BOARD MEETING MINUTES
July 2, 2018

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, July 2, 2018.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Gayanne Skogen, Bobbi Jo Fillion, John Hoiby and Galen Brainerd. Terry Hegeholz attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Trott, seconded by Fillion to dispense of the reading and approve the minutes of the June 4, 2018 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Zimmer to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that chlorination of the water system began today and will continue through September. The CMAR report has been submitted to the DNR.  PSC approval to purchase new water meters is still pending.  She reported that the workers have rodded the water lines of several properties on North Main Street to provide better pressure coming into their homes.  Cost figures were presented to the Board regarding a flushing hydrant installation on South Alvey Street totaling roughly three thousand dollars.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Rusk Rider ATV Club-Dave Williams: Members of the Rusk Rider ATV Club did not attend the meeting.  They are seeking approval from the DOT to allow access to cross the bridge on Highway 8 for ATV’s.

Sheryl Wester-Sanitary Sewer Easement Request: Discussion was held regarding the request from Sheryl Wester to grant an easement for her sanitary sewer that is possibly on Village property on Wester Street.  There is a dispute with a property owner of where the boundaries are for their property and they are trying to resolve the issue.  Motion by Hoiby, seconded by Zimmer to table the “Sherry Wester-Sanitary Sewer Easement Request” issue and to refer the information provided to the Village’s attorney for review, carried.

PUBLIC COMMENTS: None

APPLICATIONS:
Regular Operator’s Licenses: Motion by Zimmer, seconded by Trott to approve regular operator’s licenses for Chareen M. Kopacz & Melody R. Barber, carried.

Building Permit: Motion by Zimmer, seconded by Trott to approve a building permit for the Bruce Historical Society to re-roof the building at 115 E. River Aveune and to waive the permit fee, carried.

COMMITTEE REPORTS:

Utility:
PSC Application Submittal for Water Meter Replacement: Wundrow reported that we are waiting for approval from the PSC to purchase and install new electronic water meters. Motion by Fillion, seconded by Trott to approve tabling the “PSC Application Submittal for Water Meter Replacement” issue until the August, 2018 Regular Board Meeting, carried.
2017 Consumer Confidence Report (CCR) Submitted to DNR: The annual (CCR) Consumer Confidence Report, a water quality report, has been submitted to the Department of Natural Resource. Publication and posting requirements have been met.  A copy of the annual report is available at the Village Hall and on the Village’s website.
Flushing Hydrant on South Alvey Street: Wundrow provided estimates to the Board to install a flushing hydrant on South Alvey Street totaling approximately $3,000.00. Motion by Zimmer, seconded by Fillion to approve purchasing and installing a flushing hydrant on South Alvey Street, carried.

Public Works:
Potential New Village Shop: The application seeking possible funding for the new village shop was submitted to the DNR the last week of June. Larry Gotham attended the meeting and explained the process of the application. Sometime in September 2018 we should hear back from the DNR on their determination.  Motion by Fillion, seconded by Trott to table the “Potential New Village Shop” issue until the August, 2018 Regular Board Meeting, carried.
Morgan & Parmley, Ltd. Invoice Payment Approval: Motion by Zimmer, seconded by Fillion to approve payment of the invoice from Morgan & Parmley, Ltd. in the amount of $17,099.90 for professional services provided from February 2, 2018 through June 15, 2018 for the Village Shop/Well House project, carried.
North Main Street Reconstruction Project-USDA Rural Development Funding: Larry Gotham discussed possible funding available through USDA Rural Development for the North Main Street Reconstruction Project. Motion by Zimmer, seconded by Fillion to table the “North Main Street Reconstruction Project-USDA Rural Development Funding” issue until the August, 2018 Regular Board Meeting, carried.
Committee Meeting June 26, 2018 Report: Representatives from Morgan & Parmley, along with Wesley Hoem, a representative from RCAP (Rural Community Assistance Program) reviewed strategies for future infrastructure projects. Hoem would assist the Village with applications for USDA Rural Development. Plans for the North Main Street Project were developed several years ago by Morgan & Parmley and the Village was waiting to see if any funding became available. A Finance Committee Meeting will be scheduled in July to discuss financial strategies to prepare for future projects.

Public Welfare:
Park Playground Equipment-Purchase Approval: Estimated delivery for the park playground equipment has been changed to August. Volunteers are being sought to help install it.  Motion by Fillion, seconded by Trott to table the “New Playground Equipment at the Village Park” issue until the August, 2018 Regular Board Meeting, carried.
Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue:  Motion by Zimmer, seconded by Trott to table the “Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue” issue until the August, 2018 Regular Board Meeting, carried.
Flower Baskets on Main Street: Motion by Brainerd, seconded by Zimmer to table and refer the “Flower Baskets on Main Street” issue to committee, carried.

Administration:
Update Ordinances: A Committee meeting will be scheduled to review Section #15 of the Ordinances. Motion by Zimmer, seconded by Trott to table the “Update Ordinances” issue, carried.
Employee Wage Negotiations: Motion by Zimmer, seconded by Fillion to refer the “Employee Wage Negotiations” issue to committee, carried.  A meeting will be scheduled in July to begin negotiations with employees on their requests.

Finance:
League of Municipalities Mutual Insurance-Dividend Payment: The Village of Bruce has received a dividend check in the amount of $2,604.00 from the League of Municipalities Mutual Insurance for the 2017 policy.

 

NEW BUSINESS:
Bruce Area Girl Scout Day Camp-Annual Donation Request: Motion by Zimmer, seconded by Fillion to approve donating $100.00 to the Bruce Area Girl Scout Day Camp, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $60,514.11, carried.

ANNOUNCEMENTS:
Blue Hills Festival-July 13th, 14th, & 15th, 2018.  Sponsored by the Bruce Blue Hills Lions Club. Bruce Belter’s City League Baseball, American Legion Baseball, Babe Ruth Baseball, Little League Baseball, horseshoe & Texas Hold’em Tournaments, bar stool & lawnmower races will be held during the festival.  There will be a kids pedal pull & petting zoo.  Water fights and a volleyball tournament will be held also.  Music and fireworks on Friday and Saturday night and a parade on Sunday.  There will be a Knight’s of Columbus Pancake Feed, Kiwanis Chicken Dinner.  A 5K Run/Walk and a kids race will be held on July 14th at 9:00 a.m., registration begins at 8:00 a.m.
Car Show & Craft Fair-July 14th, 2018-Main Street in Bruce-Participants are welcome to enter their cars in the Car Show and vendors are needed for the Craft Fair.  The Car Show is from 10 am to 2 pm & the Craft Fair is from 9am to 3pm.  Contact the Village Hall at 868-2185 for more information.
