BOARD MEETING MINUTES

June 6th, 2022

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, June 6th, 2022.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 7:00 p.m. Board members present were Kim Grasley, Loren Beebe, Jim Johnson, Darlene Wundrow, Mark Zimmer and Galen Brainerd. Clerk/Treasurer Jessica Hayes attended also.

– PLEDGE OF ALLEGIANCE –

APPROVAL OF MINUTES:
Motion by Beebe, seconded by Grasley to approve the May 2nd, 2022 Regular Monthly Board Meeting Minutes, carried.
Motion by Brainerd, seconded by Grasley to approve the May 23rd, 2022 Board of Review Minutes, carried.

TREASURER’S REPORT: Motion by Beebe, seconded by Johnson to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT:
CMAR & CCR Reports: Casey Gudis reported that the annual CMAR (Compliance Maintenance Annual Report) and the CCR (Consumer Confidence Water Report) have both been submitted to the Department of Natural Resources.
On the CMAR, a grade level C was scored in the financial section. The Village needs to adjust the sewer rates per the DNR and that will be finalized in 2023.
Resident Sewer Capping:
Gudis reported the ongoing issues and threats the crew is receiving with a resident on E. Washington Avenue. Not only is it affecting the crew but also other residents of Bruce that drive down the street. All residents that have an issue with the resident were urged by the Board to call the police department.
The resident has an extension cord crossing the street and has several items within the right of way. Gudis asked that the Board look in to the legalities of the issue to get the matter taken care of.
Also Gudis reported illegal use of the sewer coming from the property. The resident has not paid for the sewer service as well as garbage service for years. Water service was turned off to the property in 2014. Every resident in Bruce is required to have garbage service, even if the service is not being used. Motion by Grasley, seconded by Brainerd to have the sewer capped at the property and to back charge for garbage effective immediately, carried. Gudis asked to have a company come in to do the work and to also have the police department on site during the work. Motion by Wundrow, seconded by Grasley to have Gudis to use what company he sees fit and to also have the police department on site, carried.
Backhoe Purchase: Gudis supplied the Board with two quotes for a new backhoe. The current backhoe the Village owns is twenty two years old. One quote was received from Caterpillar for $130,492.89 with a current backhoe trade in value of $25,000.00 and a quote from John Deere for $142,900.00 with a current backhoe trade in value of $27,500.00. Motion by Johnson, seconded by Grasley to go with the John Deere quote of $142,900.00 with a current backhoe trade in value of $27,500.00, carried.

PETITIONERS-CITIZEN COMPLAINTS & REQUESTS:
Bruce Youth Ball-Annual Donation Request:
Motion by Zimmer, seconded by Johnson to approve a donation in the amount of $500.00 to the Bruce Youth Ball, carried.
Bruce Blue Hills Lions Club Donation Request:
Motion by Zimmer, seconded by Grasley to approve a donation in the amount of $500.00 to the Bruce Blue Hills Lions Club Festival, carried.
Bruce Area Girl Scouts Day Camp Donation Request:
Motion by Brainerd seconded by Grasleyto approve a donation in the amount of $100.00 to the Bruce Area Girl Scouts Day Camp, carried.
Rusk County Recycling Department Request:
Motion by Johnson, seconded by Grasley to table the ‘Rusk County Recycling Department Request’ item until the July, 2022 Regular Monthly Board Meeting, carried.

APPLICATIONS:

Demolition Permit:
Motion by Brainerd, seconded by Zimmer to approve a demolition permit for the Pour House Tavern to demolish their building at 626 N. Main Street, carried..

Building Permit: Motion by Zimmer, seconded by Johnson to approve a building permit to Bruce Federated Church to do front concrete steps at 730 N. 2nd Street, carried.

Liquor Licenses:
Motion by Brainerd seconded by Grasley to approve a Class A Liquor License to Dollar General Store #19877, carried.
Motion by Beebe, seconded by Grasley to approve a Class A Beer License to Dollar General Store #19877 and J & S Sales of Chippewa Falls, d/b/a Express Mart, carried.
Motion by Brainerd, seconded by Johnson to approve a Class B Combo Liquor & Beer license to JB & SM Enterprises, LLC, d/b/a Hot Shots, JC Quinn International, LLC d/b/a Glory B Irish Pub and The Pour House Tavern, Inc., d/b/a The Pour House Tavern, carried.

Cigarette Licenses:
Motion by Grasley, seconded by Brainerd to approve cigarette licenses for Dollar General Store #19877, Express Mart and Hot Shots, carried.

Coin Machine Licenses:
Motion by Beebe, seconded by Grasley to approve coin machine licenses to Hot Shots, Glory B Irish Pub, Bruce Public School, Bruce American Legion and DairiConcepts, carried.

Direct Seller’s Permit:
Motion by Zimmer, seconded by Brainerd to approve a Direct Seller’s Permit to the Bruce Community Farmer’s Mart, carried.

Operator’s Licenses:
Motion by Beebe, seconded by Grasley to approve an operator’s license for Joshua L. Shimko, carried.
Motion by Grasley, seconded by Beebe to approve an operator’s license for Cindi J. Frederick, carried.
Motion by Grasley seconded by Beebe to approve an operator’s license for Joshua P. Nobles, carried.

COMMITTEE REPORTS:

Utility:

Discussion and Action Regarding Corrective Work on Village Wells: Larry Gotham of Morgan & Parmley, Ltd. attended the meeting to give the Board an update on the project. The pilot test plants are completed. The one-million-dollar Community Development Block Grant was submitted in May. Only ten grants are offered in the whole state. The funding application for the DNR is due for the water portion of the project at the end of June and the sewer portion of the project at the end of September. An itemized project list was given to the Board for review, this would need to be submitted with both applications.
An engineering agreement with Morgan & Parmley is also required for the project to be submitted with all applications. Motion by Johnson, seconded by Wundrow to approve and to sign the engineering agreement with Morgan & Parmley, Ltd., carried.   
Water Surplus – Invoice Payment Approval: Motion by Wundrow, seconded by Grasley to pay the invoice in the amount of $5,400.00 for the pilot test plant work on well #3, carried.
Sewer Rate Increase:
Nothing new to report this month. Motion by Zimmer, seconded by Johnson to table the “Sewer Rate Increase’ issue until the July, 2022 Regular Monthly Board Meeting, carried.
CMAR Resolution #22-07: Motion by Grasley, seconded by Johnson to approve Resolution #22-07 for the submittance of the 2021 CMAR to the Department of Natural Resources, carried.
2021 Consumer Confidence Report (CCR) Submitted to DNR: The annual Consumer Confidence Report (CCR), a water quality report, has been submitted to the DNR. Publication and posting requirements have been met. A copy of the annual report is available at the Village Hall and on the Village’s website. 

Public Works:
Committee Meeting May 17th, 2022 Report:
The committee met to discuss the Veteran’s memorial site project.
– The committee is proposing to use the lot on the corner of Alvey Street and Arthur Avenue, which is owned by Bruce Telephone, for the use and installation of the Veterans memorial site.
– The Village will maintain the upkeep of the lot and pay the taxes for the lot.
– The Village will also pay to have electrical ran to the light display as well as pay for all electric bills.
The committee recommends typing up a contract and submitting it to Bruce Telephone to present at their next Board meeting. They can then make revisions if necessary and then submit the final contract to the Village Board for review/approval.
Veteran’s Memorial Park Site: Motion by Grasley, seconded by Johnson to approve the committee’s recommendations from the May 17th meeting and proceed with the project, carried. Motion by Brainerd, seconded by Grasley to table the ‘Veteran’s Memorial Park Site’ issue until the July, 2022 Regular Monthly Board Meeting, carried.

North Main Street Reconstruction Project:
        -DISCUSSION-
Anticipated completion for the project will be the end of June 2022 and at that time a final pay request will be submitted by Haas Sons. Nothing further to report at this time. Motion by Grasley, seconded by Johnson to table the ‘North Main Street Reconstruction Project Discussion’ item until the July, 2022 Regular Monthly Board Meetings, carried.

Morgan & Parmley – Invoice Payment Approval: Motion by Grasley, seconded by Beebe to approve paying the invoice in the amount of $5,872.50 to Morgan & Parmley for work completed thru May 31st, 2022 on the Main Street Project, carried.
Haas Sons – Change Order #8 & Invoice Payment Approval:
Motion by Grasley, seconded by Beebe to approve Change Order #8 and an invoice in the amount of $142,365.25 to Haas Sons for work completed thru May 31, 2022 on the Main Street Project, carried.
Approval for Addition to Blacktop on Railroad Avenue:
Motion by Brainerd, seconded by Beebe to add two layers of blacktop at three inch thickness to the blacktop on Railroad Avenue to make the road wider, carried.

Public Welfare:
Bruce Park Concession Stand Discussion: Motion by Brainerd, seconded by Johnson to send the item to committee and table the ‘Bruce Park Concession Stand Discussion’ issue until the July, 2022 Regular Monthly Board Meeting, carried.

Finance:
Rusk County Sheriff’s Department Contract Discussion & Action:
Nothing new to report at this time. Motion by Johnson, seconded by Grasley to table the ‘Rusk County Sheriff’s Department Contract Discussion & Action’ item until the July, 2022 Regular Monthly Board Meeting, carried.
Ambulance Garage Building Discussion & Action:
Area townships have been billed for their percentage of what the ambulance services. As of May 31, 2022, only seven out of the eleven townships have paid. The Board asked that a second notice be sent out. The item will be left on the agenda for an update next month. Motion by Grasley, seconded by Johnson to table the ‘Ambulance Garage Building Discussion & Action’ item until the July, 2022 Regular Monthly Board Meeting, carried.
Plow Truck Purchase Discussion & Action:
The Village is still waiting on the delivery of the new plow truck that was ordered in January, 2022.  Motion by Johnson, seconded by Grasley to table the ‘Plow Truck Purchase Discussion & Action’ item until the July, 2022 Regular Monthly Board Meeting, carried.
Chippewa Valley Bank – Designation of Signers: Motion by Johnson, seconded by Brainerd  to have Village President Shane Trott, Interim Village President Mark Zimmer, Village Clerk/Treasurer Jessica Hayes and Deputy Clerk/Treasurer Jeanne Nelson as authorized bank signers at Chippewa Valley Bank, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Johnson to pay vouchers and electronic payments totaling $48,298.95,. carried.

ANNOUNCEMENTS:
Village Wide Garage Sales
: June 11th, 2022
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 6:00 p.m. to 8:30 p.m. June 21st, July 19th & August 16th.

Bruce Community Farmer’s Market-Friday’s from 1:00 p.m. to 5:00 p.m., June 3rd through October 7th.  The market will be located in the Bruce Telephone lot.
