BOARD MEETING MINUTES
March 7, 2016

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, March 7, 2016.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Both Clerks attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the February 1, 2016 Regular Board Meeting and the February 22, 2016 Special Board Meeting,

TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that Well # 3 needs maintenance work done to it. Municipal Well & Pump will do the inspection and provide recommendations on whether a complete rehab will be required. There has been no maintenance done since the 1990’s. Motion by Fillion seconded by Trott to have Municipal Well & Pump to rehab Well # 3 and provide a price quote for the work to be done, carried.
Darlene also informed the Board that Kurt Will and herself will be attending the WRWA Annual Conference in Green Bay on March 30th, 31st and April 1st. They will attend meetings that will provide certification credits needed for their water and sewer licenses.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Boy Scout Troop 56-Citizen Merit Badge: Three troop leaders (Carol Woodmansee, Rachel Gassner & Lona Rothenbach) along with three 6th Grade Boy Scouts (John Woodmansee, Dominick Tinker & Lance Rothenbach) attended the meeting. They explained that they are working on their eagle badges and asked questions regarding the role of the Village Board and workers in the community. The Board thanked them for attending the meeting and wished them luck on achieving their goal of obtaining their eagle badges.

PUBLIC COMMENTS: None.

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop: Newman reported the Village’s legal counsel is doing research to obtain a clear title for the property where the current Village Shop is located. Motion by Zimmer, seconded by Fillion to table the “Potential New Village Shop” issue until the April, 2016 Regular Board Meeting, carried.

Public Welfare:
Drainage Ditch at Village Park: Wundrow reported she has not yet received any quotes yet to dread the existing ditch and replace the culvert with a smaller one. DNR permits will be required before any work is done. Motion by Zimmer, seconded by Fillion to approve tabling the “Drainage Ditch at Village Park” issue until the April, 2016 Regular Board Meeting, carried.
Pine Trees in Village Park: Most of the trees that were marked to be cut down have been taken care of this month. The restoration work will continue through April. Motion by Fillion, seconded by Skogen to table the “Pine Trees in Village Park” issue until the April, 2016 Regular Board Meeting, carried.
Special Board Meeting February 22, 2016 at 5:00 p.m.-Bid Opening Results: Newman reported bids were received for the tree & brush removal at the Village Park and for stump removal/grinding & restoration of the removal area. The Board accepted the bids from Gudis Sand and Gravel, LLC for $4,482.00 for Tree and Brush Removal and $6,327.00 for Stump Removal/Grinding and Restoration. Proof of insurance will be provided by Gudis before any work begins. The tree removal should be completed by April 1st, 2016 and stump removal/grinding and restoration of the area should be completed by May 1st, 2016.
Committee Meeting March 1, 2016 Report: A Committee Meeting was held March 1, 2016 to inspect unsightly properties and unlicensed vehicles. Newman will talk to a couple property owners about unlicensed vehicles that are parked on their property and other unsightly issues.
Municipal Property Insurance Company-Policy Premium: Motion by Zimmer, seconded by
Fillion to approve payment to the Municipal Insurance Company in the amount of $4,867.00 for
property insurance policy premium, carried.
Worker’s Comp., Liability & Crime Insurance-Policy Premiums: Motion by Fillion, seconded by Trott to approve payment to Spectrum Insurance Company for the Village’s worker’s compensation insurance for $7,160.00, liability insurance for $9,972.00 and crime insurance for $582.00 carried. The premiums total $17,714.00. Coverage is from March 1, 2016 through March 1, 2017.
2011 Street Rehab Project Loan Payment: The annual payment of $20,729.87 has been made on the 2011 Street Rehab Project loan at Chippewa Valley Bank leaving a principal balance of $126,087.21.
Main Street Project Annual Loan Payment: The annual payment of $14,289.00 has been made on the Main Street Project loan at Dairyland State Bank leaving a principal balance of $43,3354.99.
Water Tower Project Annual Loan Payment: The annual payment of $7,000.00 has been
made on the Water Tower Project loan at Dairyland State Bank leaving a principal balance of $22,422.70.
The remaining balances of the Main Street Project loan and the Water Tower Project loan will be combined into one loan at Dairyland State Bank later this month.
2016 Northwoods Escape-Annual 1/8 Page Advertisement: Motion by Zimmer, seconded by Trott to approve a payment of $100.00 for the annual one-eighth page advertisement for the 2016 “Northwoods Escape” and to remove the issue from the Agenda, carried.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Motion by Fillion, seconded by Trott to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the April, 2016 Regular Board Meeting, carried.
Main Street Beautification Project Update: Motion by Zimmer, seconded by Fillion to approve removing the “Main Street Beautification Project” issue from the Agenda, carried.
Update Ordinances: Newman reported that Jim Doke has also been reviewing sections and a meeting will be scheduled in the upcoming months to discuss changes to be made. Motion by Fillion, seconded by Trott to approve tabling the “Update Ordinances” issue until the April, 2016 Regular Board Meeting, carried.

NEW BUSINESS:

Cemetery Fees-Refer to Public Works Committee: Motion by Zimmer, seconded by Fillion to refer ‘Cemetery Fees’ to the Public Works Committee, carried. The last time fees were increased was in 2005 and the Board agreed it is time to revisit the issue.
Bruce Area Business Meeting March 2, 2016: Newman reported a meeting was held on March 2, 2016 and was well attended. Several area business owners discussed ideas to promote growth in the Bruce area.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $199,456.73, carried.

CORRESPONDENCE:
The Village has received a thank you from the Bruce High School Post Prom Committee for the annual donation of $100.00.

ANNOUNCEMENTS:
Bruce Blue Hills Lions Club-Easter “Eggs”travaganza will be held on Saturday, March 26, 2016 at the Bruce School Gym.
