                                             BOARD MEETING MINUTES

                                                            July 5, 2016

 Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, July 5, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke,

Gayanne Skogen, Bobbi Jo Fillion and Jim Moore. Both Clerks attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Zimmer, seconded by Trott to dispense of the reading and approve the minutes of the June 6, 2016 Regular Board Meeting and the June 15, 2016 Special Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Zimmer to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the Well #3 Rehab has been completed and the well is back online. It is now pumping over double the amount than before the rehab.  Ken Sherer from the DNR was here for an inspection of the water system.  He issued a Sanitary Survey of the Water Supply System.  Copies of the report were given to the Board to review.  There were no significant violations and no deficiencies requiring action. The new steel roof has been installed on the bathroom building at the Village Park.  Hydrant flushing has been completed.  Chlorination of the water system started this week and will continue through September.  Darlene discussed the need to update the current sewer use ordinance, specifically regarding the illegal use of sump pumps in residential homes.  There are many sump pumps that are running water into the Village’s sewer system causing a large volume to go through the treatment plant.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

PUBLIC COMMENTS: James Kahl and Rachel Gassner attended the meeting and informed the Board they will be leasing the Blue Hills Café and will be opening it soon. They plan to be open

7 a.m. to 2 p.m. on Wednesday’s, Thursday’s & Sunday’s. Friday and Saturday they will be open 7 a.m. to 8 p.m. The Board thanked them and wished them well on their new venture.

APPLICATIONS: Operator’s Licenses:  Motion by Fillion, seconded by Trott to approve regular operator’s licenses for Tracy D. Scoles and Alisha C. Berg, carried.

Building Permit: Motion by Zimmer, seconded by Trott to approve a building permit for Stan Spoor to replace the roof on his house with a metal roof at 739 W. Nancy Avenue, carried.

Fence Permit:  Motion by Trott, seconded by Doke to approve a permit for Norman Luecke to install a fence at 1031 N. Alvey Street, carried.

Street Use Permit: Bruce Blue Hills Lions Club: Motion by Moore, seconded by Zimmer to approve the request from the Bruce Blue Hills Lions Club to have Jeffrey Lane blocked off for water fights on Saturday, July 9th from 11 am to 2 pm., carried.

Temporary Class “B” (Picnic) License:

A Temporary Class “B” (Picnic) License application for the Bruce Blue Hills Lions Club for July 9th, 2016, using it downtown on Main Street was withdrawn so no action was needed by the Board.

COMMITTEE REPORTS:

Utility:
2015 Consumer Confidence Report (CCR) submitted to DNR: The annual (CCR) Consumer Confidence Report, a water quality report, has been submitted to the Department of Natural Resources. Publication and posting requirements have been met.  A copy of the annual report is available at the Village Hall and on the Village’s website.

Public Works:
Potential New Village Shop:    Newman reported that approval of action to secure a Quit Claim deed for the property east of the Village Shop was taken at the Special Board Meeting that was held on June 15th.  The Village’s attorney will draft the necessary paperwork to be signed by the landowners.  Motion by Fillion, seconded by Zimmer to table the “Potential New Village Shop” issue until the August, 2016 Regular Board Meeting, carried.

Chippewa Avenue Blacktop Replacement-LRIP Funding Project: Motion by Fillion, seconded by Trott to table the “Chippewa Avenue Blacktop Replacement LRIP Funding Project” issue, carried. Special Board Meeting-June 15, 2016, 5:00 p.m.-Bid Opening Results: A Special Board Meeting was held on June 15th and bids were opened for the Chippewa Avenue Blacktop Replacement project.  The project was awarded to Monarch Paving.  Their bid was $59,000.00.  Work will be completed in August, 2016.  Public Welfare:

Drainage Ditch at Village Park: Motion by Fillion, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the August, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Motion by Zimmer, seconded by Trott to table the “Pine Trees in Village Park” issue until the August, 2016 Regular Board Meeting, carried.

Administration:

Employee Wage Negotiations: Motion by Fillion, seconded by Doke to refer to committee the “Employee Wage Negotiations” issue, carried. A meeting will be scheduled in July to meet and review employees requests.

UNFINISHED BUSINESS:

Update Ordinances: Motion by Zimmer, seconded by Fillion to refer to committee and to schedule a meeting to discuss updates of Ordinances and to table the “Update Ordinances” issue until the August 1, 2016 Regular Board Meeting, carried.

Plow Truck Repairs: Nothing new to report. Motion by Doke, seconded by Fillion to table the “Plow Truck Repairs” issue until the August 1 2016 Regular Board Meeting, carried.

NEW BUSINESS:
Bruce Area Girl Scout Day Camp-Annual Donation Request: Motion by Fillion, seconded by Trott to approve donating $100.00 to the Bruce Area Girl Scout Day Camp, carried.

 APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $54,349.39, carried.

 CORRESPONDENCE: The Village received a thank you from Experience Works for the recent donation of $400.00.

 ANNOUNCEMENTS:
Blue Hills Festival-July 8th, 9th, & 10th, 2016.  Sponsored by the Bruce Blue Hills Lions Club. Bruce Belter’s City League Baseball, American Legion Baseball, Babe Ruth Baseball, Little League Baseball, horseshoe & Texas Hold’em Tournaments, bar stool & lawnmower races will be held during the festival.  Music and fireworks on Friday and Saturday night and a parade on Sunday.  There will be a Knight’s of Columbus Pancake Feed & Kiwanis Chicken Dinner.  A 5K Run/Walk and a kids race will be held on July 9th at 9:00 a.m., registration begins at 8:00 a.m.
