BOARD MEETING MINUTES
June 1st, 2026
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 1st, 2026.
Village President Shane Trott presided and called to order the meeting at the American Legion Hall facility at 5:30 p.m., 804 N. Main Street. Board members present were Galen Brainerd, John Hoiby, Jim Johnson, Mark Zimmer & Darlene Wundrow. Trustee Tim Dolan was absent. Clerk/Treasurer Jessica Hayes and Deputy Nicole Frisinger attended also.

APPROVAL OF MINUTES:
Motion by Brainerd, seconded by Johnson to approve the May 4th, 2026 Regular Monthly Board Meeting Minutes, carried.
Motion by Johnson, seconded by Zimmer to approve the May 12th, 2026 Special Board Meeting Minutes, carried.
Motion by Johnson, seconded by Hoiby to approve the May 18th, 2026 Special Board Meeting Minutes, carried.
Motion by Brainerd, seconded by Johnson to approve the May 20th, 2026 Board of Review Minutes, carried.
TREASURER’S REPORT: Motion by Johnson, seconded by Zimmer to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Gudis attended the meeting to report to the Board that the crew has been busy mowing and getting the park ready for sectionals.
The part time summer workers have started.
Street sweeping has been completed.
CMAR & CCR Reports: Gudis reported that the 2025 CCR report has been submitted to the DNR with no violations. Postings of the report will be in the Ladysmith News, Village website and available in the office upon request.
The 2025 CMAR report is completed and ready for submittal to the DNR after approval of resolution #26-01 later in the meeting. A GPA of 3.74% was given due to a grade of a ‘B’ in the BOD section. High BOD #’s occur in the spring when the ponds turn over.
The Village will not be required for another inspection until 2028.
Flushing Hydrants: Gudis reported that the crew will continue to flush hydrants during regular office hours instead of evenings like it has been done in previous years.
Brainerd asked about getting concrete slabs installed at the Veteran’s mural at the park. The American Legion is interested in donating benches for the location.
PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Trevor Richards-Library Director Update: Richards attended the meeting to give the Board an update on recent library activities.
The Summer Reading Program has begun. All event information is available on their website.
June 15th, the Library is hosting a ‘Dad Joke’ contest.
APPLICATIONS:
Class ‘B’ Picnic License:
Motion by Zimmer, seconded by Brainerd to approve a Class ‘B’ Picnic License to the Bruce Booster Club/Blue Hills Lion’s Club for their Bruce Booster Club Fish Fry event scheduled for June 19th, 2026, carried.
Building Permits:
Motion by Johnson, seconded by Brainerd to approve a building permit to Andrew Buchman to install a driveway at his property located at 834 N. Alvey Street, carried.
Motion by Zimmer, seconded by Johnson to approve a building permit to Tom Hanson to replace shingles/soffit and painting of his house located at 532 E. Feller Avenue, carried.
Motion by Zimmer, seconded by Brainerd to table the application for Tim Ladwig for a driveway installation permit at his property located at 931 N. 1st Street, carried.
Liquor Licenses:
Motion by Zimmer, seconded by Johnson to approve a Class ‘A’ liquor license to DolgenCorp, LLC, Dollar General Store #19877, April Kaiser, agent, carried.
Motion by Johnson, seconded by Wundrow to approve a Class ‘A’ beer license to DolgenCorp, LLC, Dollar General Store #19877, April Kaiser, agent and J & S Sales of Chippewa Falls, d/b/a Express Mart, Brenda Gauthier, agent, carried.
Motion by Johnson, seconded by Wundrow to approve a Class ‘B’ combo liquor and beer license to JC Quin International, LLC, d/b/a Glory B Irish Pub, Justin E. Quinn, agent and Gateway Gourmets, LLC, Robert Lorkowski, agent, carried.
Cigarette Licenses:
Motion by Wundrow, seconded by Brainerd to approve cigarette license to Express Mart, Dollar General and Glory B Irish Pub, carried.
Coin Machine Licenses:
Motion by Brainerd, seconded by Hoiby to approve coin machine licenses to Glory B Irish Pub, Bruce Public School, Bruce American Legion, Gateway Inn & Suites and Express Mart, carried.
2026-2027 Operator’s License Renewals:
Motion by Zimmer, seconded by Johnson to approve operator’s licenses for the 2026-2027 cycle to: Brenda M. Gauthier, Branden J. Wickman, Justin E. Quinn, Timothy T. Tinker, Jerald L. Johnson, Julee M. Erikson, Catalina R. Quinn, Carol M. Johnson, Jacqueline A. Quinn, Kenna L. Sinette, Robert F. Lorkowski, Traci J. Tucker, Richelle M. Heavilin, Tiphanie L. Copeland, Victoria M. COMMITTEE REPORTS:
Public Safety:
Village Hall Water Damage:
No bids have been received for the reconstruction of the Village Hall facility. Trott was contacted by a contractor on submitting a bid but is unable to supply that to the Board quite yet. Motion by Zimmer, seconded by Hoiby to table the ‘Village Hall Water Damage’ item until the July, 2026 Regular Monthly Meeting, carried.
Temporary Village Offices will be located at the Village Shop, 228 E. River Avenue, Board and Committee meetings will be located at the American Legion Hall, 804 N. Main Street and elections will be located at the American Legion Hall until further notice.
Public Works:
Russ Thompson Invoice #53734: An invoice in the amount of $1,246.64 was submitted from Russ Thompson’s for final project clean up of the alley work between Main St. & Alvey St. After discussion of the invoice, motion by Zimmer, seconded by Hoiby to deny paying the invoice, carried.
Alley Paving: Nothing new to report this month. Motion by Johnson, seconded by Wundrow to table the ‘Alley Paving’ item until the July, 2026 Regular Monthly Meeting, carried.
Main Street Repairs: Nothing new to discuss this month. Motion by Zimmer, seconded by Johnson to table the ‘Main Street Repairs’ item until the July, 2026 Regular Monthly Meeting, carried.
CMAR Resolution #26-01: Motion by Wundrow, seconded by Johnson to approve resolution #26-01 for submittal of the CMAR to the DNR, carried.
2025 Consumer Confidence Report (CCR) submitted to DNR: Gudis reported that the annual CCR report was submitted to the DNR with no violations.
Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion:
Materials for renovations of the concession stand have been ordered and construction will begin once the items are received. Motion by Johnson, seconded by Zimmer to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the July, 2026 Regular Monthly Board Meeting, carried.
Gudis stated that the crew will get the outside of the building painted this week.
Administration:
Summer Help Hire: Motion by Wundrow, seconded by Johnson to remove the ‘Summer Help Hire’ item from the agenda, carried.
NEW BUSINESS:
Review 2025 TID #2 Annual Report: Trott reported that the balance at the end of year 2025 for TID #2 was $24,876.00.
Chippewa Valley Bank Accounts Signer Designation: Motion by Hoiby, seconded by Wundrow to keep Chippewa Valley Bank account signers as they are currently assigned to, Trott, Zimmer & Hayes, carried.
APPROVAL OF BILLS: Motion by Brainerd, seconded by Johnson to pay vouchers and electronic payments totaling $56,953.21, carried.
ANNOUNCEMENTS:
Village Wide Garage Sales: June 13th, 2026
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 5:30 p.m. to 8:00 p.m., June 16th, July 21st & August 18th.
Saturday July 11th from 9:00 a.m. to 2:00 p.m. will be the annual Open House/Craft/Car Show. Contact Classic Auto Collision Center at 715-868-CARS or classicauto@brucetel.net for more details.
