BOARD MEETING MINUTES
November 3, 2014

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, November 3, 2014.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Lloyd Waite, Shane Trott, Mark Zimmer, Jim Doke, Bobbi Jo Fillion and John Manosky.  Both Clerks attended also.

Motion by Fillion, seconded by Zimmer to approve the Agenda, carried.

Motion by Waite, seconded by Trott to dispense of the reading and approve the minutes of the October 6, 2014 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Fillion, seconded by Waite to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow reported Bob Weinert is out from work with leg and back problems. He has been off for two weeks and she is not sure if and when he is returning.  An ad has been placed in the newspaper seeking a snow plow driver to fill in.  Also an ad for contracted snow removal bids was placed in the newspaper.  Rusk County Highway Department was the only bid received for the contracted snow removal.  The bid is for a single axle plow truck with all the attachments and driver for $137.89 per hour.  They also submitted a bid for a front end loader with an operator for $99.28 per hour and a quad axle truck with driver would be $91.00 per hour.  Only one application has been received for a snow plow truck driver and Wundrow suggested running the ad for two more weeks before hiring someone to plow with the Village’s plow truck.  She also discussed the need for a newer plow truck to replace the 1997 truck and explained there is a used 2003 or 2004 plow truck that will be for sale before the end of the year at the Barron County Highway Department.  She asked for permission to submit a bid to purchase the truck when it becomes available.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: 

North Main Street Reconstruction Project-Status Report: There was nothing new to report this month.  Motion by Zimmer, seconded by Fillion to table the “North Main Street Reconstruction Project” issue until the December, 2014 Regular Monthly Board Meeting, carried.

PUBLIC COMMENTS: There were none.

APPLICATIONS:

Building Permits:  Motion by Fillion, seconded by Manosky to approve a building permit for Steve Golat Sewer & Excavating to build a 40’by 100’commercial shed at 516 S. Main Street, carried.

Motion by Waite, seconded by Trott to approve a building permit for James M. Kane, Jr. to re-roof Gloria Devine’s house at 1222 N. 1st Street, carried.

Motion by Zimmer, seconded by Fillion to approve a building permit for Dave Cecil, working for Chippewa Valley Bank, to build an 18′ by 26′ addition onto the bank at 607 N. Main Street, carried.

Motion by Trott, seconded by Waite to approve a building permit for Roger Baldwin to install new shingles and insulation to a house at 1107 N. 3rd Street, carried.

Motion by Fillion, seconded by Trott to approve a building permit for Brad Sheffield to build a 12′ by 16′ shed on his property at 426 W. Arthur Avenue, carried.

Motion by Manosky, seconded by Zimmer to approve a building permit for Yvonne Johnson to build a 16′ by 80′ lean to on a shed at 1414 N. State Road 40, carried.

Bow Hunting Permit:  Motion by Waite, seconded by Fillion, with Zimmer abstaining, to approve bow hunting permits for Jeff Ames, Mark Zimmer and Edward Gauthier to hunt deer with a bow on Village owned property, carried.

COMMITTEE REPORTS:

Public Safety:  

Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings:  Nothing new to report.

Motion by Fillion, seconded by Doke to approve tabling the “Notification from State Commissioner of Railroads of Wisconsin Central Ltd. Petition for Closure of 1st Street and Blackburn Street Crossings” issue until the December, 2014 Regular Board Meeting, carried.

Fire/Security Monitoring System Proposal:  Polk Burnett Security Systems has submitted a proposal to replace the fire monitoring system that is not working in the Village Hall/Library facility.  NEI Electric has contacted the Village to submit a proposal also.  They are the company that installed the system originally.  Motion by Doke, seconded by Zimmer to table the “Fire/Security Monitoring System Proposal” issue until the December, 2014 Regular Board Meeting, carried.

Public Welfare: 

Abatement Issue: Newman reported the property is in the hands of Rusk County.

Motion by Zimmer, seconded by Fillion to table the “Abatement Issue” until the December, 2014 Regular Board Meeting, carried.

ATV Routes in the Village: Newman reported last month’s expanded routes were approved by the Board and now he is asking the Board if all the streets in the Village except Highway 8, Highway 40 and Main Street should be open for ATV use.  Discussion was held regarding the issue.  Motion by Doke, seconded by Waite to approve allowing ATV traffic throughout the Village on all streets with the exception of Highway 8, Highway 40 and Main Street, carried.  Signage will have to be installed before ATV use is implemented.  Newman will talk to the school about allowing ATV’s on Washington Avenue from the alley behind the school to First Street.

Drainage Ditch at Village Park-Committee Meeting October 7, 2014, at 10:00 a.m.: Newman reported he spoke to Vern Chandler and he was going to contact Steve Golat to come up with a solution to the drainage problem at the Village Park.  The old culverts that were installed in the 1970’s need to be replaced and some excavating will have to be done to correct the problem.  Motion by Zimmer, seconded by Fillion to approve tabling the “Drainage Ditch at Village Park” issue until the December, 2014 Regular Board Meeting, carried.

Administration: 

Set Wage for Snow Plow Driver:  Motion by Zimmer, seconded by Doke to approve setting the hourly pay rate of sixteen dollars per hour, paying no overtime, when a plow truck driver is hired this month to help plow the streets in the Village during the winter months, carried.

Approve Election Board Members:  Motion by Waite, seconded by Fillion to approve adding Darla Adams and Evan Newman to the Election Board members list for 2014-2015 for the Village of Bruce, carried.

Finance:

Public Hearing November 3, 2014, 6:30 p.m.-Proposed 2015 Budget: Newman reported the Public Hearing for the proposed 2015 Budget was held prior to the November 3rd Board Meeting at 6:30 p.m.

Review, Discussion & Approval of 2015 Budget: Motion by Waite, seconded by Doke to approve the Village of Bruce 2015 Budget of $383,944.00, carried.

Set Levy, Including Approval of All Internal & Unresolved Matters: Motion by Zimmer, seconded by Trott to approve setting the Levy at $45,655.00 and approving all internal & unresolved matters, carried.

UNFINISHED BUSINESS:

Rusk County Comprehensive Plan: Motion by Zimmer, seconded by Doke to table the “Rusk County Comprehensive Plan” issue until the December, 2014 Regular Board Meeting, carried.

Bruce Area Library Teen Program: Patti-Jo Bertelsen has not submitted a written agreement to be signed by the Board for guidelines for the Library Teen Program.  Motion by Zimmer, seconded by Fillion to table the “Bruce Area Library Teen Program” issue until the December, 2014 Regular Board Meeting, carried. 

Ambulance Garage Roof Replacement:  The roof may be replaced before the end of the year if the weather cooperates and volunteers help.  Motion by Doke, seconded by Fillion to table the “Ambulance Garage Roof Replacement” issue until the December, 2014 Regular Board Meeting, carried.

Facebook Page:  The new Facebook page for the Village of Bruce is up and running. John Manosky and Jessica Hayes have worked hard to get it going and it looks great.  Motion by Fillion, seconded by Trott to remove the “Facebook Page” issue from the Agenda, carried.

NEW BUSINESS:

Shop with a Cop/Christmas for Kids Program-Donation Request:  Motion by Zimmer, seconded by Fillion to approve donating $50.00 to the “Shop with a Cop/Christmas for Kids Program”, carried.

Bruce Business Meeting, October 21, 2014, at 7:00 a.m.at Village Hall:  Newman and Doke organized a business meeting that was held on October 21st and it was well attended.  Thank you to John Manosky who was one of the speakers at the meeting.

Plow Truck Purchase:  Motion by Fillion, seconded by Zimmer to approve submitting a bid to purchase a plow truck to replace the 1997 truck when one becomes available, contacting local banks for loan rates for the truck purchase and contacting the Village’s auditor to verify funds available for the purchase, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Zimmer to pay vouchers and electronic tax payments totaling $38,055.51, carried.

ANNOUNCEMENTS:

General Election-November 4, 2014:  Polls will be open from 7 a.m. to 8 p.m.  Village residents may vote at the Village Hall, 100 W. River Avenue, Bruce, WI  54819.

Christmas in Bruce-Saturday, December 13, 2014.  The annual Christmas in Bruce celebration will be held on Saturday, December 13, 2014.  Free soup and beverages will be served at the Village Hall and horse drawn wagon rides will be given.  The Bruce Area Library will have children’s games & entertainment and a visit from Santa.  The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform.  The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.  Any other businesses that would like to participate can contact the Village Hall.
