VILLAGE OF BRUCE
BOARD MEETING MINUTES
September 8, 2020

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, September 8th, 2020.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Mark Zimmer, Galen Brainerd, Rob Grabon & Avery Newman. Jessica Hegeholz attended also.

Motion by Brainerd, seconded by Zimmer to approve the August 3rd, 2020 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Zimmer, seconded by Brainerd to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Darlene Wundrow did not attend the meeting. Nothing to report.

PUBLIC COMMENTS: Bob Lorkowski attended the meeting to present the Board with a quote he received for the work he wants to do on his parking lot blacktop repair job. Lorkowski is asking the Board to consider paying the Village owned alley portion of the project. A committee will be set up at a future date to discuss the item. Lorkowski also wanted to discuss with the Board a ‘Fall Color Car Tour’ that will be going on October 10th, 2020. The event is called “10 – 10 – 2020” and there will be several classic cars stopping in Bruce for a tour of his shop and making there way through the Blue Hills.
APPLICATIONS:
Building Permits:

Motion by Zimmer, seconded by Brainerd to approve a building permit for John Hoiby, Sr. to install a fence on his property at 1024 N. 1st Street, with the written approval from the neighbors to install it on the property line, carried.
Motion by Brainerd, seconded by Zimmer to approve a building permit for Dan Robinson to build a garage on his property at 717 N. 3rd St., carried.
Motion by Brainerd, seconded by Grabon to approve a building permit for Bruce Telephone Co. to install solar panels on their building located at 620 N. Alvey St., carried.
Operator’s License:
Motion by Brainerd, seconded by Zimmer to approve an operator’s license for Erica L. Williams, carried.
Bow Hunting Permits:
Motion by Zimmer, seconded by Brainerd to approve a bow hunting permit for Jim O’Donnell, carried.
Motion by Brainerd, seconded by Grabon to approve a bow hunting permit for Mike Hooker, carried.

COMMITTEE REPORTS:

Public Works:
New Village Shop Update: The project and all required paperwork is completed and submitted. Motion by Brainerd, seconded by Zimmer to remove the “New Village Shop Update’ issue from the agenda, carried.

North Main Street Reconstruction Project:
Endorsement of Fair Housing Principles: Trott read the Fair Housing Principles aloud to the Board.
Purchase Approval for Proposed North Main Street Reconstruction Project-Coleman Street Lift Station Location:
Motion by Brainerd, seconded by Newman to send the item to committee, carried. Motion by Brainerd, seconded by Grabon to table the “Purchase Approval for Proposed North Main Street Reconstruction Project-Coleman Street Lift Station Location” issue until the October, 2020 Regular Monthly Meeting, carried.

Public Welfare:
2021 Library Budget Approval: Motion by Zimmer, seconded by Newman to approve the Bruce Library’s 2021 budget at $46,260.91, carried.

Administration:
Update Ordinances: Motion by Brainerd, seconded by Grabon to send the item to committee. Motion by Newman, seconded by Brainerd to table the “Update Ordinances” issue until the October, 2020 Regular Monthly Board Meeting, carried.
Employee Wage Negotiations: Motion by Zimmer, seconded by Grabon to send the item to committee.Motion by Brainerd, seconded by Newman to table the “Employee Wage Negotiations” issue until the October, 2020 Regular Monthly Board Meeting, carried.
Employee Manual Update:
Motion by Newman, seconded by Brainerd to send the item to committee. Motion by Zimmer, seconded by Brainerd to table the “Employee Manual Update” issue until the October, 2020 Regular Monthly Board Meeting, carried.
Approval of Amendments/Revisions to Ordinance Title 3-Chapter 2-Article A: After review by the Board, motion by Newman, seconded by Brainerd to approve the amendments and revisions to Ordinance Title 3-Chapter 2-Article A, carried.

Finance:
Sale of Village Plow Truck: Trott reported he has been verbally offered a price from two individuals for the old Village plow truck that is no longer used. Motion by Grabon, seconded by Brainerd to sell the plow truck to Mac McGaughey for $1,000.00, carried.
Routes to Recovery-Local Government Aid Grant: Trott reported that the Village received an aid grant from the State in the amount of $12,339.00 to cover any expenditures that were lost due to COVID.

APPROVAL OF BILLS: Motion by Zimmer, seconded by Brainerd to pay vouchers and electronic payments totaling $57,262.76, carried.

CORRESPONDENCE: Trott reported that he received notice from Village Trustee, Larry Cabak that morning, that he would be resigning effective immediately.

ANNOUNCEMENTS:
Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m. through October 16th.  The market will be located in the Bruce Telephone corner lot on Hwy 8 and N. Alvey Street.
Fall Clean Up-October 16th, 17th, & 19th, 2020: An attendant will be on duty at the collection site from 8:00 a.m. to 1:00 p.m.  Curbside Pick-Up will be on Monday, October 19th, 2020.  For those unable to haul their own refuse please call the Village Hall at 868-2185 by 3:00 p.m. on Friday, October 17th to arrange for pick-up.
Flushing Water Hydrants-October 5th, 6th, 7th, 8th & 9th, 2020 from 7 p.m. to 10 p.m.: Please refrain from running water during this time.
