BOARD MEETING MINUTES
May 4th, 2026
Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Monday, May 4th, 2026.
Village President Shane Trott presided and called to order the meeting at the American Legion Hall facility at 5:30 p.m., 804 N. Main Street. Board members present were Galen Brainerd, Tim Dolan, John Hoiby, Jim Johnson & Darlene Wundrow. Trustee Mark Zimmer was absent. Clerk/Treasurer Jessica Hayes and Deputy Nicole Frisinger attended also.

APPROVAL OF MINUTES:
Motion by Johnson, seconded by Brainerd to approve the April 20th, 2026 Regular Monthly Board Meeting Minutes, carried.
TREASURER’S REPORT: Motion by Johnson, seconded by Dolan to approve the Treasurer’s report as given, carried.
EMPLOYEE’S REPORT: Casey Gudis attended the meeting to report to the Board that the crew has been busy getting the wall for the veteran’s mural built at the park. The last set of murals have been completed by the artist and will be picked up and installed next week.
Spring Clean Up days is scheduled for this weekend, May 8th & 9th.
Don’s Sweeper service has the Village on the schedule to have the streets swept in the next few weeks.
PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Ryan Kopras – Private Well Installation Request: No show. Kopras asked to be removed from the agenda.
Trevor Richards-Library Director Update: Richards attended the meeting to report to the Board on recent and upcoming Library activities. They are three weeks away from their Summer Reading Program events.
The current weapons policy is being revised.
The Friends of the Library are holding a guided fishing trip raffle.
Richards is working on doing a community needs survey in the fall.

Motion by Brainerd, seconded by Johnson to approve an operator’s license to Jessice R. Wiles, carried.
Motion by Johnson, seconded by Brainerd to approve a building permit for Shane Trott to re-roof his garage and remodel at his property located at 821 N. 4th Street, carried.
COMMITTEE REPORTS:
Public Safety:
Village Hall Water Damage:
Coolsys Commercial & Industrial Solutions, the HVAC contractor’s quote came in at $14,992.00. Motion by Johnson, seconded by Dolan to approve the quote and proceed with the work. There will be a Special Board Meeting May 12th, 2026 to open bids for the interior restoration work, which would be all work, minus HVAC and the sprinkler system. A verification email from Fireline Sprinkler, LLC has been received and material list obtained. No estimated date of construction received yet. Motion by Wundrow, seconded by Johnson to table the ‘Village Hall Water Damage’ item until the June, 2026 Regular Monthly Meeting, carried.
Temporary Village Offices will be located at the Village Shop, 228 E. River Avenue, Board and Committee meetings will be located at the American Legion Hall, 804 N. Main Street and elections will be located at the American Legion Hall until further notice.
Public Works:
Alley Paving: Monarch Paving has completed the paving for the project. Dolan’s concerns about the seeding of his property adjacent to the project is on the schedule to get repaired by Russ Thompson’s. Motion by Brainerd, seconded by Johnson to table the ‘Alley Paving’ item until the June, 2026 Regular Monthly Meeting, carried.
LRIP (Local Road Improvement Program) Funds: The Village received $12,008.34 from the LRIP Program with a sunset date of June 30th, 2031. Nothing further to discuss. Motion by Wundrow, seconded by Dolan to remove the ‘LRIP (Local Road Improvement Program) Funds’ item from the agenda, carried.
Main Street Repairs: Discussion was had on the road conditions on Main Street. The Board discussed blacktopping versus chip sealing options. Gudis will look in to pricing options for the two. Motion by Brainerd, seconded by Johnson to table the ‘Main Street Repairs’ item until the June, 2026 Regular Monthly Meeting, carried.
Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion:
The Booster Club is working with the Lion’s Club on renovations to the pavilions at the park. Some of the new additions will be new freezers, coolers, stainless steel racking, counters and a new deep fryer. Gudis mentioned that the main concession stand will be in need of a new roof soon. He was asked to get pricing for steel. Motion by Johnson, seconded by Wundrow to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the June, 2026 Regular Monthly Board Meeting, carried.
Administration:
Summer Help Hire: There is a committee meeting scheduled for May 7th, 2026 to review the applications submitted for the part time maintenance positions available. There is also a Special Board Meeting scheduled for May 12th, 2026 for approval of the committee’s recommendations to hire. Motion by Johnson, seconded by Wundrow to table the ‘Summer Help Hire’ item until the June, 2026 Regular Monthly Board Meeting, carried.
NEW BUSINESS: Committee Designations Approval: After the April 7th, 2026 Spring Election, a new member was elected to the Board. Trott presented the Board with the new committee designation schedule. Motion by Wundrow, seconded by Brainerd to approve the committee designations for 2026-2027, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Johnson to pay vouchers and electronic payments totaling $60,741.04, carried.
ANNOUNCEMENTS:
Village Wide Spring Clean-Up: May 8th & 9th, 2026. The collection site will be open from 8:00 a.m. to 1:00 p.m. If you are unable to haul your own refuse either of those days, pick up service is available May 11th, 2026 for a fee.
2026 Open Book – Wednesday, May 13th from 1:00 p.m. to 3:00 p.m.
2026 Board of Review – Wednesday, May 20th from 3:00 p.m. to 5:00 p.m.
Village Wide Garage Sales: June 13th, 2026
Cruise Nights-Classic Auto Collision Center has set the calendar for Cruise Night in the parking lot at 705 N. Main Street in Bruce, 5:30 p.m. to 8:00 p.m. May 19th , June 16th, July 21st & August 18th.
