VILLAGE OF BRUCE BOARD MEETING MINUTES

June 2, 2014

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 2, 2014.

Village President Michael Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Lloyd Waite, Shane Trott, Mark Zimmer, and John Manosky. Both Clerks attended also.

Motion by Waite, seconded by Trott to approve the Agenda, carried.

Motion by Waite, seconded by Trott to dispense of the reading and approve the minutes of the May 5, 2014 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Manosky to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported the Compliance Maintenance Annual Report (CMAR) for the sewer system treatment plant has been completed and is ready to be submitted electronically to the DNR.  The Village received all A’s in most areas and one C for the ponds.  There is a loss of water, with more coming into the ponds than going out.  Her response to the DNR is that she doesn’t think there is a leakage occurring and it may be due to the calibration of the meters.  Some loss may be due to evaporation also.  Once the resolution is submitted, the DNR will reply with recommendations.  There is still a lot of water coming into the treatment plant and a bypass was necessary to pump water out of a lift station due to the excessive flow. It was necessary to do for three consecutive days.  The DNR was notified and proper procedures were followed.

Darlene reported they think they found the water leak that she has monitored to be losing 40,000 gallons of water per day for the past several weeks on Blackburn Street.  Jeff LaBelle from Rural Water Association will be here to help pinpoint where they have to dig to make repairs. Ron Young will do the excavating for the repairs on Monday, July 14th.

She asked permission from the Board to hire a temporary worker to mow grass in the Village until another inmate is available from the Rusk County Sheriff’s Department through the Huber program.  Motion by Zimmer, seconded by Trott to approve hiring a temporary worker to mow grass for two or three hours a day at $10.00 an hour, as needed until a Huber worker is available, carried.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Bruce American Legion Post 268-Bob Franzen-Request to Close Main Street from Railroad Avenue to Washington Avenue on July 14, 2014:  Bob Franzen attended the meeting to request closing Main Street from Railroad Avenue to Washington Avenue on July 14, 2014.  Motorcycle riders will park there for a couple of hours to have refreshments at the Bruce American Legion.  The ride is part of a national fundraising campaign towards scholarships for children that have lost a parent in the war.  The ride starts on July 14th and ends up in Appleton three days later.  There will be approximately seventy riders participating in the ride and they will be arriving in Bruce around 3:00 p.m.
North Main Street Reconstruction Project-Status Report:

Motion by Zimmer, seconded by Waite to table the “North Main Street Reconstruction Project” issue until the July, 2014 Regular Monthly Board Meeting, carried.

PUBLIC COMMENTS: There were none.

APPLICATIONS:

Building Permits:  Motion by Zimmer, seconded by Manosky to approve a building permit for Norm Luecke to install an enclosed carport at 1031 N. Alvey Street and granting him a variance to install it in his front yard, carried.

Motion by Zimmer, seconded by Trott to approve a building permit for Doug VonEschen to replace siding on a house for Leo Kryzyzaniak at 311 E. Arthur Avenue, carried.

Motion by Waite, seconded by Trott to approve a building permit for Tim Dolan to replace concrete steps in the front and rear of his house at 635 N. Alvey Street, carried.

Motion by Zimmer, seconded by Manosky to approve a building permit for Dan Checkalski to re-roof a house for Jeff Fuller at 412 E. Feller Avenue, carried.

Street Use Permit: Motion by Waite, seconded by Trott to approve a Street Use Permit for the Bruce American Legion Post 268 to close Main Street from Railroad Avenue to Washington Avenue for two hours on July 14, 2014, carried.

Liquor License Renewals:

Class “A” Beer: Motion by Zimmer, seconded by Manosky to approve a Class “A” Beer Licenses for J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, Agent, carried.

Class “B” Combo Liquor & Beer:  Motion by Trott, seconded by Zimmer to approve a Class “B” Combo Liquor & Beer License for Lenette Kendzior at Glory B Corner Saloon, carried.

Motion by Waite, seconded by Trott to approve a Class “B” Combo Liquor & Beer License for Sue Olson at Squirrel’s Nest, carried.

Motion by Zimmer, seconded by Manosky to approve a Class “B” Combo Liquor & Beer License for Twin Rivers Development, LLC, Lisa Beseler, Agent, d/b/a Jo Krazy Kaffe, carried.

Motion by Zimmer, seconded by Waite to approve a Class “B” Combo Liquor & Beer License for Northern Spirits Enterprises, Ltd., John Hoiby, Jr. Agent, d/b/a Hot Shots, carried.

Class “B” Beer:  Motion by Zimmer, seconded by Trott to approve a Class “B” Beer License for Recipe Box Café, LLC, Sherry Wallace, Agent, d/b/a Recipe Box Café, carried.

“Class C” Wine:  Motion by Zimmer, seconded by Manosky to approve a “Class C” Wine License for Recipe Box Café, LLC, Sherry Wallace, Agent, d/b/a Recipe Box Café, carried.

Cigarette Licenses: Motion by Waite, seconded by Trott to approve Cigarette Licenses for Express Mart and Hot Shots, carried.

Coin Machine Licenses: Motion by Trott, seconded by Waite to approve Coin Machine Licenses for Glory B Corner Saloon, Hot Shots, Squirrel’s Nest, DairiConcepts, Bruce American Legion and the Bruce School, carried.

New Operators License:   Motion by Zimmer, seconded by Trott to approve a regular operator’s license for Charlotte J. Antczak, carried.

COMMITTEE REPORTS:

Public Safety: 

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Newman reported we have not heard from the Commissioner of Railroads on any decision made regarding the request to close the crossings at 1st Street and Blackburn Street. Motion by Zimmer, seconded by Trott to approve tabling the “Notification from State Commissioner of Railroads on the Closure of 1st Street and Blackburn Street Crossings” issue until the July, 2014 Regular Monthly Board Meeting, carried.

Utility:

Coleman Street Lift Station: Newman stated there was nothing new to report.  Motion by Waite, seconded by Trott to table the “Coleman Street Lift Station” issue until the July, 2014 Regular Monthly Board Meeting, carried.

Committee Meeting May 7, 2014 Report: A Committee Meeting was held on May 7th and Lynn Struzan from Republic Services attended the meeting to discuss submitting a proposal for garbage service in the Village.  The present contract with Waste Management expires at the end of 2014.  A Special Board Meeting will be held on July 7, 2014, at 5:30 p.m. to meet in closed session with Waste Management and Republic Services to present their proposals.

CMAR Resolution: Motion by Zimmer, seconded by Trott to approve the Compliance Maintenance Agreement Report (CMAR), Resolution #14-01, as completed, carried.  The report is due to the Department of Natural Resources for the wastewater treatment operations & permits and will be submitted by Wundrow electronically.

Public Works:

Sign at Highway 8 & Highway 40 North: A committee meeting will be scheduled to discuss the plans for a sign at Highway 8 & Highway 40 this month.  Motion by Waite, seconded by Trott to table the “Sign at Highway 8 & Highway 40 North” issue until the July, 2014 Regular Board Meeting, carried.

Committee Meeting May 20, 2014 Report:  The committee received an update from Bob Parmley on the North Main Street Project and discussion was held regarding the lift station at Coleman Street.  A Committee Meeting is scheduled for June 30, 2014, at 9:00 a.m. to meet with representatives from the Bruce School to discuss the plans for the North Main Street Project.

Public Welfare:

Abatement Issue: Motion by Zimmer, seconded by Manosky to table the “Abatement Issue” until the July, 2014 Regular Board Meeting, carried.

ATV Routes in Village: Newman reported there is a meeting scheduled for June 16th at

8:00 a.m. at the County Highway Department and the ATV Route issue will be on the agenda. Newman is unavailable for the meeting and asked if a few board members would attend the meeting. Motion by Zimmer, seconded by Manosky to table the “ATV Route in Village” issue until the July, 2014 Regular Board Meeting, carried.

Set Date for Committee Meeting:  A Public Welfare Committee meeting will be scheduled in June to review unsightly property complaints and do inspections.  Motion by Waite, seconded by Trott to table the scheduling of a Committee Meeting to do property inspections, carried.

Finance: 

League of WI Municipalities Mutual Insurance-Dividend Payment: The Village of Bruce has received a dividend check in the amount of $1,361.00 from the League of Wisconsin Municipalities Mutual Insurance for the 2013 policy.

Northwest Refrigeration Service, LLC-Bi-Annual Maintenance Agreement Approval: Motion by Trott, seconded by Manosky to approve a bi-annual preventative maintenance agreement for $350.31 with Northwest WI Refrigeration Service, LLC, for heating and cooling equipment at the Village Hall, carried.

Resolution Designating Public Depository-Chippewa Valley Bank: Motion by Zimmer, seconded by Trott to approve the resolution designating Chippewa Valley Bank as a public depository and to authorize the Village President, Interim President and Clerks to sign resolutions for banking procedures including checking, savings and certificates of deposits, carried.

UNFINISHED BUSINESS:

Rusk County Comprehensive Plan: Motion by Zimmer, seconded by Trott to table the “Rusk County Comprehensive Plan” issue until the July, 2014 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Waite, seconded by Trott to pay vouchers and electronic tax payments totaling $36,931.47, carried.

CORRESPONDENCE: 

The Village received a thank you from the Bruce Post Prom Committee for an annual donation.

Donations have been received from Mike Mirr in the amount of $100.00 and the Indianhead ATV Club for $500.00, to be used to purchase signs for the proposed ATV route in the Village.

Donations have been received from the Bruce Blue Hills Lions Club in the amount of $1,000.00 and $250.00 from Chippewa Valley Bank towards the Softball Field Dugout Project.

ANNOUNCEMENTS:

Board of Review-June 9, 2014 from 6:00 p.m. to 8:00 p.m. at the Village Hall.  Open Book will be held on Monday, June 9, 2014, from 4:00 p.m. to 6:00 p.m. at the Village Hall.

Rusk County Cleansweep-Friday, June 20, 2014, from 3 p.m. to 5 p.m. at 339 S. Main St. (River of Life Church).
