BOARD MEETING MINUTES
November 6, 2017
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, November 6, 2017.
Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Bobbi Jo Fillion, Mark Zimmer, John Hoiby and Galen Brainerd. Terry Hegeholz attended also.
Motion by Fillion, seconded by Trott to approve the Agenda, carried.
Motion by Zimmer, seconded by Fillion to dispense of the reading and approve the minutes of the October 2, 2017 Regular Board Meeting, carried.
TREASURER’S REPORT: Motion by Zimmer, seconded by Trott to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported she is working on the application with the Public Service Commission to replace water meters with electronic reading ones. She is researching different brands of meters and will report on her findings next month.
PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.

APPLICATIONS:
Operator’s License: Motion by Trott, seconded by Fillion to approve a regular operator’s license for Christina M. Mortenson, carried.
Building Permits: Motion by Zimmer, second by Trott to approve a building permit for Carol Woodmansee to screen in her porch at her property at 710 N. 2nd Street, carried. Motion by Trott, seconded by Fillion, with Skogen abstaining from voting, to approve a building permit for Gayanne Skogen to re-roof her garage at 1101 N. 1st Street, carried.
COMMITTEE REPORTS:
Public Works:
Potential New Village Shop: Newman reported there was no new information to report. Motion by Fillion seconded by Zimmer to approve tabling the “Potential New Village Shop” issue until the December, 2017 Regular Board Meeting, carried.
Plow Truck Dump Box Liner Repairs: The plow truck is at Nuss Trucking and Equipment getting repairs made to it and it should be ready in a week or two. Motion by Trott, seconded by Fillion to table the “Truck Dump Box Liner Repairs” issue until the December, 2017 Regular Board Meeting, carried.
Committee Meeting October 19, 2017 Report: The Public Works Committee met on October 19th to make recommendations concerning the application for LRIP funds and a five year plan for street resurfacing. They recommended applying for funding to resurface Feller Avenue with the 2018-2019 funding cycle through the Local Road Improvement Program from the Wisconsin Department of Transportation.
LRIP Application Approval: Motion by Zimmer, seconded by Brainerd to approve applying for funding to resurface Feller Avenue through the 2018-2019 Local Road Improvement Program with the Department of Transportation, carried. A meeting will be scheduled later this month with the Rusk County Highway Department Commissioner where the application will be considered for funding.
PASER-Due December 15, 2017: The Pavement Surface Evaluation and Rating (PASER) report has been submitted electronically to the Wisconsin Department of Transportation.
Public Welfare:
Park Playground Equipment: Newman reported he spoke with a representative from Xcel Energy who has made a commitment to donate $1,000.00 towards the Park Playground Equipment Fundraiser. Motion by Fillion, seconded by Trott to table the “New Playground Equipment at the Village Park” issue until the December, 2017 Regular Board Meeting, carried.
Continue to Pursue Legal Action of Clean Up on E. Washington Avenue Property: The Village’s Attorney has submitted a legal notice in the Ladysmith News regarding action against the property owner on E. Washington Avenue. He will advise the Board on the progress of the action being taken. Motion by Zimmer, seconded by Fillion to table the “Continue to Pursue Legal Action of Clean Up on E. Washington Avenue Property” issue until the December, 2017 Regular Board Meeting, carried.
Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue: There was no new information to report. Newman will contact the property owner this month. Motion by Trott, seconded by Zimmer to table the “Approve Continuing to Pursue Legal Action to Raze a Building on a Property on W. Railroad Avenue” issue until the December, 2017 Regular Board Meeting, carried.
Administration:
Update Ordinances: A Committee meeting will be scheduled this month to review possible updates. Motion by Fillion, seconded by Trott to table the “Update Ordinances” issue until the December, 2017 Regular Board Meeting, carried.
Finance:
Public Hearing November 6, 2017, 6:30 p.m.-Proposed 2018 Budget: Newman reported the Public Hearing for the proposed 2018 Budget was held prior to the November 6th Board Meeting at 6:30 p.m.
Review, Discussion & Approval of 2018 Budget: Motion by Zimmer, seconded by Fillion to approve the Village of Bruce 2018 Budget of $398,497.00, carried.
Set Levy, Including Approval of All Internal & Unresolved Matters: Motion by Zimmer, seconded by Fillion to approve setting the Levy at $68,623.00 and approving all internal & unresolved matters, carried.
Spectrum Insurance Group-Worker’s Compensation Refund: The Village has received a refund in the amount of $421.00 from Spectrum Insurance Group after an audit of the Worker’s Compensation insurance.
NEW BUSINESS:
Shop with a Cop/Christmas for Kids Donation Request: Motion by Fillion, seconded by Trott to approve donating $50.00 to the “Shop with a Cop/Christmas for Kids Program”, carried.
APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $31,807.06 carried.
ANNOUNCEMENTS:
Christmas in Bruce-Saturday, December 9, 2017. The annual Christmas in Bruce celebration will be held on Saturday, December 9, 2017. Free soup and beverages will be served at the Village Hall and horse drawn wagon rides will be given beginning at 11:00 a.m. The Bruce Area Library will have children’s games & entertainment and a visit from Santa. The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform. The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.
