BOARD MEETING MINUTES
October 2, 2017
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, October 2, 2017.
Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Shane Trott, Gayanne Skogen, Bobbi Jo Fillion, Mark Zimmer, John Hoiby and Galen Brainerd. Terry Hegeholz attended also.
Motion by Fillion, seconded by Trott to approve the Agenda, carried.
Motion by Trott, seconded by Fillion to dispense of the reading and approve the minutes of the September 5, 2017 Regular Board Meeting, carried.
TREASURER’S REPORT: Motion by Fillion, seconded by Trott to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that the workers have finished jetting the sewer lines. She is in the process of completing an application for a waste water discharge permit for the DNR. Every five years the permit is renewed. DNR Representative, Lonn Franson will make an appointment to make recommendations on approval of the permit. The workers have been using enzyme tablets in the ponds for the past several years to reduce the amount of sludge. At some point in the future the Village may have to do more for the sludge removal which will be a very costly project.

APPLICATIONS:
Operator’s Licenses: Motion by Zimmer, seconded by Trott to approve a regular operator’s licenses for Alvarez J. Burnap and Aundra J.M. Selvig, carried.
Building Permits: Motion by Zimmer, seconded by Fillion, with Skogen abstaining from voting, to approve a building permit for Gayanne Skogen to replace siding on her garage at 1101 N. 1st Street, carried. Motion by Zimmer, second by Trott to approve a building permit for Kimberly Shaw to install a portable shed on her property at 1035 N. Alvey Street, carried. Motion by Trott, seconded by Fillion to approve a building permit for Stewart Towers to re-roof his house at 1103 N. 2nd Street, carried. Motion by Trott, seconded by Zimmer, with Brainerd abstaining from voting, to approve a building permit for Galen Brainerd to build a garage on his property at 517 W. Railroad Avenue, carried. Motion by Zimmer, seconded by Trott, with Hoiby abstaining from voting, to approve a building permit for John Hoiby to remodel the front of his business at 722 N. Main Street, carried.
Bow Hunting Permit: Motion by Fillion, seconded by Trott to approve a bow hunting permit for Richard Christianson to hunt deer with a bow on Village owned property, carried.
COMMITTEE REPORTS:
Public Works:
Potential New Village Shop: Larry Gotham attended the meeting and spoke to the Board about the status for possible funding for the proposed new village shop. A pre-application will be submitted at the end of October putting the DNR on notice that the Village is interested in seeking financing for the project. Plans for the building will be completed this winter and the final application will be submitted in June of 2018. Several deficiencies have been listed on the checklist that is submitted that may help our chances of getting funding. Gotham stated that funding could partially be in the form of a principle forgiveness grant. Right now a loan for the project through the DNR would carry an interest rate of one percent. The Board will consider bidding the project in the Spring of 2018 with construction in the fall or wait to bid it in 2019. Motion by Zimmer seconded by Fillion to approve tabling the “Potential New Village Shop” issue until the November, 2017 Regular Board Meeting, carried.
Plow Truck Dump Box Liner Repairs: The plow truck is at Nuss Trucking and Equipment getting repairs made to it. Motion by Fillion, seconded by Trott to table the “Truck Dump Box Liner Repairs” issue until the November, 2017 Regular Board Meeting, carried.
Committee Meeting September 28, 2017 Report: The Public Works Committee met on September 28th to make recommendations concerning the application for LRIP funds and a five year plan for street resurfacing. They recommended applying funds already designated to other streets to resurfacing the southern half of 3rd Street, north of Washington Avenue, applying for funding for the remaining half of 3rd Street and approving a five year resurfacing plan to include 3rd Street, Feller Avenue, Raider Avenue, Walnut Avenue & Jeffrey Lane.

Public Welfare:
Park Playground Equipment: Newman reported that the Bruce Kiwanis is planning a fundraising event, in part for new playground equipment, at the Village Park on October 15, 2017 beginning at 10:30 a.m. The Packers/Vikings football game will be played on a big screen and many raffle items are available. Motion by Fillion, seconded by Trott to table the “New Playground Equipment at the Village Park” issue until the November, 2017 Regular Board Meeting, carried.
Continue to Pursue Legal Action of Clean Up on E. Washington Avenue Property: Motion by Fillion, seconded by Brainerd to approve moving forward with legal action against the property owner on E. Washington Avenue, carried. Legal counsel will assist with the proper notification and court filings. Motion by Trott, seconded by Fillion to table the “Continue to Pursue legal Action of Clean Up on E. Washington Avenue Property” issue until the November, 2017 Regular Board Meeting, carried.
Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue: Newman reported he has been in contact with the W. Railroad Avenue property owner regarding the unsightly condition the property is in. Motion by Zimmer, seconded by Brainerd to table the “Approve Continuing to Pursue Legal Action to Raze a Building on a Property on W. Railroad Avenue” issue until the November, 2017 Regular Board Meeting, carried.
Administration:
Update Ordinances: A Committee meeting will be scheduled to review Ordinance Title 11 for possible updates. Motion by Fillion, seconded by Trott to table the “Update Ordinances” issue until the November, 2017 Regular Board Meeting, carried.
Finance:
All Committees Recommendations for 2018 Budget Workshop, October 11, 2017 at 4:00 p.m.: There will be a workshop on Wednesday, October 11, 2017, at 4:00 p.m. at the Village Hall for the 2018 Budget. Board members are asked to attend and give recommendations. The Village auditor and board members will be available to answer questions regarding the proposed budget.
Industrial Site:
Explore Options for Business Request-Wisconsin Sheep Dairy Cooperative Withdrew Request: Newman reported Larry Mesegeier contacted him and has withdrawn his request to secure property in the Village’s Industrial Site for the Wisconsin Sheep Dairy Cooperative. Motion by Zimmer, seconded by Brainerd to remove the “Explore Options for Business Request” issue from the Agenda, carried.
APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $33,088.47 carried.
ANNOUNCEMENTS:
Fall Clean Up-October 13th, & 14th, 2017. An attendant will be on duty at the collection site from 8:00 a.m. to 1:00 p.m. Curbside Pick-Up will be on Monday, October 16th, 2017. For those unable to haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, October 13th to arrange for pick-up.
Flushing Water Hydrants-October 16th, 17th, 18th & 19th, 2017 from 7 p.m. to 10 p.m. Please refrain from running water during this time.
Flu Vaccine Clinic: Lakeview Medical Center will hold a flu vaccine clinic at the Village Hall Wednesday,October 25, 2017, from 12:30 to 1:30 p.m. The cost is $25.00 per vaccine. Most insurance accepted including Medicare and Medicare Supplement, Medicaid & BadgerCare. Please call Alisa Lammers at 715-236-6439 with any questions regarding the clinic.
Christmas in Bruce-Saturday, December 9, 2017. The annual Christmas in Bruce celebration will be held on Saturday, December 9, 2017. Free soup and beverages will be served at the Village Hall. The Bruce Area Library will have children’s games & entertainment and a visit from Santa. The Bruce American Legion Auxiliary will hold a Pie & Ice Cream Social at the Legion Hall. “Blue Hills Chorale” and the “Rusk County Community Singers” will perform. The Bruce Blue Hills Lions Club is planning a Craft Show at the Bruce Fire Hall.
