BOARD MEETING MINUTES

July 5th, 2022

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, July 5th, 2022.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Kim Grasley, Loren Beebe, Jim Johnson, Darlene Wundrow and Galen Brainerd. Clerk/Treasurer Jessica Hayes attended also. Mark Zimmer was absent.

Trott made an announcement that an amendment needed to be made to the agenda. Motion by Brainerd, seconded by Johnson to add Charles F. Thorman to the list of operator’s licenses to be approved at tonight’s meeting, carried.

APPROVAL OF MINUTES:
Motion by Beebe, seconded by Brainerd to approve the June 6th, 2022 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Beebe, seconded by Grasley to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Casey Gudis attended the meeting and reported that the new SEP employee has started for the season and is working out great.
All North Main Street Construction Project work has been completed. The sewer capping project approved to be completed on E. Washington Avenue has been completed as well.
R&R Waste Systems Cleaning, Inc. was here televising sewer lines and discovered that the line on the West end of River Avenue is in need of repair or replacement as soon as possible. The Board asked for Gudis to get some bids for the work and they will set a committee to discuss the item further at that point. Motion by Brainerd, seconded by Johnson to have Gudis retrieve quotes for the work and to have a committee meeting set to discuss further plans for the project, carried.
 
PETITIONERS-CITIZEN COMPLAINTS & REQUESTS:
Rusk County Recycling Department Request:
This item does not pertain to the Village. The item was removed from the agenda.
Myrle Hoover – Public Fire Charge Inquiry: Mr. Hoover did not attend the meeting.
Bruce Blue Hills Lions Club Donation: Motion by Johnson, seconded by Beebe to approve an additional donation in the amount of $500.00 to the Bruce Blue Hills Lions Club Festival, carried.

APPLICATIONS:

Building Permits: Motion by Brainerd, seconded by Johnson to approve a building permit for Pat Geraghty to replace his shingles on his house at 205 W. Walnut Avenue, carried.
Motion by Wundrow, seconded by Grasley to approve a building permit for Rich Storey to re-roof his house at 706 N. 3rd Street, carried.
Motion by Grasley, seconded by Beebe to approve a building permit for Avery Newman to do interior bathroom remodeling on his home at 616 N. 3rd Street, carried.
Motion by Brainerd, seconded by Johnson to approve a building permit for Michael Newman to do driveway work at his house at 620 N. 2nd Street, carried.

Temporary Class ‘B’ License:
Motion by Johnson, seconded by Beebe to approve a Temporary Class ‘B’ License for the Blue Hill’s Lion’s Club for their annual Bruce Blue Hill’s Festival on July 8th, 9th & 10th, 2022, carried.

Operator’s Licenses:
Motion by Brainerd, seconded by Grasley to approve an operator’s license for Alisha C. Berg, carried.
Motion by Wundrow, seconded by Johnson to approve an operator’s license for Crystal A. Nelson, carried.
Motion by Brainerd, seconded by Grasley to approve an operator’s license for Branden J. Wickman, carried.
Motion by Wundrow, seconded by Grasley to approve an operator’s license for Charles F. Thorman, carried.   

Class ‘A’ License:
Motion by Grasley, seconded by Brainerd to approve a Class ‘A’ Cider Only License to Gateway Gourmets, LLC, d/b/a Gateway Gourmets, Robert Lorkowski, agent, carried.
                       
 
COMMITTEE REPORTS:

Utility:

Discussion and Action Regarding Corrective Work on Village Wells: Larry Gotham from Morgan & Parmley attended the meeting to give the Board an update on the project. All specs and plans were submitted to the DNR at the end of June.
Gotham supplied the Board with an estimate for the project and asked to have a committee meeting with the Utility committee to discuss the plans and project breakdown in more detail.
Gotham stated that the Village will need to chlorinate the wells every six months to a year when well #3 is up and running. The project is set to be completed in the summer of 2023. Motion by Johnson, seconded by Grasley to table the ‘Discussion and Action Regarding Corrective Work on Village Wells’ issue until the August, 2022 Regular Monthly Board Meeting, carried.
Sewer Rate Increase:
Nothing new to report this month. Motion by Grasley, seconded by Johnson to table the ‘Sewer Rate Increase’ issue until the August, 2022 Regular Monthly Board Meeting, carried.
 
Public Works:

Veteran’s Memorial Park Site: A contract from the mural artist was submitted in the amount of $7,690.00 for the painting and installation of twenty-one veterans’ murals. Motion by Brainerd, seconded by Grasley to approve the contract to Kelley Meredith in the amount of $7,690.00, carried. A total of $13,755.00 has been received so far for the project. The proposal was sent to Bruce Telephone for the use of the lot on Alvey Street and Hwy 40 and we are awaiting a response from them.
Motion by Brainerd, seconded by Grasley to table the ‘Veteran’s Memorial Park Site’ issue until the August, 2022 Regular Monthly Board Meeting, carried.
E. Washington Avenue Resident Issue: The sewer has been capped at the property. Nothing else to report at this time. Motion by Brainerd, seconded by Grasley to table the ‘E. Washington Avenue Resident Issue’ item until the August, 2022 Regular Monthly Board Meeting, carried.
Right-of-Way Personal Service Delivery Letter Approval:
A personal service letter was drafted by the Village attorney to the resident at 518 E. Washington Avenue regarding her personal property disturbing the Village’s right of way in the road. The letter is informing the resident of a thirty day timeline to have the items removed. Motion by Beebe, seconded by Grasley to sign and serve the letter via deputy to the resident, carried.

North Main Street Reconstruction Project:
        -DISCUSSION-
All punch list items have been completed for the project except for one curb stop that needs to be located. Haas will complete the work. All landscaping and paving is completed as well. The project had a completion date of July 15th, 2022. All paperwork will be finalized in July and a final pay request from Haas should be received by the August Regular Meeting.
Motion by Grasley, seconded by Brainerd to table the ‘North Main Street Reconstruction Project Discussion’ item until the August, 2022 Regular Monthly Board Meeting, carried.

Public Welfare:
Bruce Park Concession Stand Discussion: The Public Welfare committee met on June 22, 2022 to discuss charging the school for the use of the park concession stand. They currently do not pay for the use of the park. The Village maintains all upkeep, utilities and supplies for the park.Discussion was had on charging all civic groups that use the facilities at the park as well. No decision was made by the Board. Motion by Johnson, seconded by Grasley to table the ‘Bruce Park Concession Stand Discussion’ issue until the August, 2022 Regular Monthly Board Meeting, carried.
The water heater in the concession stand needs to be replaced. Johnson mentioned that he had a brand new on-demand water heater available for purchase. Motion by Wundrow, seconded by Brainerd to approve purchasing the on-demand water heater from Johnson for $200.00, carried. Johnson abstained from voting.

Finance:
Rusk County Sheriff’s Department Contract Discussion & Action:
Nothing new to report at this time. Motion by Brainerd, seconded by Grasley to table the ‘Rusk County Sheriff’s Department Contract Discussion & Action’ item until the August, 2022 Regular Monthly Board Meeting, carried.
Ambulance Garage Building Discussion & Action:
The Board asked that a third notice be sent out to the Townships that have not paid their shares. The item will be left on the agenda for an update next month. Motion by Wundrow, seconded by Johnson to table the ‘Ambulance Garage Building Discussion & Action’ item until the August, 2022 Regular Monthly Board Meeting, carried.
Plow Truck Purchase Discussion & Action:
Gudis reported the new plow truck is built that was ordered back in January, 2022 butthe Village is still waiting on the delivery. Motion by Grasley, seconded by Beebe to table the ‘Plow Truck Purchase Discussion & Action’ item until the August, 2022 Regular Monthly Board Meeting, carried.
Backhoe Financing Approval: A newJohn Deere backhoe in the amount of $142,900.00 with a current backhoe trade in value of $27,500.00 was approved to be purchased at the June Regular Monthly Board Meeting. Motion by Brainerd, seconded by Grasley to seek financing from Chippewa Valley bank in the amount of $115,400.00, carried. Motion by Grasley, seconded by Johnson to remove the item from the agenda, carried.

NEW BUSINESS:
Local Fiscal Recovery Grant Funds:
Hayes reported that the second installment of the Local Fiscal Recovery Grant Funds in the amount of $36,895.67 has been received. The first installment for the same amount was received in June of 2021. The funds can only be used for water & sewer infostructure.
LWMMI 2022-2023 Safety Grant:
Hayes also reported that a $500.00 safety grant was received from the League of Wisconsin Municipality Mutual Insurance. The funds can only be used for specific public works department items. The Board asked Hayes to supply Gudis with the list of acceptable items to determine what the Village is in need of and can use the funds on.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Grasley to pay vouchers and electronic payments totaling $233,590.89, carried.

ANNOUNCEMENTS:
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 6:00 p.m. to 8:30 p.m. July 19th & August 16th.
Saturday July 9th from 10:00 a.m. to 2:00 p.m. will be the annual Open House/Craft/Car Show. Contact Classic Auto Collision Center at 715-868-CARS or classicauto@brucetel.net for more details.
Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m., June 24th through October 7th.  The market will be located in the Bruce Telephone lot.
