VILLAGE OF BRUCE
BOARD MEETING MINUTES
January 5, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, January 5, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Lloyd Waite, Shane Trott,

Jim Doke and Bobbi Jo Fillion.  Both Clerks attended also.

Motion by Doke, seconded by Fillion to approve the Agenda, carried.

Recommendation & Approval for Village Trustee Position:  Mike Newman made a recommendation to approve the appointment of Gayanne Skogen to fill the vacant position on the Village Board when John Manosky resigned.  Motion by Fillion, seconded by Waite to approve the appointment of Gayanne Skogen to the Village Board, carried. She will sign vouchers and also be on the  Administration, Finance and Industrial Site Committees.

Motion by Doke, seconded by Waite to dispense of the reading and approve the minutes of the December 1, 2014 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Waite, seconded by Fillion to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported the new snow plow driver, Casey Gudis, is working out very well.  She contacted Shad Strom and his father from Buff Creek Concepts to look at the shop building to see if it would be feasible to build an addition onto the current building and remodel the area around the well or to tear it down and build a new building.  They gave a rough estimate of $300,000.00 for a new building and felt that the old building should be torn down.  The first step is to get the land surveyed to be sure of exactly where the lot lines are and how much land the Village owns. Architectural plans would have to be developed and are estimated at $10,000.00.  The roof is leaking and there are many other repairs that need to be made to the building in the near future.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

North Main Street Reconstruction Project-Status Report: Motion by Fillion, seconded by Trott to table the “North Main Street Reconstruction Project” issue until the February, 2015 Regular Monthly Board Meeting, carried.

Blue Hills Trailblazers Snowmobile Club-Request to Use Wester Street as Part of Snowmobile Route: The Blue Hills Trailblazers contacted the Village and requested permission to use Wester Street as part of the snowmobile route this winter.   Motion by Waite, seconded by Trott to approve the use of Wester Street as part of the snowmobile route in the Village, carried.

PUBLIC COMMENTS: There were none.

APPLICATIONS: Motion by Waite, seconded by Doke to approve a building permit for Carol Woodmansee to replace windows in her home at 710 N. 2nd Street, carried.

COMMITTEE REPORTS:

Public Safety: 

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Nothing new to report.

Motion by Doke, seconded by Fillion to approve tabling the “Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings” issue until the February, 2015 Regular Board Meeting, carried.

Fire/Security Monitoring System Proposal:  Polk Burnett Security Systems has installed the new fire monitoring system in the Village Hall facility.  Motion by Fillion, seconded by Trott to remove the “Fire/Security Monitoring System Proposal” issue from the Agenda, carried.

Public Works:

Committee Meeting December 9, 2014 Report: A Public Works Committee Meeting was held on December 9, 2014, at 9:00 a.m. at the Village Hall. Bob Parmley and Zach Gotham attended the meeting to discuss the North Main Street Reconstruction Project. Much of the engineering work is done. He will provide two cost estimates at a meeting that is scheduled for January 13, 2015 at 9:00 a.m. at the Village Hall.

Public Welfare:

Abatement Issue: Motion by Fillion, seconded by Trott to table the “Abatement Issue” until the February, 2015 Regular Board Meeting, carried.

Drainage Ditch at Village Park:  Motion by Waite, seconded by Fillion to approve tabling the “Drainage Ditch at Village Park” issue until the February, 2015 Regular Board Meeting, carried.

Administration:

Committee Meeting December 11, 2014 Report:  The Committee met to discuss the resignation of Bob Weinert and if anyone would be hired to replace him.  They recommended accepting Weinert’s retirement and delaying hiring someone until later this year.

Accept Retirement of Bob Weinert effective 12/31/2014: Motion by Doke, seconded by Fillion to accept the retirement of Bob Weinert effective 12/31/2014, carried.

Finance:

Plow Truck Purchase:  Nothing new to report.  Motion by Fillion, seconded by Trott to approve tabling the “Plow Truck Purchase” issue until the February, 2015 Regular Board Meeting, carried.

UNFINISHED BUSINESS:

Bruce Area Library Teen Program: Motion by Doke, seconded by Fillion to remove the “Bruce Area Library Teen Program” issue from the Agenda, carried.

Consider Purchase of Tax Deed Properties-Building Inspection:  The Board discussed the status of two properties in the Village that Rusk County owns through tax deed.  No decisions were made regarding purchasing them.  Motion by Doke, seconded by Fillion to table the issue until the February, 2015 Regular Board Meeting, carried.

Waste Management Community Fund Donation:  Motion by Fillion, seconded by Trott to table the “Waste Management Community Fund Donation” issue until the February, 2015 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Doke to pay vouchers and electronic tax payments totaling $53,104.42, carried.

CORRESPONDENCE: The Village received a Thank You from the Rusk County Animal Shelter for an annual donation.

ANNOUNCEMENTS:

Newman reported that the Rusk County Board is still looking for a Village of Bruce resident to fill a vacant position on the board.  Dave Hulback resigned last year and the position has not been filled yet.  Anyone interested should contact the Rusk Count Clerk’s office.

Village of Bruce Caucus-will be held on Thursday, January 8, 2015, at 6:00 p.m. at the Village Hall.
