BOARD MEETING MINUTES

June 3rd, 2024

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 3rd, 2024.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Jim Johnson, Galen Brainerd, Kim Grasley, Darlene Wundrow, Tim Dolan and Mark Zimmer. Clerk/Treasurer Jessica Hayes and Deputy Nicole Frisinger attended also.

– PLEDGE OF ALLEGIANCE –

APPROVAL OF MINUTES:
Motion by Brainerd, seconded by Zimmer to approve the May 6th, 2024 Regular Monthly Board Meeting Minutes, carried.
Motion by Wundrow, seconded by Grasley to approve the May 15th, 2024 Board of Review minutes, carried.

TREASURER’S REPORT: Motion by Zimmer, seconded by Johnson to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT:
CMAR & CCR Reports: Casey Gudis attended the meeting and reported to the Board that both CMAR (Compliance Maintenance Annual Report) and CCR (Consumer Confidence Report) have both been submitted to the DNR. These are mandatory reports due to the DNR annually. No violations were issued on the CCR. Copies are available to pick up at the Village Hall. They will not be mailed to residents. The CMAR came back with a 4.0 and grades of all ‘A’s’ in every category.

Lateral Installation – Small Town Apartments:
Gudis is requesting to have water lines installed to the duplex units to have separate shut offs to each unit. The units currently share one shut off valve inside the unit which makes disconnection for delinquent accounts nearly impossible. Per the PSC, the work can be completed and billed to the property owner. Motion by Zimmer, seconded by Wundrow to approve moving forward with the work, carried.

DFA (Dairy Farmers of America, formerly known as DairiConcepts) reached out to the Village regarding hooking up to the Village’s water system. A meeting is scheduled for June 5th at 2:00 p.m.

The crew is also working on getting the second veteran’s mural wall framework built at the park. The artist for the murals notified the Village that the murals will not be completed until the Spring of 2025.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Bruce Blue Hills Lion’s Club – Festival Donation Request:
A letter was submitted by the Blue Hill’s Lion’s Club requesting a donation for the Blue Hills Festival held July 12th thru July 14th. Motion by Wundrow, seconded by Zimmer to donate $500.00 to the festival, carried.

Building Permits:
Motion by Zimmer, seconded by Grasley to approve a building permit to Wade Menze to install a fence on his property located at 1119 N. 1st Street, carried.
Motion by Wundrow, seconded by Grasley to approve a building permit to Wade Menze to insulate an attached garage and install windows at his property located at 1119 N. 1st Street, carried.
Motion by Zimmer, seconded by Grasley to approve a building permit to Chris Albrecht to install a cement slab on his property located at 610 N. Blacburn Street, carried.
Liquor Licenses: Motion by Wundrow, seconded by Zimmer to approve a Class ‘A’ Liquor License to Dollar General Store #19877, expiring June 30th, 2025, carried.
Motion by Grasley, seconded by Brainerd to approve a Class ‘A’ Beer License to Dollar General Store #19877, expiring June 30th, 2025, carried.
Motion by Zimmer, seconded by Wundrow to approve a Class ‘A’ Beer License to J & S Sales of Chippewa Falls, d/b/a Express Mart, expiring June 30th, 2025, carried.
Motion by Zimmer, seconded by Grasley to approve a Class ‘B’ Combo Liquor & Beer License to JB & SM Enterprises, LLC, d/b/a Hot Shots, expiring June 30th, 2025, carried.
Motion by Brainerd, seconded by Zimmer to approve a Class ‘B’ Combo Liquor and Beer license to JC Quinn International, LLC, d/b/a Glory B Irish Pub, expiring June 30th, 2025, carried.

CMAR Resolution #24-02: Motion by Wundrow, seconded by Johnson to approve Resolution #24-02 for the submittance of the 2023 CMAR to the Department of Natural Resources, carried.
2023 Consumer Confidence Report (CCR) Submitted to DNR: The annual Consumer Confidence Report (CCR), a water quality report, has been submitted to the DNR. Publication and posting requirements have been met. A copy of the annual report is available at the Village Hall and on the Village’s website. 

Public Works:

LRIP (Local Road Improvement Program) Funds: One bid was submitted for the MSILT Business 40 Project. The bid was submitted by Monarch Paving Company out of Amery, WI in the amount of $106,301.63. Motion by Brainerd, seconded by Zimmer to accept the bid from Monarch Paving Company in the amount of $106,301.63, carried. Motion by Grasley, seconded by Johnson to table the ‘LRIP (Local Road Improvement Program) Funds’ item until the July, 2024 Regular Monthly Board Meeting, carried.

Water Filtration Project – Corrective Work on Village Wells & River Avenue:

The change order was not ready by the engineer for discussion. Motion by Johnson, seconded by Zimmer to table the ‘Change Order #4 Discussion/Approval’ item until the July, 2024 Regular Monthly Board Meeting, carried.

Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion:
Nothing new to report this month. Motion by Brainerd, seconded by Grasley to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the July, 2024 Regular Monthly Board Meeting, carried.
Park Dugout Update:
Motion by Zimmer, seconded by Grasley to remove the item from the agenda, carried.
Library Interior Painting: Quotes have yet to be submitted by the contractors. Nothing further to discuss at this time. Motion by Zimmer, seconded by Johnson to table the ‘Library Interior Painting’ item until the July, 2024 Regular Monthly Board Meeting, carried.

Administration:
Committee Meeting 5/22/24 Minutes/Report:
A committee meeting was held on May 22nd, 2024. Below are the minutes from that meeting:
The committee met to interview three applicants for the part time summer help positions. Coy Engel, Caleb Johnson & Gavin Golat.
Gudis said that the crew has plenty of work and could use all three applicants to complete projects throughout the Village this summer.
The committee is recommending hiring all three applicants at $12.00/hr and working 15-18 hours/week during the summer months.
Motion by Wundrow, seconded by Brainerd to approve the committees’ recommendations, carried.

Closed Session:
Motion by Grasley, seconded by Zimmer to go in to closed session for considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility, under Wisconsin Statues 19.85 (1)(e) and (1)(c), motion carried.

All responded yes – Closed session at 7:31 p.m.

Motion by Brainerd, seconded by Johnson to reconvene to Open Session – at 8:00 p.m. – Motion carried.

Motion by Johnson, seconded by Grasley to offer the full time maintenance position to Jason Gudis at $21.00/hr, carried.

Maintenance Position Hire:
Motion by Grasley, seconded by Brainerd to table the ‘Maintenance Position Hire’ item until the July, 2024 Regular Monthly Board Meeting, carried.

Finance:
2025-2027 Assessment Contract – Elk River Appraisals:
Motion by Zimmer, seconded by Johnson to approve the agreement for assessment services with Elk River Appraisals through May 31st, 2027, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Grasley to pay vouchers and electronic payments totaling $324,449.02, carried.

ANNOUNCEMENTS:
Village Wide Garage Sales: June 8th, 2024
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 5:00 p.m. to 8:00 p.m. June 18th, July 16th & August 20th.
