                                             BOARD MEETING MINUTES
                                                      October 3, 2016

 Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, October 3, 2016.

Interim Village President Mark Zimmer presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Jim Doke, Bobbi Jo Fillion, Gayanne Skogen and Jim Moore. Both Clerks attended also.

Motion by Doke, seconded by Trott to approve the Agenda, carried.

Motion by Doke, seconded by Fillion to dispense of the reading and approve the minutes of the September 3, 2016 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the trees have been planted at the Village Park. Sewers have been rodded and crack filling and pothole repairs will be made before the winter.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS: None.

 PUBLIC COMMENTS: None.

APPLICATIONS: Operator’s Licenses:  Motion by Fillion, seconded by Trott to approve a regular operator’s license for Brianna L. Anderson, carried.

Sidewalk Permit: Motion by Doke, seconded by Fillion to approve a permit for the Bruce American Legion to replace a sidewalk at 834 N. Main Street, carried.

Building Permits: Motion byTrott, seconded by Doke to approve a building permit for Merwyn Tatro, installing new windows for the Bruce Federated Church at 730 N. 2nd Street, carried. Motion by Doke, seconded by Trott to approve a building permit for Hans Marske to construct a 12 foot by 24 foot portable shed on his property at 426 W. Washington Avenue, carried. Motion by Trott, seconded by Fillion to approve a building permit for Glenn Reynolds to replace thirteen windows and two patio doors at his home at 1121 E. Chippewa Avenue, carried. Motion by Doke, seconded by Trott to approve a building permit for Steve Golat to replace three windows and install new siding at his house at 1019 N. 2nd Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for Curt Auck to install a portable building on his property at 635 N. 1st Street, carried. Motion by Doke, seconded by Fillion to approve rescinding a continuation on Jim Wester’s building permit to build a 26 foot by 30 foot shed on his property at 587 E. Arthur Avenue that was approved at the September 6, 2016 Board Meeting and approve a new building permit to build a 30 foot by 40 foot shed on his property at 587 E. Arthur Avenue, carried. Motion by Trott, seconded by Fillion to approve a building permit for Colleen Svoma to re-roof her house and garage at 919 N. 1st Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for the Bruce Kiwanis to build an open air, twenty-four foot by 40 foot, addition on to the Village Park Large Pavilion, carried.

Fence Permit: Motion by Doke, seconded by Trott to approve a permit for Jason Murray to install fence on his property at 1039 N. 3rd Street, carried.

Demolition Permit: Motion by Trott, seconded by Fillion to approve a demolition permit for Joni Weinert to demolish a house on her property at 627 W. Nancy Avenue, carried.

Bow Hunting Permits: Motion by Fillion, seconded by Trott to approve bow hunting permits for Luke Tesky, Mike Hooker and Jeff Ames to hunt deer with a bow on Village owned property, carried.

 COMMITTEE REPORTS:

Public Works:

Potential New Village Shop:  Motion by Fillion, seconded by Trott to table the “Potential New Village Shop” issue until the November, 2016 Regular Board Meeting, carried.

Chippewa Avenue Blacktop Replacement-LRIP Funding Project: Motion by Doke, seconded by Fillion to approve tabling the “Chippewa Avenue Blacktop Replacement LRIP Funding Project” issue until the November, 2016 Regular Board Meeting, carried.

Monarch Paving-Invoice Payment Approval: Motion by Doke, seconded by Trott to approve payment of an invoice from Monarch Paving in the amount of $59,000.00 for the blacktop paving of Chippewa Avenue as part of the LRIP Funding Project, carried.

Committee Meeting September 19, 2016 Report: The committee meeting was held on September 19, 2016 to discuss how to proceed with the future work towards improvements and/or replacement of the present Village Shop. The committee recommended seeking the advice from a private consultant to give advice on how to proceed.

Public Welfare:

Drainage Ditch at Village Park: Darlene Wundrow reported we are waiting to schedule the drainage ditch replacement work until the grown is dry. Motion by Fillion, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the November, 2016 Regular Board Meeting, carried.

Pine Trees in Village Park: Wundrow reported the trees have been planted in the Village Park as part of the requirements of the Urban Forestry Grant the Village was awarded. Paperwork will be submitted for reimbursement in October.  Motion by Trott, seconded by Fillion to table the “Pine Trees in Village Park” issue until the November, 2016 Regular Board Meeting, carried.

Softball Field-Extend Fence: No new information to report. Motion by Moore, seconded by Fillion to approve tabling the “Softball Field-Extend Fence” issue until the November, 2016 Regular Board Meeting, carried.

Administration:

Employee Wage Negotiations: The Committee recommended approving raising Peg Weinert’s hourly wage for outside work to be the same as wages she is paid for janitorial work at the Village Hall and approving a 3% pay increase for all employees for 2017 wages. Committee Meeting September 19, 2016 Report: The Administration Committee met on September 19th to discuss employee wage negotiations and review Ordinances that may need updating.

Finance:

All Committee Recommendations for 2017 Budget Workshop, October 4, 2016 at 4:00 p.m: There will be a workshop on Tuesday, October 4, 2016, at 4:00 p.m. at the Village Hall for the 2017 Budget. Board members are asked to attend and give recommendations.  The Village auditor and board members will be available to answer questions regarding the proposed budget.

Industrial Site:

Committee Meeting September 29, 2016 Report: A Committee meeting was held on September 29th to discuss the potential sale of a small parcel of wetland which lies at the west end of the Village’s Industrial Park.  Jim Doke will research the issue and report to the Board at a later date.  Motion by Fillion, seconded by Skogen to table the issue, carried.

UNFINISHED BUSINESS:

Update Ordinances: A Committee Meeting will be scheduled in October to review Ordinances.  Motion by Trott, seconded by Fillion to table the “Update Ordinances” issue until the November, 2016 Regular Board Meeting, carried.

NEW BUSINESS: Jim Doke spoke on behalf of the Bruce Kiwanis and asked the Board to consider a donation to the Kiwanis to help pay for the open air addition they are having built onto the Large Pavilion at the Village Park.  The item will be put on the November Agenda for discussion.

 APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $29,186.87, carried.

 ANNOUNCEMENTS:

Fall Clean Up-October 14th, & 15th, 2016.  An attendant will be on duty at the collection site from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday, October 17th, 2016.  For those unable to haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, October 14th to arrange for pick-up.

Flushing Water Hydrants-October 10th, 11th, 12th & 13th, 2016 from 7 p.m. to 10 p.m. Please refrain from running water during this time.

Flu Vaccine Clinic: Lakeview Medical Center will hold a flu vaccine clinic at the Village Hall Wednesday, October 26, 2016, from 12:30 to 1:30 p.m.  The cost is $25.00 per vaccine. Most insurance accepted including Medicare and Medicare Supplement, Medicaid & BadgerCare.  Please call Alisa Lammers at 715-236-6439 with any questions regarding the clinic.
