BOARD MEETING MINUTES
December 2nd, 2024
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, December 2nd, 2024.
Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 5:30 p.m. Board members present were Galen Brainerd, Darlene Wundrow, Tim Dolan, Kim Grasley and Jim Johnson. Member Mark Zimmer was absent. Clerk/Treasurer Jessica Hayes attended also.
– PLEDGE OF ALLEGIANCE –
APPROVAL OF MINUTES:
Motion by Dolan, seconded by Johnson to approve the November 12th, 2024 Budget Hearing Minutes, carried.
Motion by Brainerd, seconded by Grasley to approve the November 12th, 2024 Regular Monthly Board Meeting Minutes, carried.
TREASURER’S REPORT: Motion by Johnson, seconded by Grasley to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Casey Gudis attended the meeting and reported to the Board that the crew has been busy clearing trees at the cemetery in preparation to open the 6th Addition.
They will begin delivering the new Village garbage cans this week.
The new plow truck chassis is in at Meyer International, and the truck is expected to be ready for pick up in February of 2025.
COMMITTEE REPORTS:
Utility:
Garbage Contract Discussion: Discussion was had on the modifications that need to be made on the new garbage truck building. The original contractor submitted a quote for the additional work. Motion by Wundrow, seconded by Dolan to approve the modifications bid in the amount of $30,630.00 from Northland Construction Services, carried. Motion by Grasley, seconded by Wundrow to table the ‘Garbage Contract Discussion’ item until the January, 2025 Regular Monthly Board Meeting, carried.
Public Works:
LRIP (Local Road Improvement Program) Funds: Discussion was had on the completion of the Business 40 project. Monarch will be back in the spring to make the necessary adjustments to the road. Motion by Wundrow, seconded by Johnson to pay the invoice of completion in the amount of $106,301.63 to Monarch Paving Company, carried. All paperwork will be submitted to the DOT for reimbursement through the LRIP Program. Motion by Grasley, seconded by Johnson to table the ‘LRIP (Local Road Improvement Program) Funds’ item until the January, 2025 Regular Monthly Board Meeting, carried.
Committee Meeting 11/25/24 Report/Minutes: A committee meeting was held on November 25th, 2024. Several members were absent. The meeting will be rescheduled.
Sewer Line Replacement – Alley Between North Main & Alvey Street: A meeting is scheduled for Thursday, December 5th, 2024 at 8:30 a.m. Nothing further to discuss at this time. Motion by Johnson, seconded by Grasley to table the ‘Sewer Line Replacement – Alley Between North Main & Alvey Street’ item until the January, 2025 Regular Monthly Board Meeting, carried.
Water Filtration Project – Corrective Work on Village Wells & River Avenue:

The project is completed and the Village is waiting on one final invoice from Morgan & Parmley, Ltd. Motion by Grasley, seconded by Johnson to table the ‘Water Filtration Project – Corrective Work on Village Wells & River Avenue’ item until the January, 2025 Regular Monthly Board Meeting, carried.
Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion: Nothing new to report this month. Motion by Wundrow, seconded by Grasley to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the January, 2025 Regular Monthly Board Meeting, carried.
Administration:
Ordinance Title 2 Chapter 2 Section 2-2-9 Amendment Approval: Motion by Wundrow, seconded by Grasley to approve amending Ordinance Title 2 Chapter 2 Section 2-2-9, pertaining to the time set for monthly board meetings, carried. A full text of the ordinance will be published in the Ladysmith News and will also be available at the Village Hall for inspection Monday through Friday from 8:30 a.m. to 3:00 p.m.Regular Monthly Meetings will now be the first Monday of every month at 5:30 p.m., unless posted otherwise.
Ordinance Title 8 Chapter 3 Section 8-3-5 Amendment Approval: Motion by Johnson, seconded by Grasley to approve amending Ordinance Title 8 Chapter 3 Section 8-3-5, pertaining to approved waste and refuse containers, carried. A full text of the ordinance will be published in the Ladysmith News and will also be available at the Village Hall for inspection Monday through Friday from 8:30 a.m. to 3:00 p.m.
Appointment of Election Board Members: Motion by Johnson, seconded by Grasley to approve Karen Hanson, Bev Burnap, Martha Aponte, Carol Woodmansee, Marlys Javener and Grace Zimmer as election board members for the 2025-2027 election cycle, carried.
Finance:
Designation of Village of Bruce CD: At the November, 2024 Regular Monthly Meeting, the Board had voted to move the current CD the Village holds at 2.23% with Chippewa Valley Bank over to Superior Choice Credit Union in Ladysmith for one year at 4%. Chippewa Valley Bank had reached out after the meeting and offered to match SCCU’s offer. Motion by Wundrow, seconded by Grasley to keep the CD local, and with Chippewa Valley Bank, carried.
NEW BUSINESS:
Set 2025 Caucus: The Village of Bruce 2025 Caucus will be held January 6th, 2025 at 5:00 p.m.
APPROVAL OF BILLS: Motion by Grasley, seconded by Johnson to pay vouchers and electronic payments totaling $165,241.49, carried.
ANNOUNCEMENTS:
Christmas in Bruce: December 14th, 2024
Village Hall Christmas Holiday Hours: The Village Hall will be closed on December 24th & 25th, 2024 for the Christmas Holiday
Village Hall New Year’s Hours: The Village Hall will be closed December 31st, 2024 and January 1st, 2025 for the New Year’s Holiday.
‘The Giving Tree’ – There will be a Christmas tree at the Village Hall supplied with a child’s information and needs for the holiday season. Come grab a card off the tree and be the person who makes a child smile this Christmas!
