BOARD MEETING MINUTES
October 1, 2018

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, October 1, 2018.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Gayanne Skogen, Bobbi Jo Fillion and Galen Brainerd. Terry Hegeholz attended also.

Newman announced the passing of Frank Vreeland. He expressed condolences to the family.  Frank was a long time resident of the Village of Bruce and served on the Board for several years.  He was also a very active member of the Bruce American Legion Post 268.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Motion by Trott, seconded by Fillion to dispense of the reading and approve the minutes of the September 4, 2018 Regular Board Meeting, carried.

TREASURER’S REPORT: Motion by Fillion, seconded by Brainerd to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported that the new water meters have been delivered. Twenty of the thirty purchased have been installed already.  The software for the electronic system will be installed on Wednesday.  The hydrant installation on Alvey Street is delayed until equipment for Wisconsin Rural Water Association is available to use.  Hopefully the work will begin on October 9th to install the hydrant.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Rusk Rider ATV Club-Dave Williams: Dave Williams attended at the meeting to give an update on the ATV routes.  He informed the Board that updated information is needed at the Rusk County Highway Commissioner’s office.  A revised Ordinance will be sent to the Commissioner after the Board approves it.

PUBLIC COMMENTS: Phillip Gumble attended the meeting and had questions about the new Village Shop project. The Board answered his questions and stated that the project is moving forward.

APPLICATIONS:
Operator’s Licenses: Motion by Zimmer, seconded by Brainerd to approve regular operator’s licenses for Sullivan R. Neal, Rachel A. Smith and Scott R. Hoiby, carried.
Sign Permit: Motion by Zimmer, seconded by Trott to approve a sign permit for Superior Choice Credit Union at 719 N. Main Street, carried.

COMMITTEE REPORTS:
Utility: PSC Application Submittal for Water Meter Replacement: Information reported under “Employees Report”. Motion by Trott, seconded by Zimmer to approve removing the “PSC Application Submittal for Water Meter Replacement” issue from the Agenda, carried.
Flushing Hydrant on South Alvey Street: The installation is delayed until equipment is delivered from Wisconsin Rural Water Association.   Motion by Zimmer, seconded by Trott to table the “Flushing Hydrant on South Alvey Street” issue until the November, 2018 Regular Board Meeting, carried.

Public Works:
Potential New Village Shop: Newman stated there is no new information to report. Motion by Trott, seconded by Fillion to table the “Potential New Village Shop” issue until the November, 2018 Regular Board Meeting, carried.
North Main Street Reconstruction Project-USDA Rural Development Funding: Nothing new to report. Motion by Zimmer, seconded by Skogen to table the “North Main Street Reconstruction Project-USDA Rural Development Funding” issue until the November, 2018 Regular Board Meeting, carried.

Public Welfare:
Park Playground Equipment-Border Purchase Approval: Newman reported the new playground equipment has been installed. The Village crew moved a swing set from Nathaniel Lutheran Church to the park playground area and new swings have been installed on it.  Donations are still being sought.  Motion by Zimmer, seconded by Fillion to remove the “New Playground Equipment at the Village Park” issue from the Agenda, carried.
Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue: Newman reported the Village now owns the property at 202 W. Railroad Avenue. The deed has been recorded.  Motion by Trott, seconded by Fillion to remove the “Continue to Pursue Legal Action to Raze Building on W. Railroad Avenue” issue from the Agenda, carried.
Flower Baskets on Main Street: Motion by Zimmer, seconded by Trott to table the “Flower Baskets on Main Street” issue until the November, 2018 Regular Board Meeting, carried.
Committee Meeting September 13, 2018 Report: A Committee meeting was held on September 13, 2018 to discuss options for flower baskets and possibly banners for the Main Street light poles. No decisions were made until more information is gathered for the costs.

Administration:
Update Ordinances: Motion by Zimmer, seconded by Fillion to refer to table the “Update Ordinances” issue until the November, 2018 Regular Monthly Board Meeting, carried.
Committee Meeting September 24, 2018 Report: Newman read changes to Ordinances as recommended by the Committee.  They are as follows;

Title 1:  1)     Change Ordinance 1-1-6 (a) (1) “General Penalty” to read:  .  .  .  “forfeit not less than Fifty Dollars ($50.00) in place of Twenty-Five AND Two Thousand Dollars ($2.000) in place of One-thousand Dollars.
2) Change Ordinance 1-1-6 (a) (2) “General Penalty” to read: . . . “forfeit not less than Two-Hundred Dollars ($200.00) instead of Fifty Dollars ($50.00) AND Two Thousand Dollars ($2.000) in place of One-thousand Dollars.
3) Seek advice from Rusk County Sheriff concerning Ordinance 10-1-6 (d thru g) This set of Ordinances deal with Juvenile Justice.
Title 2: 1) Change Ordinance 2-1-2: Reword to: The voting poll “hours” in the Village of Bruce, Rusk County, Wisconsin shall be “in compliance with Wisconsin State Statutes”. 2) Change Ordinance 2-1-17 (d): Reword the portion about Roberts Rules to read: “Roberts Rules of Order (most recent revision). 3) Change Ordinance 2-3-6: Replace the word “shall” with “may” contract with the Rusk County Sheriff’s Department for local law enforcement services.
Title 3: 1) Change Ordinance 3-1-17: Reword the fee for returning checks with insufficient funds be “based upon a fee set by the Board”. 2) Change Ordinance 3-3-8 (e): Simply include the most recent instructions from the “State of Wisconsin Government Accountability Board” concerning elections.
Title 4 & Title 5: No suggested changes.
Title 6: 1) Change Ordinance 6-2-8: Eliminate (a) and change letters (b) & (c) to (a) & (b) respectfully.
1. Eliminate statement: “Cross Reference: Title 6, Chapter 4”.
Motion by Zimmer, seconded by Brainerd to approve changes to the reviewed Ordinances, carried.

Update Ordinance #10-4-2 All-Terrain Vehicles Routes: The Board reviewed the updated Ordinance #10-4-2 All-Terrain Vehicles Routes.  Motion by Fillion, seconded by Zimmer to approve the updated Ordinance #10-4-2 All-Terrain Vehicles Routes, carried.  A copy of the Ordinance will be sent to the Rusk County Board to further support securing access to the Highway 8 bridge route for all-terrain vehicles.  Motion by Zimmer, seconded by Skogen to remove the “Update Ordinance #10-4-2 All-Terrain Vehicles Routes” issue from the Agenda, carried.

Finance:
All Committees Recommendations for 2019 Budget Workshop, October 11, 2018 at 4:00 p.m.: There will be a workshop on Thursday, October 11, 2018 at 4:00 p.m. at the Village Hall for the 2019 Budget.   Board members are asked to attend and give recommendations.  The Village auditor and Board members will be available to answer questions regarding the proposed budget.

NEW BUSINESS:
Certified Survey Map Approval: Stan Spoor is purchasing a piece of property from an owner on West Nancy Avenue.  He provided a Certified Survey Map for the Board to review and approve.  Motion by Zimmer, seconded by Brainerd to approve the Certified Survey Map provided by Stan Spoor, carried.  Motion by Trott, seconded by Fillion to remove the “Certified Survey Map Approval” issue from the Agenda, carried.

APPROVAL OF BILLS: Motion by Fillion, seconded by Trott to pay vouchers and electronic tax payments totaling $41,975.75, carried.

ANNOUNCEMENTS:
Fall Clean Up-October 12th, & 13th, 2018.  An attendant will be on duty at the collection site from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday, October 15th, 2018.  For those unable to haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, October 12th to arrange for pick-up.
Flushing Water Hydrants-October 15th, 16th, 17th & 18th, 2018 from 7 p.m. to 10 p.m. Please refrain from running water during this time.
Flu Vaccine Clinic: Lakeview Medical Center will hold a flu vaccine clinic at the Village Hall Wednesday, October 24, 2018, from 12:30 p.m. to 1:30 p.m.  The cost is $25.00 per vaccine. Most insurance accepted including Medicare and Medicare Supplement, Medicaid & BadgerCare.  Please call Alisa Lammers at 715-236-6439 with any questions regarding the clinic.
