BOARD MEETING MINUTES
October 5, 2015

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, October 5, 2015.

Village President Mike Newman presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Shane Trott, Jim Doke, Gayanne Skogen and Jim Moore.  Terry Hegeholz attended also.

Motion by Doke, seconded by Trott to approve the Agenda, carried.

Motion by Doke, seconded by Skogen to dispense of the reading and approve the minutes of the September 8, 2015 Regular Board Meeting and the October 1, 2015 Special Board Meeting, carried.

TREASURER’S REPORT:  Motion by Zimmer, seconded by Doke to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow attended the meeting and reported the Fall Clean up Weekend is scheduled for October 9th & 10th from 8:00 a.m. to 1:00 p.m.  Curbside pick-up will be October 12th.  The sewers have been jetted and workers will begin flushing lines.  She also reported the park will be closed for the season beginning the week of October 12th.  The gates will remain open for people to drive through the park but the water lines and bathrooms will be drained and not in use.  There is a prospect on a used plow truck and Wundrow reported she will look at a 2006 Sterling Plow Truck from V & H Motors from Marshfield in the upcoming weeks.

APPLICATIONS:

Building Permits: 

Motion by Doke, seconded by Zimmer to approve a building permit for Cynthia Byrne to re-roof her house and garage at 1232 N. 1st Street, carried.

Motion by Zimmer, seconded by Doke to approve a building permit for Tim Anderson to build a twelve foot by twelve foot storage shed on the property he rents and Oaks Management owns, at 912 N. 1st Street, carried.

Motion by Trott, seconded by Doke to approve a building permit for Scott Brinker to build a fourteen foot by twenty-four foot addition to his storage shed at 1036 E. Chippewa Avenue, carried.

Motion by Skogen, seconded by Trott to approve a building permit for Michael Newman to install new windows on his house at 620 N. 2nd Street, carried.

Bow Hunting Permits:  Motion by Zimmer, seconded by Trott to approve bow hunting permits for Luke Tesky and Mike Hooker to hunt deer with a bow on Village owned property, carried.

COMMITTEE REPORTS:

Public Works:

Potential New Village Shop-Larry Gotham:    Larry Gotham, of Rusk Surveying, attended the meeting to give an update on the new Village shop issue. Maps have been sent to the Village’s legal counsel to get his written opinion on the issues involved with getting a clear title for the property that the current Village shop occupies. Gotham again discussed the Board’s option to file a Notice of Intent with the Department of Natural Resources through the Safe Drinking Water Loan Fund Program. A priority ranking form is completed along with the application that allows the DNR to evaluate, through a point system, the project for possible eligibility for principle forgiveness funding.

Notice of Intent to File for Safe Drinking Water Loan Program:  Motion by Doke, seconded by Zimmer to approve submitting a Notice of Intent to File for Safe Drinking Water Loan Program by October 31, 2015, carried.

LRIP Application-Schedule Committee Meeting:  A committee meeting will be scheduled in October to begin the process of filing an application for the Local Roads Improvement Program for possible funding through the Department of Transportation. Motion by Zimmer, seconded by Trott to refer the LRIP Application issue to committee to complete the application, carried.

The application is due to the Rusk County Highway Department Commissioner by November 1, 2015.  The Village will be notified of the meeting to be scheduled in November to consider the funding requests.

PASER-Due December 15, 2015:  The Pavement Surface Evaluation and Rating (PASER) report is due to the Department of Transportation by December 15, 2015.  Darlene has recorded the surface changes for the streets and will submit the report electronically before the deadline.

Public Welfare:

Drainage Ditch at Village Park: Nothing new to report.  Motion by Doke, seconded by Trott to approve tabling the “Drainage Ditch at Village Park” issue until the November, 2015 Regular Board Meeting, carried.

Committee Meeting September 15, 2015 Report:  The Committee met with DNR Forester Bob Hauser at the Village Park to discuss options for removing diseased pine trees.  Hauser will mark the ones affected and the Committee will seek estimates on the costs to have them removed.

Special Board Meeting October 1, 2015-Urban Forestry Grant Application & Resolution: A Special Board Meeting was held on October 1st to review the Urban Forestry Startup Grant application to submit to the DNR by October 1st.  The Village has committed to spending $10,000.00 to fund a project to remove diseased trees at the Village Park and half would be reimbursed through the grant if awarded.  Resolution #15-03 was adopted as part of the process to obtain the grant.

Committee Meeting September 23, 2015 Report:  A Committee Meeting was held on September 23rd to discuss the Main Street Beautification Project. Purchasing garbage receptacles and possibly having the marquees lit at the Bruce Theatre was discussed.  They also did unsightly property inspections and letters were sent out to several property owners.

Finance: 

Plow Truck Purchase-Bid Submitted to Barron County Highway Dept.: Motion by Trott, seconded by Doke to approve tabling the “Plow Truck Purchase” issue until the November, 2015 Regular Board Meeting, carried.

All Committees Recommendations for 2016 Budget Workshop, October 13, 2015 at 4:00 p.m.:  There will be a workshop on Tuesday, October 13, 2015, at 4:00 p.m. at the Village Hall for the 2016 Budget.  Board members are asked to attend and give recommendations.  The Village auditor and board members will be available to answer questions regarding the proposed budget.

Industrial Site:
Newman reported he contacted Bob Parmley at Morgan & Parmley, Ltd. for a rough estimate on costs to run water and sewer to the Industrial Park.

UNFINISHED BUSINESS:

Kiwanis Playground Equipment Grant Donation-Arlene Knops: Motion by Zimmer, seconded by Trott to approve tabling the “Kiwanis Playground Equipment Grant Donation” issue until the November, 2015 Regular Board Meeting, carried.

Main Street Beautification Project Update: Lorna Meyer and Jeanne Nelson attended the meeting and gave an update on the Main Street Beautification ProjectThe windows at 724 N. Main Street have a display from a bar stool upholstering business. Seasonal murals are on display in the windows at 714 N. Main Street. Meyer is waiting to hear from the American Legion and other Main Street businesses for possible donations to help with the costs of what is being done.  Discussion was held regarding installing garbage receptacles between the buildings at 724 North Main Street and 722 North Main Street providing a place to deposit garbage instead of having it left on the sidewalks. Discussion was held and concerns were raised as to where they should be placed and what type should be used.  The Board will explore options for them.  The marquee at the Bruce Theatre, 616 North Main Street, was discussed to possibly display seasonal greetings throughout the year. The cost to light the sign and who would pay for it was discussed also.  Jim Doke stated that the Kiwanis and Lions Club would be interested in helping with costs to promote Main Street.  Newman thanked them for their efforts and will keep in touch on continued efforts.  Motion by Zimmer, seconded by Doke to approve tabling the “Main Street Beautification Project” issue until the November, 2015 Regular Board Meeting, carried.

Pine Trees in Village Park: Reported under Public Welfare, under “Special Board Meeting”.  Motion by Trott, seconded by Zimmer to approve tabling the “Pine Trees in Village Park” issue until the November, 2015 Regular Board Meeting, carried.

APPROVAL OF BILLS: Motion by Trott, seconded by Zimmer to pay vouchers and electronic tax payments totaling $33,499.86, carried.

ANNOUNCEMENTS:

Fall Clean Up-October 9th, & 10th, 2015.  An attendant will be on duty at the collection site from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday, October 12th, 2015.  For those unable to haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, October 9th to arrange for pick-up.

Flushing Water Hydrants-October 19th, 20th, 21st & 22nd, 2015 from 7 p.m. to 10 p.m. Please refrain from running water during this time.

Flu Vaccine Clinic: Lakeview Medical Center will hold a flu vaccine clinic at the Village Hall Wednesday, October 14, 2015, from 12:30 to 1:30 p.m.  The cost is $25.00 per vaccine. Most insurance accepted including Medicare and Medicare Supplement, Medicaid & BadgerCare.  Please call Alisa Lammers at 715-236-6439 with any questions regarding the clinic.
