BOARD MEETING MINUTES
June 1, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 1, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Jim Doke, Gayanne Skogen, Mark Zimmer, Bobbi Jo Fillion and Jim Moore.  Both Clerks attended also.

Motion by Fillion, seconded by Doke to approve the Agenda, carried.

Motion by Fillion, seconded by Trott to dispense of the reading and approve the minutes of the May 4, 2015 Regular Board Meeting and the May 20, 2015 Board of Review, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported the new lawnmower has been delivered.  Don’s Sweeper Service cleaned the Village streets. R & R Waste Systems, Inc. completed work on the sewer lines.  They also fixed the sewer pipe on West River Avenue and the lift station is now pumping significantly less.  The blacktopping patch on Main Street is done. The cemetery looked great for Memorial weekend and the workers are now getting the park ready for the baseball sectionals.  Darlene left a message for the man that will come and look at the drainage ditch near the park and she will follow up on it.  Mid-State Trucking of Eau Claire may have a plow truck for sale and she will check on it.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Arlene Knops attended the meeting and informed the Board that the Kiwanis had applied for a 365 Rusk Foundation grant and was awarded $500.00 to be used for recreational improvements.  She suggested using the money to purchase an infant swing and one for children with disabilities for the existing playground equipment at the Village Park.  Motion by Doke, seconded by Fillion to approve referring the donation issue to the Public Welfare Committee, carried.

North Main Street Reconstruction Project-Status Report: Nothing new to report.  Motion by Zimmer, seconded by Fillion to approve removing the ‘North Main Street Reconstruction Project’ from the Agenda, carried.

PUBLIC COMMENTS: There were none.

APPLICATIONS:

Building Permits: 

Motion by Zimmer, seconded by Doke to approve a building permit for Timothy Dolan to re-roof a house at 123 West River Avenue, carried.

Motion by Zimmer, seconded by Trott to approve a building permit for Bobbi Pedersen for Pinewood Properties to install a concrete slab on Lot#14 at Parkview Village, 303 W. Pine Avenue, carried.

Motion by Zimmer, seconded by Fillion to approve a building permit for Dick Kane who is building an addition onto Patti Kron’s house for a laundry room at 1210 N. 1st Street, carried.

Motion by Zimmer, seconded by Trott to approve a building permit for Bobbi Smuda to build a small shed and replace windows and a sliding door on her house at 1018 E. Chippewa Avenue, carried.

Motion by Moore, seconded by Fillion to table the building permit for Jerry Grissom to install a privacy fence at 326 W. River Avenue and refer it to the Public Safety Committee to inspect the property to determine where the fence should be installed, carried.

Liquor License Renewals:

Class “A” Beer: Motion by Fillion, seconded by Doke to approve a Class “A” Beer License for

J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, Agent, carried.

Class “B” Combo Liquor & Beer: Motion by Zimmer, seconded by Fillion to approve a Class “B” combo Liquor & Beer License for Lenette Kendzior at Glory B Corner Saloon, carried.

Motion by Trott, seconded by Doke to approve a Class “B” Combo Liquor & Beer License for Northern Spirits Enterprises, Ltd., d/b/a Hot Shots, John R. Hoiby, Jr., Agent, carried.

Motion by Doke, seconded by Fillion to approve a Class “B” Combo Liquor & Beer License for The Pour House Tavern Inc., d/b/a the Pour House Tavern Inc., Kimberly Grasley, Agent, carried.

Cigarette Licenses:  Motion by Fillion, seconded by Doke to approve Cigarette Licenses for Express Mart and Hot Shots, carried.

Coin Machine Licenses: Motion by Fillion, seconded by Trott to approve Coin Machine Licenses for Glory B Corner Saloon, Northern Spirits Enterprises, Ltd., The Pour House Tavern Inc., DairiConcepts, Bruce American Legion and the Bruce Public School with Zimmer abstaining, carried.

New Operator’s Licenses: Motion by Fillion, seconded by Zimmer to approve a regular operator’s license for Dianne E. Davis, carried.

Motion by Zimmer, seconded by Fillion to approve a regular operator’s license for Mary A. Ryan-Nies, carried.

Motion by Trott, seconded by Fillion to approve a regular operator’s license for Sara N. Sokolowski, carried.

2015-2016 Operator’s License Renewals:  Motion by Zimmer, seconded by Fillion to approve the renewal of the 2015-2016 operator licenses for the following people: Brenda M. Gauthier, Shirley M. COMMITTEE REPORTS: 

Public Safety: 

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Newman reported a bill for $250.00 will be sent to CN Railroad for reimbursement of the temporary barricades that the Village rented from the Rusk County Highway Department for the 1st Street railroad crossing.  Motion by Zimmer, seconded by Doke to approve tabling the “Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings” issue until the July, 2015 Regular Board Meeting, carried.

Public Works:

Committee Meeting May 20th & 28th, 2015, Report:  Newman reported committee meetings were held on May 20th & 28th to inspect a building at 339 S. Main Street for possible use for a Village Shop. Indianhead Community Action Agency owns the property and has not responded to our request if they are interested in selling it to the Village.

Purchase Proposal for property at 339 S. Main Street:  Motion by Zimmer, seconded by Fillion to table the “Purchase Proposal for property at 339 S. Main Street” issue until the July 2015 Regular Board Meeting, carried.

Public Welfare:

Drainage Ditch at Village Park: There was no new information to report.  Motion by Trott, seconded by Zimmer to approve tabling the “Drainage Ditch at Village Park” issue until the July, 2015 Regular Board Meeting, carried.

ATV Routes Signage: Dave Williams from Rusk Rider ATV Club contacted Newman and the signs have arrived for the ATV Routes in the Village.  They should be installed in the near future.  Motion by Fillion, seconded by Trott to table the “ATV Routes Signage” issue until the July, 2015 Regular Board Meeting, carried.

Finance: 

Plow Truck Purchase: No new information to report.  Motion by Zimmer, seconded by Fillion to table the “Plow Truck Purchase Issue” until the July, 2015 Regular Board Meeting, carried.

Northwest Refrigeration Service, LLC-Bi-Annual Maintenance Agreement Approval: Motion by Doke, seconded by Fillion to approve a bi-annual preventative maintenance agreement for $411.35 with Northwest WI Refrigeration Service, LLC, for the heating and cooling equipment at the Village Hall, carried.  Motion by Fillion, seconded by Zimmer to remove the “Northwest Refrigeration Service, LLC-Bi-Annual Maintenance Agreement Approval” issue from the agenda, carried.

Resolution Designating Public Depository-Chippewa Valley Bank: Motion by Fillion, seconded by Doke to approve the resolution designating Chippewa Valley Bank as a public depository and to authorize the Village President, authorized Trustees and Clerks to sign resolutions for banking procedures including checking, savings and certificates of deposits, carried.  Motion by Fillion, seconded by Doke to remove the “Resolution Designating Public Depository-Chippewa Valley Bank” issue from the Agenda, carried.

2016-2018 Assessment Contract-Elk River Appraisals:  Motion by Zimmer, seconded by Trott to approve the 2016-2018 contract for Maintenance Assessment of Real and Personal Property for the Village of Bruce with Elk River Appraisals for $2,300.00 per year plus additional charges, carried.  Motion by Fillion, seconded by Trott to remove the “2016-2018 Assessment Contract-Elk River Appraisals” issue from the Agenda, carried.

APPROVAL OF BILLS: Motion by Zimmer, seconded by Fillion to pay vouchers and electronic tax payments totaling $66,110.82, carried.

ANNOUNCEMENTS:

Village Wide Garage Sales-June 13, 2014.  Maps will be available at the Village Hall and businesses in Bruce.  Please contact the Village Hall for more details.

Rusk County Cleansweep-Friday, June 19, 2015, from 3 p.m. to 5 p.m. at 339 S. Main Street, (River of Life Church).
