BOARD MEETING MINUTES
May 6, 2019

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, May 6, 2019.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:07 p.m. Board members present were Gayanne Skogen, Galen Brainerd, Mark Zimmer, Avery Newman & Larry Cabak.  Terry Hegeholz attended also. 

Address Any Conflicts of Interest on Agenda:  The Board noted as a decision maker for the potential North Main Street Project there were no conflicts of interest. Motion by Brainerd, seconded by Zimmer to approve the Agenda, carried.
Motion by Skogen, seconded by Zimmer to approve the April 1, 2019 Regular Board Meeting minutes, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Brainerd to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and asked the Board for approval to dispose of tires that were removed from the park playground area last year.  Some of them were recycled at a cost of $640.22.  Motion by Brainerd, seconded by Zimmer to approve disposing of the rest of the tires that were removed from the playground area, carried.
Wundrow reported the annual inspection of the force main and River Avenue lift station was done recently.  The force main has issues with the pumps impellers.  

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Jonathan Fields-Bruce Stock:  Jonathan Fields attended the meeting regarding his request to close Main Street for a music event sometime in August.  He plans to have several bands play that day and it will be similar to Bruce Stock that he organized in the past. He is looking at August 17th for the event from noon to midnight.  Proceeds for the event will go to the Backpack Blessings Project that provides meals to kids and families in need.  Motion by Brainerd, seconded by Newman to approve allowing Jonathan Fields hold a music event on August 17th and to close part of Main Street that day, carried.  Fields will keep the Board updated on the schedule as he finalizes the details of the event. The Board thanked Fields for his efforts in organizing the event.
Main Street Car Show & Craft Fair-Bob Lorkowski:  Motion by Zimmer, seconded by Cabak to approve having a car show and craft fair on Saturday, July 13th.  Lorkowski will use his parking lot again this year for the event.
Bruce School Earth Day, May 17, 2019-Student Projects & Annual Donation Request:  Motion by Skogen, seconded by Brainerd with Zimmer abstaining from voting, to approve the annual donation of $200.00 to the Bruce School Earth Day Project, carried.
Bruce Youth Ball-Annual Donation Request:  Motion by Zimmer, seconded by Newman to approve the annual donation of $500.00 to Bruce Youth Ball, carried.
Bruce Blue Hills Lions Club- Blue Hills Festival July 12th, 13th & 14th, 2019-Annual Donation Request:  Motion by Brainerd, seconded by Cabak to approve the annual donation of $1,500.00 to the Bruce Blue Hills Lions Club for the Blue Hills Festival, carried.
Bruce Telephone Co.-Park Playground Project Sign:  Motion by Zimmer, seconded by Newman to approve having Bruce Telephone Company design a sign and install it at the village park recognizing all who donated to the new playground project, carried.  Bruce Telephone Company has generously paid for the costs of the sign.

PUBLIC COMMENTS: None

APPLICATIONS: 
Operator’s Licenses:Motion by Brainerd, seconded by Zimmer to approve a regular operator’s licenses for Brenda K. Sampson, Cheryl L. Tarsa, Amanda D. Kisner & Kelly A. Paulsen, carried.
Building Permits:Motion by Zimmer, seconded by Brainerd to approve a building permit for Kimberly Shaw to  re-roof her house at 1035 N. Alvey Street, carried. Motion by Brainerd, seconded by Newman to approve a building permit for Tim Dolan to re-roof his shed at 123 W. River Avenue, carried.
Demolition Permit:Motion by Zimmer, seconded by Brainerd to approve a demolition permit for Thaler Oil/J & S Sales of Chippewa Falls to demolish a house at 509 S. Main Street, carried.
Direct Sellers Permit:Motion by Brainerd, seconded by Zimmer to approve a Direct Sellers Permit for Mary Lavaliere of the Bruce Community Farmers Market for ten dollars for the season, carried.  The Farmers Market will be located at the greenspace by the Bruce Telephone Company beginning June 7th  through October 18th from 1 p.m. to 5 p.m.

COMMITTEE REPORTS:
COMMITTEE MEMBER DESIGNATIONS:  Trott made recommendations for designation of committee members for 2019 & 2020.  Motion by Brainerd, seconded by Newman to approve the following committee members for 2019-2020: Public Safety, Mark Zimmer and Gayanne Skogen; Utility, Galen Brainerd and Avery Newman; Public Works, Galen Brainerd and Larry Cabak; Public Welfare, Gayanne Skogen and Avery Newman; Administration, Mark Zimmer and Larry Cabak; Finance, Gayanne Skogen and Larry Cabak; Industrial Site, Mark Zimmer and Galen Brainerd; Avery Newman as the Village Board representative on the Library Board; representatives for the Bruce Fire Protection District, Mark Zimmer and Larry Cabak; Mark Zimmer serving as Interim President and Mark Zimmer and Gayanne Skogen signing vouchers, carried.  The Village President is a member of all Committees.

Public Works:
Potential New Village Shop Update: Larry Gotham attended the meeting and gave an update on the Village Shop/Well House Project.  The PSC has approved the application and the comment period will be done by May 10th.  The contractor, A-1 will coordinate with the gas and power companies on the relocation of services at the shop prior to the start date.
Bond Counsel: Motion by Zimmer, seconded by Brainerd to approve tabling the “Bond Counsel” issue until the June, 2019 Regular Board Meeting, carried.
Pre-Construction Meeting-April 11, 2019, at 12.30 pm, Report: A Pre-Construction   meeting was held on April 11, 2019 with the contractor for the New Village Shop project.
Cooper Engineering Invoice Payment Approval:  Motion byBrainerd, seconded Zimmer to approve payment of an invoice in the amount of $1,739.00 from Cooper Engineering for administration fees for the application for the Village Shop/Well House Project, carried.
Morgan & Parmley, Ltd.-Invoice Payment Approval:  Motion by Zimmer, seconded by Skogen to approve payment of an invoice in the amount of $10,948.75 for professional  services for the Village Shop/Well House Project, carried.
CDBG Public Hearing-May 6, 2019, 6:30 p.m.: A Public Hearing was held May 6th at 6;30 p.m. prior to the Board Meeting for the North Main Street Reconstruction Project.  Amy Kelsey of Cooper Engineering attended and gave information for the public hearing.

North Main Street Reconstruction Project
Adoption of CDBG Resolutions for North Main Street Reconstruction Project:  Amy  Kelsey explained the following documents for approval consideration.
Authorization to Submit CDBG Application:  Motion by Cabak, seconded by Skogen to approve adopting Resolution #19-02, Authorization to Submit CDBG Application, carried.
Resolution for Commitment of Matching Funds:  Motion by Zimmer, seconded by Newman to approve adopting Resolution #19-03 for Commitment of Matching Funds, carried.
Resolution to Adopt Citizen Participation Plan:  Motion by Brainerd, seconded by Zimmer to approve adopting Resolution #19-04 to Adopt Citizen Participation Plan and the include the entire Board in the plan, carried.
Adopt Residential Anti-Displacement and Relocation Assistance Plan:  Motion by Brainerd, seconded by Newman to approve adopting the Residential anti-Displacement and Relocation Assistance Plan, carried.
Adopt Resolution-Policy to Prohibit Excessive Use of Force and the Barring of    Entrances/Exits for Non-Violent Civil Right Demonstrations: Motion by Zimmer, seconded by Skogen to adopt Resolution #19-05, Policy to Prohibit Excessive Use of Force and the Barring of Entrances/Exits for Non-Violent Civil Right Demonstrations, carried.
Adopt Resolution for Fair Housing Ordinance:  Motion by Brainerd, seconded by Zimmer to Approve adopting Resolution #19-06 Resolution for Fair Housing Ordinance, carried.

Public Welfare:
Flower Baskets on Main Street: No new information to report.  Motion by Brainerd, seconded by Zimmer to table the “Flower Baskets on Main Street” issue until the June, 2019 Regular Board Meeting, carried.

Administration:
Update Ordinances: Motion by Zimmer, seconded by Cabak to table the “Update Ordinances” issue until the June 2019 Regular Monthly Board Meeting, carried.

NEW BUSINESS:
Review 2018 TID 1 & 2 Annual Report: The 2018 Annual Reports for TID 1 & 2 were reviewed as part of new requirements set by the Department of Revenue.  The affected taxing jurisdictions were notified of the meeting.  The final reports will be completed online in May.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Newman to pay vouchers and electronic tax payments totaling $63,328.91, carried.

ANNOUNCEMENTS:
April 2, 2019 Spring Election Results:  Village President; Shane Trott 122, Karen Hanson 44. Trustees; Michelle Mason 47, Avery Newman 110, Lawrence Cabak 70, Brenda Popple 53, William McDonald 39, Galen McGee Brainerd 85.
Spring Clean Up-May 17th & 18th, 2019.  The Village collection site will be open from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday May 20th, 2019.  For those who can’t haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, May 17th, 2019, to arrange for pick-up.
Earth Day- May 17, 2019. The Bruce School Students will be doing projects around the Village.
Cruise Night-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce.  The third Tuesday of each month, May through August from 6 pm to 9 pm (May 21th, June 18th, July 16th, August 20st ) Main Street will be a display of all things on wheels. Contact Classic Auto Collision Center at 715-868-CARS for more details.  Board of Review-May 22, 2019 from 5:00 p.m. to 7:00 p.m. at the Village Hall.  Open Book will be held on Thursday, May 9, 2019 from 2:00 p.m. to 4:00 p.m.
Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m., June 7th through October 18th.  The market will be located at the Bruce Telephone garden area at the corner of Highway 8 & North Alvey Street.
Village Wide Garage Sales-June 8, 2019. Maps will be available at the Village Hall and businesses in Bruce. Please contact the Village Hall for more details.
