VILLAGE OF BRUCE

BOARD MEETING MINUTES

November 12th, 2024

Pursuant to due call and notice thereof, a scheduled monthly meeting of the Village Board was held on Tuesday, November 12th, 2024.

Village President Shane Trott presided and called to order the meeting at the Village Hall facility at 5:30 p.m. Board members present were Galen Brainerd, Darlene Wundrow, Tim Dolan and Jim Johnson. Members Mark Zimmer and Kim Grasley were absent. Clerk/Treasurer Jessica Hayes and Deputy Nicole Frisinger attended also.

– PLEDGE OF ALLEGIANCE –

APPROVAL OF MINUTES:
Motion by Wundrow, seconded by Johnson to approve the October 7th, 2024 Regular Monthly Board Meeting Minutes, carried.

TREASURER’S REPORT: Motion by Brainerd, seconded by Johnson to approve the Treasurer’s report as given, carried.

EMPLOYEE’S REPORT: Casey Gudis attended the meeting to report that the crew has been busy flushing hydrants to help with getting the chlorine circulated through the system.
The Veteran’s mural at the Bruce Park is installed and completed.
Jason Gudis is getting his classes completed for his CDL license.
The park has been winterized and closed for the season.
The plow trucks and all winter equipment have been serviced and ready to go for the winter season.
Casey thanked the Board for allowing the shop to be open for the Annual Trunk or Treat event held on Halloween.

PETITIONERS-CITIZEN COMPLAINTS AND REQUESTS:
Mark Charron attended the meeting to discuss with the Board his discrepancy regarding being charged for refuse services from the Village. Trott informed him that the service fee was removed from his account, but he will be charged for services moving forward, other than a seasonal hold when he is not occupying the property.

Leah Newman discussed her concern with the placement of garbage cans for refuse pick up starting in January. She also stated her concerns with the neighboring property’s unsightly property in their yard.

APPLICATIONS:
Building Permits:
Motion by Brainerd, seconded by Johnson to approve a building permit to David King to install a fence on his property located at 1019 N. 2nd St., carried.
Motion by Johnson, seconded by Wundrow to approve a building permit to Mike Newman to replace shingles on part of his home located at 620 N. 2nd St., carried.
Bow Hunting Permit:
Motion by Wundrow, seconded by Brainerd to approve a bow hunting permit to Dale Sprague, carried.
Seller’s Permit:
Motion by Wundrow, seconded by Brainerd to approve a seller’s permit to Sean Nagel to sell apparel, koozies and accessories at the Bruce Park on occasion thru the end of the year, carried.

COMMITTEE REPORTS:

Utility:

Committee Meeting 10/30/24 Report: A committee meeting was held on October 30th, 2024 todiscuss the preliminary plans submitted by Morgan & Parmley, Ltd. for the garbage truck building. The committee is recommending giving the plans to the original contractor to discuss modifications as soon as possible.
Garbage Contract Discussion: Nothing new to report this month.Motion by Johnson, seconded by Wundrow to table the ‘Garbage Contract Discussion’ item until the December, 2024 Regular Monthly Board Meeting, carried.

Public Works:

LRIP (Local Road Improvement Program) Funds: Discussion was had on the completion of the Business 40 project The completed work is not satisfactory. The final bill to Monarch Paving has not been paid out to date. Motion by Johnson, seconded by Brainerd to hold off on paying the invoice, schedule a meeting with Monarch to discuss the issue and to table the ‘LRIP (Local Road Improvement Program) Funds’ item until the December, 2024 Regular Monthly Board Meeting, carried.
Sewer Line Replacement – Alley Between North Main & Alvey Street: Nothing new to report this month. Motion by Brainerd, seconded by Johnson to table the ‘Sewer Line Replacement – Alley Between North Main & Alvey Street’ item until the December, 2024 Regular Monthly Board Meeting, carried.

Water Filtration Project – Corrective Work on Village Wells & River Avenue:

The VFD drive has been replaced on the well. The project is fully completed. Final payment has been made to Haas Sons, Inc. and the Village is awaiting its final payment from the DNR.  
Motion by Brainerd, seconded by Johnson to table the ‘Water Filtration Project – Corrective Work on Village Wells & River Avenue’ item until the December, 2024 Regular Monthly Board Meeting, carried.
Public Welfare:
Bruce Park Concession Stand/Contract between Bruce School & Village Discussion:
Nothing new to report this month. Motion by Johnson, seconded by Wundrow to table the ‘Bruce Park Concession Stand/Contract between Bruce School & Village Discussion’ item until the December, 2024 Regular Monthly Board Meeting, carried.

Finance:
Public Hearing November 12th, 2024, 5:00 p.m.-Proposed 2025 Budget: Trott reported the Public Budget Hearing for the proposed 2025 Budget was held prior to the November 12th Board Meeting at 5:00 p.m.
Review, Discussion & Approval of 2025 Budget:
Motion by Johnson, seconded by Dolan to approve the Village of Bruce 2025 Budget of $590,126.00, carried.
Set Levy, Including Approval of All Internal & Unresolved Matters:
Motion by Brainerd, seconded by Dolan to approve setting the 2025 Levy at $139,298.00 and approve all internal & unresolved matters, carried.

NEW BUSINESS: Trott reported that a twelve month CD that the Village currently holds at Chippewa Valley Bank is held with an interest rate of 2.23%. The Clerk had provided the Board with interest rates from several community banks with various interest rates offered. Motion by Dolan, seconded by Johnson to move the Village’s CD from Chippewa Valley Bank to Superior Choice Credit Union, Ladysmith, for one year at 4.0%, carried.

APPROVAL OF BILLS: Motion by Brainerd, seconded by Johnson to pay vouchers and electronic payments totaling $137,047.59, carried.

ANNOUNCEMENTS:
Village Hall Thanksgiving Holiday Hours: The Village Hall will be closed on November 28th and November 29th, 2024 for the Thanksgiving Holiday

Christmas in Bruce: December 14th, 2024

ADJOURNMENT:  Motion by Brainerd, seconded by Dolan to adjourn, carried. Adjournment was at 6:20 p.m.
