BOARD MEETING MINUTES

December 1st, 2025

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, December 1st, 2025.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 5:30 p.m. Board members present were Galen Brainerd, Tim Dolan & Jim Johnson. Kim Grasley, Darlene Wundrow & Mark Zimmer were absent. Clerk/Treasurer Jessica Hayes attended also.

– PLEDGE OF ALLEGIANCE –

APPROVAL OF MINUTES:
Motion by Brainerd, seconded by Johnson to approve the November 10th, 2025 Budget Hearing Minutes, carried.
Motion by Johnson, seconded by Brainerd to approve the November 10th, 2025 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Johnson, seconded by Brainerd to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT:
Gudis attended the meeting to report that the steel in the garbage building is being installed as well as the garage openers on the two doors.

Garbage Building Heater: Gudis will obtain quotes for a heater for the garbage building to submit at the January 5th, 2026 meeting.

Gudis reported that the snow plowing bid was accepted by the Bruce School for the Village to plow for them at a rate of $475.00 per event for a two-year term. The crew has already plowed twice for them.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:

Curt Kopras – Garbage Invoice Dispute: No show.
Trevor Richards – Library Update:
Library Director Richards attended the meeting to give the Board an update on the library’s most recent activities. The ‘Author Talks’ program is showing very good attendance.
Christmas in Bruce on December 13th, there will be a visit with Santa with a free book and candy. There will also be games and prizes for children, basket raffles and book sales from 10:00 a.m. – 2:00 p.m.
Planning is underway for a ‘Pi’ event on March 14th, 2026.

APPLICATIONS:
An application was submitted for a Picnic License for the Bruce Blue Hill’s Lion’s Club but was cancelled per the Lion’s Club before the meeting.
An application for an Operator’s License for Cassandra Fisher was submitted but cancelled per Fisher before the meeting.

COMMITTEE REPORTS:
Public Works:

Alley Paving: Monarch Paving will be back in the spring to complete the project. Motion by Brainerd, seconded by Johnson to table the ‘Alley Paving’ item until the January, 2026 Regular Monthly Meeting, carried.
LRIP (Local Road Improvement Program) Funds:
There is a meeting scheduled for December 4th at 1:00 p.m. at the County to discuss the disbursement of funds for all submitted LRIP applications. Motion by Johnson, seconded by Brainerd to table the ‘LRIP (Local Road Improvement Program) Funds’ issue until the January, 2026 Regular Monthly Board Meeting, carried.

Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion:
Nothing new to discuss this month. Motion by Brainerd, seconded by Dolan to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the January, 2026 Regular Monthly Board Meeting, carried.

Administration:
Appointment of Election Board Members:
Motion by Brainerd, seconded by Dolan to approve Karen Hanson, Bev Burnap, Martha Aponte, Carol Woodmansee and Marlys Javener as election board members for the 2026 election cycle, carried.

NEW BUSINESS:
Set 2026 Caucus:
The Village of Bruce 2026 Caucus will be held January 5th, 2026 at 5:00 p.m.

APPROVAL OF BILLS: Motion by Dolan, seconded by Brainerd to pay vouchers and electronic payments totaling $55,095.63 carried.

ANNOUNCEMENTS:
Christmas in Bruce: December 13th, 2025
Village Hall Christmas Holiday Hours: The Village Hall will be closed on December 24th & 25th, 2025 for the Christmas Holiday
Village Hall New Year’s Hours: The Village Hall will be closed December 31st, 2025 and January 1st, 2026 for the New Year’s Holiday.
‘The Giving Tree’ – There will be a Christmas tree at the Village Hall supplied with children’s gift ideas and needs for the holiday season. Come grab a card off the tree and drop all unwrapped donations back off at the Village Hall by December 11th.
