Special Board Meeting
Wednesday, June 15, 2016

A Special Board Meeting was held on Wednesday, June 15, 2016, at the Village Hall.  Village President Mike Newman called the meeting to order at 5:00 p.m.  Bobbi Jo Fillion, Gayanne Skogen, Jim Moore and Shane Trott attended the meeting.  Darlene Wundrow and Terry Hegeholz attended also.

Motion by Fillion, seconded by Trott to approve the Agenda, carried.

Open Bids for Chippewa Avenue Blacktop Replacement-LRIP Funding Project: Two bids were received for the Chippewa Avenue Blacktop Replacement-LRIP Funding Project.  The Rusk County Highway  Department submitted a bid for $53,976.00 to pulverize the existing roadway, add an additional 3 inches of compacted 1 ¼ inch base course, fine grade and place a new 2.5 inch asphalt pavement, and place 2 foot shoulders on each side of the road.  Monarch Paving Company submitted a bid for $59,000.00 to pulverize the existing asphalt pavement, mill joints at driveways where needed, haul and spread 585 CY of gravel on roadway, fine grade and pave 2.5 inches of hot mix asphalt and place 2 foot shoulders on each side of the road after paving 60 CY of material on the Chippewa Avenue Project and have it completed by August, 2016.

Award Bid: Motion by Fillion, seconded by Trott to accept the bid from Monarch Paving Company for $59,000.00 to replace the blacktop on Chippewa Avenue and have the work completed by August, 2016, carried.
Building Permits:
Motion by Trott, seconded by Fillion to approve a building permit for Jim Doke to re-roof his house a 420 E. Trails End Avenue, carried.
Motion by Trott, seconded by Fillion to approve a building permit for Rhonda Wakild to re-roof her house at 224 E. Washington Avenue, carried.
Motion by Fillion, seconded by Skogen to grant a continuation of a building permit for Glenn Reynolds to replace his roof, windows, siding and install carpet at his home at 1121 E. Chippewa Avenue, carried.

Cigarette License:
Motion by Trott, seconded by Fillion to approve a cigarette license for The Pour House Tavern, Inc. from July 1, 2016 through June 30, 2017, carried.

Regular Operator’s License: Motion by Fillion, seconded by Trott to approve a regular operator’s license for Lynn K. DeWall, carried.
Motion by Fillion, seconded by Trott to approve a regular operator’s license for Mason A. Christian, carried.
Motion by Trott, seconded by Fillion to approve a regular operator’s license for Darla S. Rakovich, carried.
2016-2017 Operator’s License Renewals: Motion by Fillion, seconed by Trott to approve operator’s licenses for Kimberly S. Quinn, Mason A. Christian and Darla S. Rakovich, carried.

Street Use Permits:
Motion by Fillion, seconded by Trott to table the request for a Street Use Permit from the Bruce Blue Hills Lions Club to use part of Main Street on July 9th, 2016 to hold water fights during the Blue Hills Festival, carried. Discussion was held and the Lions Club may have the water fights out at the Bruce Village Park.
Motion by Fillion, seconded by Moore to approve allowing The Pour House Tavern to block off Main Street in front of their property at 626 N. Main Street mid-afternoon on July 9th, 2016, carried.

Liquor License Application:
Motion by Fillion, seconded by Moore to approve extending The Pour House Tavern’s liquor license to include Main Street in front of their property at 626 N. Main Street mid-afternoon on July 9th, 2016, carried.
Picnic License:
No Action was taken on the request from the Bruce Blue Hills Lions Club for a Picnic License to sell beer on a portion of Main Street on July 9th, 2016 during their water fights.
Motion by Fillion, seconded by Trott to approve a Picnic License for the Bruce Belters Baseball Club to sell beer at their home baseball games at the Bruce Village Park from June 14th, 2016 through  August 30th, 2016, carried.

Public Works:
Potential New Village Shop:
Monetary offer to Property Owner to the east of the Village Shop: 
Motion by Trott, seconded by Fillion to approve offering $250.00 to the property owner at 310 E. River Avenue to secure a clear title to the property east of the Village Shop, carried.
Secure Property by Signing & Filing Quit Claim Deed:  Motion by Fillion, seconded by Trott to approve having the Village President sign necessary documents for the proper filing of a Quit Claim Deed for the property east of the existing Village Shop, carried.

Announcements: 
The Village workers will be flushing hydrants on June 27th, 28th, 29th & 30th, 2016, from 7p.m. to 10 p.m.  Please refrain from running water during this time.
