BOARD MEETING MINUTES
May 1, 2017

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, May 1, 2017.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Mark Zimmer, Bobbi Jo Fillion, John Hoiby and Galen Brainerd. Both Clerks attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the April 3, 2017 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and recommended that the roof on the log cabin building at the Village Park be replaced and the logs sealed. She had an estimate of $1,000 for the materials to re-roof the building. The bandstand also needs to be sealed again and could be included in the improvements.  The Board decided to use a clear seal for the logs on the log cabin. Motion by Skogen, seconded by Zimmer to approve the re-roofing, sealing the log cabin with a clear seal and staining the bandstand at the Village Park, carried. Darlene extended an invitation to all the Board members to tour the facilities; treatment plant, well houses & lift stations to show them the equipment that the Village has.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Bruce School Earth Day, May 10, 2017Student Projects & Annual Donation Request: The Bruce School will be doing projects around the area for Earth Day on May 10th.  Motion by Skogen, seconded by Fillion to approve a donation of $200.00 to the Bruce School for Earth Day projects with Zimmer abstaining from voting, carried.
Bruce Youth Ball-Annual Donation Request: Motion by Zimmer, seconded by Fillion to approve the annual donation of $500.00 to the Bruce Youth Ball organization, carried.
Bruce Hills Festival-July 14th, 15th & 16th, 2017–Bruce Blue Hills Lions Club Annual Donation Request: Motion by Zimmer, seconded by Fillion to approve donating $1,500.00 to the Bruce Blue Hills Lions Club for the 2017 Blue Hills Festival, carried. The festival will be held on July 14th, 15th & 16th with numerous events scheduled for each day.
Burt Zielke & JoAnne Stanik-Request for Sewer Extension to their Property: Burt Zielke and JoAnne Stanik attended the meeting to discuss their requests for sewer service to their properties on South Richard Lane.  Currently they are connected to the Village water service but have private septic systems.  Wundrow had a very preliminary estimate of $20,000.00 for the extension.  Discussion was held and Newman stated a feasibility study would have to be done. Several property owners in that neighborhood attended the meeting and were not interested in connecting to Village sewer. The Board will consider their request at a future meeting. Motion by Zimmer, seconded by Fillion to have a feasibility study done by Morgan & Parmley, LTD, to get more specific costs for the project, carried.
Bruce Community Farmers Market-Mary Lavaliere-Donation Request: Mary Lavaliere and Brian Michielson attended the meeting representing the Bruce Community Farmers Market giving a background of how the programs work in providing vouchers to eligible households at the local farmer’s markets in the county.  They requested a donation of three hundred dollars from the Village for vouchers to be given out at the Farmers Market this summer.  Motion by Zimmer, seconded by Fillion to approve donating $300 towards the Bruce Community Farmers Market voucher program, carried.

PUBLIC COMMENTS: None.

APPLICATIONS: Operator’s License: Motion by Trott, seconded by Fillion to approve a regular operator’s license for Stephanie A. Richard, carried.
Fence Permit: Motion by Zimmer, seconded by Trott to approve a fence permit for Ryan Kopras to install a privacy fence on his property at 625 N. 2nd Street, carried.
Temporary Class “B” (Picnic) Licenses: Motion by Trott, seconded by Zimmer to approve a Temporary Class “B” (Picnic) License for the Bruce Blue Hills Lions Club for July 14th, 15th & 16th, 2017, using it at the Village Park, for the Blue Hills Festival and charging them $5.00, carried.
Direct Seller’s Permit: Motion by Trott, seconded by Fillion to approve a Direct Seller’s Permit for Mary Lavaliere of the Bruce Community Farmers Market for ten dollars for the season, carried. The Farmers Market will be located at the greenspace by the Bruce Telephone Company beginning June 2nd through October 27th from 1 p.m. to 5 p.m.
Street Use Permit: Discussion was held on holding a car show and craft fair during the Blue Hills Festival on Saturday, July 15th on Main Street.  Motion by Trott, seconded by Fillion to approve blocking off Main Street from the drive thru driveways of Chippewa Valley Bank to Dairyland State Bank on Saturday, July 15th, 2017 from 9 a.m. to 4 p.m. to hold a car show and craft fair, carried.  Bob Lorkowski of L’Cars Automotive Specialists and Shane Trott of Classic Auto Collision Center are contributing to the event by offering twenty dollar certificates to the first 100 cars that participate in the car show.  People can use the money at the craft fair, local businesses and at the events at the park that weekend.

COMMITTEE REPORTS:
COMMITTEE MEMBER DESIGNATIONS: Newman made recommendations for designation of committee members for 2017 & 2018. Motion by Fillion, seconded by Trott to approve the following committee members for 2017-2018: Public Safety, Shane Trott and Bobbi Jo Fillion; Utility, John Hoiby and Mark Zimmer; Public Works, Shane Trott and Mark Zimmer; Public Welfare, Bobbi Jo Fillion and Galen Brainerd; Administration, Gayanne Skogen and Shane Trott; Finance, John Hoiby and Gayanne Skogen; Industrial Site, Galen Brainerd and Mark Zimmer; Bobbi Jo Fillion as the Village Board representative on the Library Board; representatives for the Bruce Fire Protection District, Mike Newman and Galen Brainerd; Mark Zimmer serving as Interim President and Mark Zimmer and Gayanne Skogen signing vouchers, carried. The Village President is a member of all Committees.

Public Works:
Potential New Village Shop: Motion by Fillion, seconded by Trott to approve tabling the “Potential New Village Shop” issue until the June, 2017 Regular Board Meeting, carried.
Committee Meeting April 20, 2017 Report: Newman reported a meeting was held on April 20th with Larry Gotham to discuss preliminary plans for a new Village Shop building.  Many details of the building were reviewed.

Public Welfare:
Issued Property Owner Letter Regarding Condition of Property: Newman reported, a letter has been issued by the Village’s legal counsel to a property owner who is in violation of Village Ordinances as to the condition of their property. More information will be available at a future meeting.  Motion by Fillion, seconded by Zimmer to table the “Property Owner Letter Regarding Condition of Property” issue until the June, 2017 Regular Board Meeting, carried.
Park Playground Equipment Fundraising & Donations: Newman reported over seven thousand dollars has been donated to help raise funds to replace the existing playground equipment at the Village Park. We are still seeking grant funds to help pay for the equipment.  Motion by Fillion, seconded by Trott to table the “New Playground Equipment at the Village Park” until the June, 2017 Regular Board Meeting, carried.
Park Log Cabin-Historical Society Donation: Newman reported the Bruce Historical Society has donated one hundred dollars the Village towards the repairs to the log cabin building in the Village Park.

Administration:
Update Ordinances: A meeting will be held on May 2, 2017 to review and make recommendations on updating the Ordinances. The Committee reviewed Chapter 10 last month and will continue with that section. Motion by Zimmer, seconded by Fillion to table the “Update Ordinances” issue until the June, 2017 Regular Board Meeting, carried.

Industrial Site:
Advertise for Bids-Industrial Site Land Lease: Newman reported the twenty-one acres at the Industrial Site is up for lease this year. For the past three years Jerry Johnson leased the land and used it for crop acreage. Johnson attended the meeting and asked the Board to consider leasing the land to him for another year.  He offered to pay the same amount he paid for the previous three years which was $65.68 per acre per year.  Motion by Brainerd, seconded by Trott to approve leasing the twenty-one acres at the Industrial Park to Jerry Johnson for one more year at a rate of $65.68 per acre, carried.  If at any time throughout the year acreage is sold for industrial use, the Village will reimburse Johnson for that acreage.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $68,935.52, carried.

CORRESPONDENCE:
The Village has received the following annual ambulance garage contributions towards expenses from the Town of Stubbs $500, Village of Weyerhaeuser $250, Town of Atlanta $300, Town of Thornapple $100. We appreciate these communities continued support to have the ambulance garage building in the Village of Bruce in use.

The Village received a thank you from Bruce Kiwanis for Park Pavilion Addition Contribution of $900.00. The project is complete and is ready for use this summer.

ANNOUNCEMENTS:
April 4, 2017 Spring Election Results: Village President Michael Newman 92, Trustees; James Doke 63, Bobbi Jo Fillion 72, Galen Brainerd 98 & John Hoiby, Sr. 90.
Spring Clean Up-May 12th & 13th, 2017.  The Village collection site will be open from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday May 15th, 2017.  For those who can’t haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, May 12th, 2017, to arrange for pick-up.
Earth Day-May 10, 2017. The Bruce School Students will be doing projects around the Village.
Cruise Night-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce.  The third Tuesday of each month, May through September from 6 pm to 9 pm (May 16th, June 20th, July 18th& August 15th) Main Street will be a display of all things on wheels. Board of Review-May 17, 2017 from 5:00 p.m. to 7:00 p.m. at the Village Hall. Open Book will be held on Wednesday, May 17, 2016 from 3:00 p.m. to 5:00 p.m.
Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m., June 2nd through October 27th.  The market will be located at the Bruce Telephone garden area at the corner of Highway 8 & North Alvey Street.
Village Wide Garage Sales-June 10, 2017. Maps will be available at the Village Hall and businesses in Bruce.  Please contact the Village Hall for more details.
