BOARD MEETING MINUTES
November 2, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, November 2, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore.  Both Clerks attended also.

Motion by Doke, seconded by Fillion to approve the Agenda, carried.

Motion by Doke, seconded by Trott to dispense of the reading and approve the minutes of the October 5, 2015 Regular Board Meeting, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Fillion to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported a used 2000 International plow truck has been purchased from the Town of Cedar Lake.  A new sander for the truck will be purchased from Monroe Truck Equipment, Inc.  Casey Gudis started working for the Village today and was tarring manholes with the workers.  The office area of the shop is leaking and needs a new roof. Estimated cost to re-roof the area is $300 to $400 and the workers will do the work.  The new lawnmower has been working great to pick up pine needles in the Park.  The water has been turned off at the Park and Cemetery for the winter months.

APPLICATIONS:

Operator’s Licenses:  Motion by Fillion, seconded by Trott to approve an operator’s license for Samantha M. Taylor-Raymond, carried.
Motion by Zimmer, seconded by Fillion to approve an operator’s license for Lynn M. Johansson, carried.
Motion by Doke, seconded by Fillion to approve an operator’s license for Amy L. McKimmy, carried.

Building Permit:  Motion by Zimmer, seconded by Doke to approve a building permit for Jeff Grasley, owner of The Pour House Tavern to build a 10’x 18′ addition onto the bar at 626 N. Main Street, carried.

Bow Hunting Permit:  Motion by Zimmer, seconded by Trott to approve a bow hunting permit for Jeff Ames to hunt deer with a bow on Village owned property, carried. 

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop: Newman reported Bob Parmley will meet with Board members in November to discuss costs to run water and sewer to the Industrial Site and options for a new Village shop building.  Motion by Doke, seconded by Fillion to table the “Potential New Village Shop” issue until the December, 2015 Regular Board Meeting, carried.

Committee Meeting October 27, 2015 Report & Recommendations for LRIP Funds: A Committee Meeting was held on October 27, 2015 to discuss which projects should be included on the LRIP application.  The Committee updated the five year plan for blacktopping projects.  The Committee recommends blacktopping 792 feet of Chippewa Avenue in 2016.  This would comply with the need to have that project completed by June 2017.  Funding for the blacktopping of the remaining 572 feet of Chippewa Avenue was applied for and forwarded to the Rusk County Highway Department by November 1, 2015.  Motion by Zimmer, seconded by Fillion to table the Five Year Resurfacing Plan until the December, 2015 Regular Board Meeting, carried.

LRIP Application-Submitted to Rusk County Highway Department November 1, 2015: Motion by Doke, seconded by Trott to approve the LRIP application submitted to the Rusk County Highway Department, carriedThe application for the Village has been submitted and a meeting will be scheduled with the Rusk County Highway Department Commissioner in November or December to review applications for possible funding.

PASER-Due December 15, 2015:  The Pavement Surface Evaluation and Rating (PASER) report has been submitted electronically to the Department of Transportation.

Public Welfare:

Drainage Ditch at Village Park: Wundrow reported Steve Golat will come and take a look at the drainage ditch at the Village Park.  Motion by Fillion, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the December, 2015 Regular Board Meeting, carried.

Raze Order for 616 N. Blackburn Street Approval: Newman reported the Village’s legal counsel has drafted a Raze Order for 616 N. Blackburn Street. Discussion was held regarding the status of the property.  Motion by Doke, seconded by Fillion to approve the Raze Order for 616 N. Blackburn Street, carried.

Approval of Resolution # 15-04; To Order the Razing of a Building Unfit for Human Habitation: Motion by Doke, seconded by Fillion to approve Resolution #15-04; To Order the Razing of a Building Unfit for Human Habitation, carried.  The resolution includes the property at 616 N. Blackburn Street.  As directed by legal counsel, the notices will be delivered to the owners of the property by Eau Claire County Law Enforcement officers.

Committee Meeting October 21, 2015 Report: A Public Welfare Committee meeting was held on October 21, 2015 to inspect unsightly properties and meet with the occupants of 627 W. Nancy Avenue. The Committee discussed the ordinance violations regarding activity of running a scrap business from the property.

Committee Recommendations Regarding 627 W. Nancy Avenue Property:  A copy of the  recommendations were reviewed and discussed.  Motion by Zimmer, seconded by Fillion to approve the recommendations made by the Committee regarding 627 W. Nancy Avenue, carried.  A copy of the minutes of the Committee Meeting will be sent to the occupants of 627 W. Nancy Avenue and the owner of the property.

Finance: 

Plow Truck Purchase: As reported under Employee Report, a used 2000 International plow truck has been purchased from the Town of Cedar Lake for $10,000.00.  A sander box will be purchased and installed.  The box of the truck will have to be sandblasted and painted in the future.  Motion by Doke, seconded by Trott to remove the “Plow Truck Purchase” issue from the Agenda, carried.

2016 Budget Hearing-November 5, 2015 at 6:30 p.m.: Newman reported a Public Budget Hearing is scheduled for Thursday, November 5, 2015 at 6:30 p.m. at the Village Hall.  The public is welcome to attend the hearing.

Special Board Meeting-November 5, 2015 at 7:00 p.m. to Adopt 2016 Budget: A Special Board Meeting will be held on November 5, 2015 at 7:00 p.m. to adopt the 2016 Budget and to set the Levy.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Newman will contact Arlene Knops to order the playground equipmentMotion by Fillion, seconded by Trott to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the December, 2015 Regular Board Meeting, carried.

Main Street Beautification Project Update: Newman reported a business meeting was held October 20th and suggestions were made to help promote the downtown area of Bruce. Photos will be installed in the windows of the building at 720 N. Main Street. The art teacher at the Bruce School is interested in working with the Downtown Beautification Committee to display student artwork.  The owner of the theatre has agreed to light the marquee for limited hours to get an idea of what it would cost to have them lit on a regular basis.   Motion by Fillion, seconded by Trott to approve tabling the “Main Street Beautification Project” issue until the December, 2015 Regular Board Meeting, carried.

Pine Trees in Village Park: We are waiting to hear about the grant we applied for to help with the costs of removing the diseased pine trees in the Village Park.  Motion by Doke, seconded by Fillion to approve tabling the “Pine Trees in Village Park” issue until the December, 2015 Regular Board Meeting, carried.

NEW BUSINESS:

WISDOT-WISCORS Cooperative Agreement Approval for Permanent Mounted GPS Antenna:  The Wisconsin DOT has submitted for approval an updated agreement with the Village of Bruce for the permanent mounted GPS system that was originally installed at the Village’s treatment plant.  Motion by Fillion, seconded by Skogen to approve the

WISDOT-WISCORS Cooperative Agreement for Permanent Mounted GPS Antenna, carried.

Shop With a Cop/Christmas for Kids Donation Request: Motion by Fillion, seconded by Zimmer to approve donating $50.00 to the “Shop with a Cop/Christmas for Kids Program”, carried.

Joint Powers Agreement-Rusk County 911 Emergency System: Motion by Zimmer, seconded by Doke to approve the Joint Powers Agreement-Rusk County 911 Emergency System, carried.

Update Ordinances: Discussion was held regarding updating Ordinances in the future.  Motion by Zimmer, seconded by Fillion to approve tabling the “Update Ordinances” issue until the December, 2015 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $40,676.77, carried.

ANNOUNCEMENTS:

Christmas in Bruce-Saturday, December 12, 2015.  The annual Christmas in Bruce celebration will be held on Saturday, December 12, 2015.  Free soup and beverages will be served from 11:00 a.m. to 2:00 p.m. at the Village Hall and horse drawn wagon rides will be given.  The Bruce Area Library will have children’s games, entertainment and a visit from Santa.  The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform.  The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.
